Thank you for rapid response to my inquiry. I did review the documents and now understand the work to be done at 335
Willow St. Working across the street from Bake n Joy and Jensen for 30 years my only concern is similar to what the
NAPI]expressed,which was parking. With the amount of trucks moving in and out of Bake n Joy and the increased
street parking over the years it can be at times somewhat hazardous to our employees entering and exiting our facility as
well as when they take walks at break time,

At 351 Willow Street, there is a fan noise that runs constantly, even on Sundays or at 3arn in the morning.When the two
production freezers were turned off, this noise continued. Can this be dealt with?
For 335 Willow Street, how far are these lower units from the Kathleen Drive abutting backyards?

Tried to make it as detailed as possible. Hope this helps!
believe we got the complaint forwarded to us around late July from the Andover Health Department. Additional
neighbors on Kathleen Drive followed up with complaints as well after we got the first one. I followed up on site to try and
confirm the noise that was the source of the complaint, and was able to note an audible noise.
After a site visit to Kathleen Drive with Brian and Paul, we went by Bake n Joy and met with Nick Greene (EH&S Program
Manager)on site and walked behind the building. There are two locations where equipment is located that seem to be
producing what we thought was the noise heard at Kathleen Drive. One is the storage freezer and one is the production
freezer. We decided to try turning these off one at a time to see if a noticeable difference could be heard (we were also
waiting on a Decibel Meter from DEP so we could measure noise levels, unfortunately they were all being calibrated and
we had to wait until 9/25 to get one, so in the meantime we were trying to at least isolate the noise if possible).
On 8/18 around 11 am Nick Greene and I met at Kathleen Drive and went into the backyard of 24 Kathleen Drive (home of
one of the residents who complained about the noise). Nick had the storage freezer turned off for a short period of time.
There was not a large change noted as far as the noise went.
On 8/26 Nick and I met again at Kathleen Drive. This time the Production freezer was turned off. Similar to the 8/18
meeting, there was not a large change noted at this time. One of the neighbors at 25 Kathleen Drive noted that he
thought it sounded "better inside the house than before" but outside it sounded the same to him.
DEP got their meters back and were able to provide one to me on 9/25. On 9/29 Nick and I met again and had both
freezers shut down. I tried taking some readings but due to the location (mainly, the highway in between Bake n Joy and
Kathleen Drive properties)traffic interfered with our data collection. I went out 10/1 to try again, but had the same issue.
Last night, on 10/4 1 went out to Kathleen Drive around 7:15pm to try taking more readings.While there was still some,
there was not as much traffic as before so I had more success. I believe my next steps are going to be reaching back out
to Nick Greene and seeing if we can do another shutdown of both pieces of equipment in the early evening (i.e. 7-
7:30pm) this week to see if a noticeable difference can be measured while there is less traffic around and then compare
that to other readings we have taken.

We reside on Kathleen Drive in Andover. Our homes are under 1,000 feet from 351 Willow Street, the current
site of operations of Bake N' Joy. We recently learned that Bake N' Joy is applying for a building permit in order
to expand capacity at the adjacent 335 Willow Street.
The constant fan noise produced by the most recent expansion has made living here unpleasant. Some of us
have trouble sleeping, as some of the fans operate 24 hours a day. Bake N' Joy appears to start operations
every morning at 5 am and sometimes run production until late in the evening, which adds the additional
production noise from freezers and other machines on top of the constant fan noise.
We recently reviewed the September 15th Town Meeting online where Bake N' Joy made a request for a building
permit for their new site. Starting this July, we have met with Stephen Casey from the North Andover Health
Department and with Nick Greene, Bake N' Joy's Employee Health & Safety Program Manager and we have
been pleased with their attention to this problem. However, so far no one has been unable to determine the
source of the sound pollution yet, much less suggest any sort of mitigation. While everyone is operating in good
faith, we were very concerned that the actual status of the situation was not accurately represented during the

meeting, which is to say that it is currently unresolved and there is no clear path yet to achieve resolution. We
are very concerned that in the absence of a resolution, the addition of another facility in our neighborhood will j
further compound the noise and make an already difficult situation untenable as well to result in loss of real
estate values.
