These plans and calculations have been reviewed by the Commission and it was decided by a majority vote that a Request for Determination is no longer necessary for Lot #9 Oakwood Estates. The cul-de-sac will be 1050 feet in length. Provisions for future extension have been provided to the northerly most part of the land to a point where a logical extension from this parcel exists. Andrew Caffrey Jr. ENGINEERS 447 OLD BOSTON ROAD LAND SURVEYORS TOPSFIELD, MA 01983 LAND USE PLANNERS (617) 887-8586 STATEMENT OF ENVIRONMENTAL IMPACT Please refer to Sheet 3 of 5 which shows the entire subdivision perimeter. A. Plan Information ' 1 . Present and proposed topography are shown at a two foot contour interval . A graphic drainage analysis is shown on Sheets H-1 and H-2 attached to the Drainage Analysis Report. 2. The site is completely wooded with little underbrush. The surface of the ground is rolling, occasionally interrupted with surface outcropping of large boulders. There are no outstanding tree groupings, botanical features or important wildlife habitat areas which should not be disturbed by construction. 3. Primarily all the lots have been pert tested and water tables were established during the "official" periods and duly witnessed by Michael Graf, Health Agent. (Please see attached. ) 4. Soil types and location of all test pits are more particularly shown on Sheet H-1 and H-2. B. Physical Environment The general characteristic of the site is rural . Primarily all the abutting land is undeveloped. Fern Street and Farnham Street are private ways which were abandoned through no maintenance by the Town. They physically exist as horse trails 8-10 feet wide with irregular, rocky surfaces not able to be driven upon by conventional automobile. These ways are currently being used by the Andover Riding Academy as trails. We will not disturb this activity and plan no construction in these ways. C. Surface, Water and Soils 1 . There are no wetlands on the site. The drainage characteristics and runoff flow patterns are shown on Sheets H-1 and H-2 and described in the Drainage Report. A large wetland does exist east of Farnham Street directly opposite our Design Point and west of Fern Street, opposite our other Design Point. These wetlands are the receiving bodies of most of the runoff generated from this site. 2. During construction, the Developer will install rows of continuous hay bales in the locations as shown on the drawings to control sediment- ation. We do not anticipate sedimentation and erosion to be a problem during construction, however, both detention ponds will also serve as sedimentation basins. STATEMENT OF ENVIRONMENTAL, IMPACT Page 2 3. Both detention ponds have been designed .to detain a 25 year storm event. Each will serve as permanent sedimentation basins. They will not require regular maintenance since we do not anticipate the post development sedimentation to be of significant volume. After several years, these basins may require surface cleaning. Proposed grading is shown to construct the road and appurtenances. Approximately 50% of the lots will be altered to construct the homes and drives. No large cuts or fills are required to develop this site. 4. Sewage Disposal shall be provided by conventional subsurface means. Each dwelling shall have its own septic system. Each system shall be designed in strict accordance with the State Environmental Code (Title V) and the local Board of Health Regulations. No system will have an impact on any surface water, soils, or vegetation existing on the site. D. Subsurface Conditions The soils on the site are considered moderately well drained. The ground is comprised:of large boulders and sandy soils. We do not anticipate that the soils will pose limitations on the site. An occasional out- cropping or large boulder may cause blasting to be done. Groundwater will not pose a limitation during construction. Acceptable percolation tests wer not too difficult to find. 60% of all tests performed were moderately rapid and acceptable to this office. Certain sites were tested and were found to be unacceptable and will not be used. We are confident that a suitable location will be found on all lots. Since all sewage disposal systems will be designed in strict accordance with the Health Regulations, they will have a slight impact on the quality of subsurface water. E. Town Services Jennifer Circle will be a cul-de-sac, 1050 feet in length and will exit and egress onto Ash Street. Ash Street to the east becomes Campbell Road, a secondary road with sufficient traffic capacity. To the west, Ash Street blends into Berry Street which immediately intersects with Salem Turnpike (Route 114) . We propose 10 additional lots which will generate 120 vehicle trips per day. This increase in traffic volume will pose no significant .impact on the surrounding roadway network. We anticipate 80% of the traffic volume to flow to and from Route 114. This subdivision is readily accessible from major roads so that it can be policed effectively. The subdivision is on the outskirts of Town. The frequency of service may need to be increased in this area once the development is constructed. STATEMENT OF ENVIRONMENTAL IMPACT Page 3 The subdivision will be serviced by Town water, and a new 8 inch water main. A new 12 inch diameter water main has been just recently in- stalled in Ash Street. This system will provide adequate fire protect- ion and sufficient potable water. The new road will increase the workload on the Department of Public Works. 1050 feet of new road together with appurtenances will have to be serviced by the D.P.W. We see no unusual service problems with the subdivision as designed. The subdivision will have 10 new dwellings which may product a maximum of 20 children which will be distributed throughout the school system. We are unaware of any existing or future capacity problems the school system is experiencing. GENERAL IMPACT We feel this subdivision has been intelligently designed. Provisions for future extension to the north have been made to Jennifer Circle between lots #6 and V. The area is very rural with little subdivision activity. This subdivision will be nestled between undeveloped land and will pose little impact on abutting lands. The land contains no wetlands. The development has been designed to have no increase in the peak rate of runoff leaving the site. The soils are suitable for sanitary sewage disposal. The dwell- ings will be served by Town Water. This site is a prime candidate for residential development. i CONSTRUCTION SCHEDULE The developer anticipates the subdivision to be constructed within 24 months. Month 1. Clear and grub roadway, rough grade. Month 2-7. Install all utilities, bring road up to subgrade. Month 8-9. Gravel roadway and install binder coat, rough grade and install sideslopes. Month 2-24. Clear lots, construct dwellings.
