For 6 years we have owned a home on Salem Street.We are writing to express our concerns with the negative impact this proposal could have on our neighborhood and our three young children. As part of your review of this application,we ask the Planning Board to please consider and Include conditions to address the following public safety and quality of life issues: • Alcohol Consumption on premise: While the particular lot where the construction is being proposed may be located within the General Business Zoning District and while Salem Street is used as a thoroughfare, the area directly surrounding the 695-701 Salem Street parcel is made up of single-family residences. The homes are filled with young children.Allowing the expansion of a business that intends to serve alcohol on premise to customers will put our neighborhood at risk for potential deterioration due to crime, disorderly conduct, speeding and car accidents. It is common practice to require that alcohol may not be served on premise within a specified distance of schools, churches, playgrounds, or hospitals. There Is no reason this should not also be the case for distance from residences. Our neighborhood is not an appropriate location for a tavern, bar or restaurant serving alcohol. • Traffic Abatement and Safety,: In front of the existing business at 701 Salem Street, Salem Street is already congested I and dangerous.Traffic at the current plaza creates a hazard for our family when we are driving and walking with our small children In the vicinity. The traffic will only worsen if you allow this major expansion of the business. As reflected by the number of parking spaces being proposed, this expansion will result in increased vehicles and truck deliveries going I through our neighborhood. Your Planning Board's philosophy includes a goal to achieve"Safe, efficient, and alternative modes of transportation."Allowing construction of a large parking area will only encourage the use of personal vehicles and large delivery trucks, resulting in all of the negative environmental, safety and congestion issues that come with more traffic. • Noise Pollution:This major expansion of the business at 701 Salem Street will compromise the duality of life in our neighborhood because of noise caused by the Increased truck deliveries and accidents(speeding, accidents, horns)into, out of and surrounding the business.This latter concern Is especially acute if the expanded business Is allowed to have service, music and/or alcohol sales in an outdoor,patio area. If this is not taken into account as you consider this application, the rights of the neighboring homeowners to use and enjoy their property could be compromised. A public nuisance could be created. The Planning Board's philosophy encourages"economic growth and the enhancement of North Andover's quality of life."[emphasis added]. Allowing more noise in an already noisy area will further compromise the quality of life in our neighborhood. • Light Pollution: The current plans for this expansion show a large, parking lot illuminted by many light fixtures. Living in the area of NA that we do, we have very few services in our immediate vicinity. Having this business so centrally located has brought not only convenience to our lives, but has established a sort of meet-up place for so many families. The owners are extremely hard working, really evolving the current business into what they believe the people of the area want. The Items discussed are as follows: Hours of Operation-Although there are no required or strictly enforced hours of operation at this time, we are requesting that the following mandatory hours of operation be Implemented on any business that will reside at 701 Salem Street. Open no earlier than 6:00 A.M. and close no later than 10:30 P.M., any of the 7 days in a week. Fencing/Shrubbery- Installation of 4 foot picket fencing and intermittent shrubbery along the entire front entrance of parking lot,facing Salem Street. This will reduce vehicle lighting/glare from reaching our home on Keyes Way. Signage/Parking -Work directly with town, law enforcement and abutters to get"No Parking" signage added to Abbott Street, Keyes Way and further down on Salem Street(near proposed entrance)to reduce and hopefully eliminate future commercial vehicles parking on the aforementioned streets. In addition, add signage inside restaurant(s) and market indicating that there is no parking on those streets, (Attached please find a few photos taken to provide perspective on the types of vehicles parking on our streets and their locations). We are hopeful that representation from the law enforcement community has been contacted and will be able to attend the meeting on July 30th. Reduction of proposed height of new additiontbuilding -To eliminate solar as well as parking and vehicle lighting glare, we are asking that there be a reduction in the slope and therefore the height of the proposed structure. Landscaping improvements/trash management-As highlighted at both meetings,we have concerns around the current state of landscaping on the i property as well as the trash maintenance of the property and subsequently, the abutters properties. We ask that additional trash receptacles be placed along the entire commercial property for customers to utilize. We are traveling the day of the July 30 hearing and are unable to attend but we wanted to be sure our voices were heard. We have been following the hearings and believe that the proposal will have a positive impact on the neighborhood. We believe that the proposed project will provide amenities that will the neighborhood needs and will benefit from. The additional parking and better access will help alleviate traffic congestion.
