Present: Ron Rudis(chairperson), Jay Dowd,Jim Wefer, Stan Limpert, Kathy Szyska
1. Meeting called to order at 5:04 pm.
2. Garrett Moynihan and Gary Martin provided a brief summary of the proposed restoration and
preservation work to the North Parish Church and answered questions regarding the proposal. As
required by the 2008 Historic Preservation Restriction Agreement between the Town of North
Andover and the North Parish Unitarian Universalist Church of North Andover the Commission
reviewed the request for approval for the project described in the document "The North Parish of
North Andover- NAHDC Submittal 2024.02.05.pdf". Limpert made a motion seconded by Wefer to
approve the request. Approved 5-0.
3. The Commission discussed correspondence from Stephen Foster(Facilities Director,Town of NA)
regarding a large bell originally cast in 1864 that was found at the North Andover Middle School.
Stan Limpert volunteered to research the origins and possible historic significance of the bell.
4. Stan Limpert provided an overview of the Historical Preservation Master Plan kickoff meeting.
5. Kathy Szyska provided an update on the condition on the Primus Stevens headstone at the Old Burial
Ground. The headstone needs repair and the Commission will address it in the Spring using existing
CPA funds.
6. Limpert made a motion seconded by Dowd to accept the November 16,2023 minutes. Approved 5-
0.
7. The Commission discussed their concerns with the town's lack of progress in repairing the Schofield
Mill. Stan Limpert indicated that the Historical Society is in discussions with the town to take
possession of the Mill.
8. Limpert made a motion seconded by Wefer to elect Ron Rudis as Chair for a one year term.
Approved 5-0.
9. Limpert made a motion seconded by Rudis to elect Jay Dowd as Vice-Chair for a one year term.
Approved 5-0.
10. The Commission discussed the status of the Thrift Shop.
11. The Commission discussed the use of CPA funds for projects such as the North Parish Church
renovations.
12. The Commission discussed concerns that the Colonel James Frye house at 169 Chestnut Street is not
adequately protected from the elements as construction there seems to have been paused.
