Brooks dated June 3, 2022, Bohler has prepared the following findings of fact associated with the stormwater management system design that was approved for the redevelopment project at 419 and 435 Andover Street in North Andover, Massachusetts. li The project was designed to conform to the standards of the Massachusetts Stormwater Handbook (MSH) dated February 2008, the requirements of the North Andover Stormwater Management and Erosion Control Regulations (Chapter 160 of the North Andover Zoning Bylaw)adopted February 15, 2011, and the requirements of the North Andover Stormwater Management and Erosion Control Bylaw (Chapters 165 and 250 of the Bylaw). 1 As a redevelopment project constructed in the Town of North Andover("the Town") requiring a Special Permit, the civil site design associated with the project's application was reviewed and approved by the special permit granting authority(the Planning Board) as well as a third party expert consultant review commissioned by the Town. Horsley Witten Group with an office located at 112 Water Street, 6th Floor in Boston, Massachusetts conducted an expert review of the projects site development plans and stormwater management system calculations. The review process was 24 concluded on June , 2021 by Horsley Witten Group with a determination that the project was fully compliant with the une 24n's local regulations and the standards of the MSH. Specifically, the project's stormwater system has been designed in conformance with both the rules and regulations governing stormwater management by the Town and the State of Massachusetts. The point of ultimate discharge from the project site has not been altered from the site's existing conditions prior to any land disturbance activities under the approved Notice of Decision from the Town dated March 16, 2021 (an evidence photo of this discharge point following a storm event and prior to any construction land disturbance has been provided as an attachment to this letter). The calculations associated with the design of the stormwater management system have shown that the system reduces peak rates of flow to this ultimate discharge point during storm events, provides the required volume of storage for groundwater recharge across the site, and provides an adequate system drawdown release time to alleviate peak rates of discharge flow to the abutting property following larger, less frequent storm events. The stormwater management system has been designed to fully capture the site's runoff, treat the flow by removing total suspended solids (sands and other pollutants)and infiltrate the required stormwater volume in lesser, more frequent storm events (approximately 1-inch of rainfall) at the site which results in an approximate 30% reduction in volume of water reaching the downstream property. www.BohlerEngineering.com BOHLERd We trust the above is sufficient for your needs at this time. The soil testing results indicated higher groundwater at the site than originally estimated, as shown in Section 2 of the package.As a result, the proposed infiltration system has been revised to a lower profile system and has been divided into two infiltration systems, to account for the high groundwater and elevation challenges at the site. The systems have been sized proportionally for each contributing area and provide a minimum 2 foot separation from the estimated seasonal high groundwater table. Both systems still provide the required TSS removal via the same treatment train (deep sump hooded catch basins and water quality treatment units prior to infiltration). The combined overall volume and water quality volume of the two systems has increased slightly as compared to the approved design, and as supported by the provided calculations. The outlet control structures have also been modified slightly in elevation to support the revised system design, but function in the same manner as the approved design, as supported by the updated HydroCAD models provided. Finally, an updated peak runoff rate summary table has been provided below(Table 1.2)to show that peak rates of runoff are still decreased for all storm events. The previously approved Table 1.1 is also included below for reference. In conclusion, the revised drain system is consistent with the previously approved design and meets all of the stormwater standards.
