In coordination with the development team, CDG's secondary responses are provided in bold below the secondary comments and supporting plans and documentation are enclosed herein: 2. Standard 2 states that storm water management systems shall be designed so that post-development peak discharge rates do not exceed pre-development discharge rates. d. The Applicant has provided data and locations of five test pits. However, MSH Vol. 2, Ch. 2,p. 104 requires that the Applicant provide at least two test pits at the location of the infiltration practices. To verify the estimated seasonal high ground water elevation is accurate, HW recommends that the Applicant provide two more test pits in the location of the subsurface infiltration systems. HW: The Applicant has requested that additional test pits be conducted at the time of construction as to limit any disturbance to the current store operations. The Applicant also states that at that time if seasonal high groundwater is identified at a higher elevation than assumed, the infiltration system design will be modified accordingly and submitted to the Town for review and approval. Based on review of the existing conditions plan and the proposed locations of the subsurface infiltration systems,both systems are located in areas of existing lawn or vegetation that are not currently utilized for the operation of the existing building use. The North Andover Stormwater Management and Erosion Control Bylaw requires that the following items be added to the Erosion Control Plan: • Locations for storage of materials, waste, vehicles, equipment, soil, snow and other potential pollutants; and HW: The Applicant has added a note to the drawings asking the owner to depict the anticipated locations of these materials. HW recommends that the Applicant include the anticipated locations on the construction related items on the plan with an understanding that the plan can be updated during construction to depict the actual location of these materials. In coordination with the development team, CDG's responses are provided in bold below the original continents and supporting plans and documentation are enclosed herein: 1. Standard I states that no new storrnwater conveyances (e.g. outfalls) nray discharge untreated storniwater directly to or cause erosion in wetlands or•waters of the Connnonwealth. a. The Applicant has proposed two subsurface infiltration systems to manage the proposed storinwater runoff from the building expansion and the additional parking area. The eastern half of the pavement area will continue to discharge to the closed drainage system within the parking lot that discharges to an existing detention basin located at the corner of Abbot Street and Salem Street. The Applicant has reduced the runoff to the municipal system and complies with Standard 1. HW recommends that for documentation purposes the Applicant clarify where the existing municipal system eventually discharges. It appears that the stormwater runoff collected by the municipal system continues to travel in a southerly direction off-site and eventually discharges into Mosquito Brook. 2. Standard 2 states that stornrwater nranagernent systems shall be designed so that past-development peak discharge rates do not exceed pre-development peak discharge rates. a. The Applicant has provided the HydroCAD modeling calculations for the 2- yr, 10-yr, 25-yf and I00-yr storm events. PERMITTING, wvnv.cdgengincering.com Management Regulation Section 7.2.B.b also requires an analysis of a 0.5- inch storm, HW recommends that the Applicant provide the missing analysis. The revised HydroCAD modeling calculations include the 0.5" storm event. b. The Applicant has indicated that the stotmwater runoff from the proposed building roof will be collected via a pipe and directed to the subsurface infiltration system. HW recommends that the Applicant include a detail of the roof leaders and means to overflow if the subsurface system backs up. The rainwater collection from the building roof is a gutter system with rain leaders. The rain leaders connect to the subsurface infiltration system 2 via a downspout boot. This is a soft connection which will allow overflow if the system is over charged. c. The Applicant has not provided the details or labeled the locations of the clean out ports for the subsurface structures. According to the North Andover Storinwater Management and Erosion.Control Bylaw, Section 7.2.D.£ adequate access must be provided to all water quality BMP's for inspection and maintenance. HW recommends adding the clean out port details and labels to the site plans, The revised plan set includes labels for access and maintenance to the subsurface infiltration systems. d. The Applicant has provided data and locations of five test pits, However, MSH Vol. 2, Ch. 2, p. 104 requires that the Applicant provide at least two test pits at the location of the infiltration practices. The applicant respectfully requests that additional test pits be conducted at time of construction so as to limit any disturbance to the current store operations. If seasonal high groundwater is observed at a higher elevation, the infiltration systems will be modified accordingly and submitted to the town for review and approval. e. HW recommends that the Applicant verify that stormwater runoff from the proposed development does not flow west of the limit of work. The topography is limited in this area and HW is not able to confirm that the western property boundary will not be impacted by the development. The survey information is limited in that area due to obscurities by overgrown vegetation. HW recommends that the Applicant confirm that this pipe will have adequate cleansing velocity, 1, The revised plan set shows ail S" HDPE pipe from CB-1 to DMH-1, effectively raising the upstream invert, and increasing the slope of this pipe section to 0.9%, thereby providing adequate cleansing velocity. g. The Applicant has labeled EXCBI with two separate leaders with different rims and inverts. HW recommends that the Applicant revisit this structure and correct the discrepancy. The duplicate leaders have been removed from all existing catch basins to eliminate any confusion. 3. Standard 3 states that the annual recharge fi�oln post-developnaerrt shall approximate the annual recharge f•orn pre-development conditions based on soil o pe. a. The Applicant has provided adequate recharge for the additional impervious area. The existing stormwater basin includes an outlet at the bottom of the basin. HW recommends that the Applicant explore the possibility of retrofitting this basin to allow for additional recharge from the existing impervious area The applicant does not wish to modify the existing basin as it appears to be functioning properly as is. 4. Standard 4 states that the storrnwater m ail a ernent s stem shall be designed to remove g Y g 80%of the average annual postconstruction load of Total Suspended Solids (TSS) and is sized to treat 1.0-inches of volume from the impervious area far water quality. a. The Applicant has provided water quality calculations for 0.5 inches of runoff. However, as the Applicant is using an infiltration rate of 8.27 in/hr for sand, it is required to treat 1-inch of volume over the impervious area for water quality. HW reconunends adjusting the calculations accordingly. The TSS Removal Calculation Worksheet(Table 3 in the Stormwater Narrative) has been updated to account for 1.0 inch of volume over the impervious area. S. The proposed project is not located within a critical area therefore Standard 6 is not applicable. No response required. 7. Standard 7 states that a redevelopment project is required to meet the following Storinivater Management Standards only to the niaxinuun extent practicable: Standard 2, Standard 3, and the pretreatment and structural best inanagennernt practice requirenents of Standards 4, S, and 6. Existing stornnvater discharges shall comply with Standard I only to the maxinunn extent practicable. A redevelopment project shall also comply with all other requirements of the Storinwater Management Standards and intprove existing conditions. a. The proposed project is not considered a redevelopment therefore Standard 7 is not applicable. No response required. 8. Standard 8 requires a plait to control construction related impacts including erosion, sedimentation or other pollutant sources. a. HW recornmends that a schedule for sequencing construction and stormwater management activities be added to the Erosion Control Plan. A construction schedule has been added to the "Demolition & Erosion Control Plan". b. HW recommends that the following items be added to the Erosion Control Plan. i. Add silt sacks to the three on-site catch basins that are to remain; A call-out has been added to the"Demolition &Erosion Control Plan" specifying that silt sacks be placed in the three on-site catch basins to remain. ii. Once a General Contractor has been awarded the project, dewatering operations will be reviewed and finalized with the Town. All dewatering operations will need to be adhered to by the General Contractor as referenced on the"Demolition & Erosion Control Plan", including but not limited to, adequate settling time prior to final discharge. iii. Add protection for the remaining trees in the south-west border of the property, Clarify which trees need to be pruned to facilitate construction. The revised plaits include a 4' high orange construction fence surrounding trees to remain along the southwest border of the property. The fence detail has been added to Sheet 8 and the call-out on the "Demolition &Erosion Control Plan" has been modified to specify that contractor shall coordinate with the owner and engineer prior to pruning. c. Path and mechanism to divert uncontaminated water around disturbed areas, to the maximum extent practicable; The revised plans include a diversion berm along the northwest border of the site, ten feet froin the property line, to divert uncontaminated water from flowing onto the site. The applicable detail has been added to Sheet 8. ii, Locations for storage of materials, waste, vehicles, equipment, soil, snow and other potential pollutants; and The revised plaits include note#45 on the"Demolition & Erosion Control Plan" to provide direction for storage locations. iii. Locations of any proposed dewatering facilities. The revised plans include added language to note #27 on the "Demolition &Erosion Control Plan" to provide direction for dewatering facility locations. d. The North Andover Stormwater Management and Erosion Control Regulations adopted February 5, 2011 and the North Andover Stormwater Management and Erosion Control Bylaw are applicable as the land disturbance is more than 43,560 sf. In accordance with Article 8.3, section 5.e) viii) of the Zoning Bylaw, all applications for Site Plan Review shall demonstrate full compliance with the Massachusetts Stormwater Standards, therefore the comments below correlate with the MSH standards. In accordance with Massachusetts Department of Environmental Protection (MassDEP) the project is not considered a redevelopment which means all standards must be met. 1. Standard 1 states that no new stormwater conveyances (e.g. outfalls) may discharge untreated stormwater directly to or cause erosion in wetlands or waters of the Commonwealth. a. The Applicant has proposed two subsurface infiltration systems to manage the proposed stormwater runoff from the building expansion and the additional parking area. The eastern half of the pavement area will continue to discharge to the closed drainage system within the parking lot that discharges to an existing detention basin located at the corner of Abbot Street and Salem Street. The Applicant has reduced the runoff to the municipal system and complies with Standard 1. HW recommends that for documentation purposes the Applicant clarify where the existing municipal system eventually discharges. 2. Standard 2 states that stormwater management systems shall be designed so that post- development peak discharge rates do not exceed pre-development peak discharge rates. a. The Applicant has provided the HydroCAD modeling calculations for the 2-yr, 10-yr, 25- yr and 100-yr storm events. The North Andover Stormwater Management Regulation Section 7.2.B.b also requires an analysis of a 0.5-inch storm. HW recommends that the Applicant provide the missing analysis. b. The Applicant has indicated that the stormwater runoff from the proposed building roof will be collected via a pipe and directed to the subsurface infiltration system. HW recommends that the Applicant include a detail of the roof leaders and means to overflow if the subsurface system backs up. c. The Applicant has not provided the details or labeled the locations of the clean out ports for the subsurface structures. However, MSH Vol. 2, Ch. 2, p. 104 requires that the Applicant provide at least two test pits at the location of the infiltration practices. To verify the estimated seasonal high ground water elevation is j accurate, HW recommends that the Applicant provide two more test pits in the location of the subsurface infiltration systems. e. HW recommends that the Applicant verify that stormwater runoff from the proposed development does not flow west of the limit of work. The topography is limited in this area and HW is not able to confirm that the western property boundary will not be impacted by the development. f. The Applicant has included a storm sewer inventory report detailing a slope of less than 0.5%for the pipe between CB1 and DMH1. HW recommends that the Applicant confirm that this pipe will have adequate cleansing velocity. g. The Applicant has labeled EXCB1 with two separate leaders with different rims and inverts. HW recommends that the Applicant revisit this structure and correct the discrepancy. 3. Standard 3 states that the annual recharge from post-development shall approximate the annual recharge from pre-development conditions based on soil type. a. The Applicant has provided adequate recharge for the additional impervious area. The existing stormwater basin includes an outlet at the bottom of the basin. HW recommends that the Applicant explore the possibility of retrofitting this basin to allow for additional recharge from the existing impervious area. 4. Standard 4 states that the stormwater management system shall be designed to remove 80% of the average annual postconstruction load of Total Suspended Solids (TSS) and is sized to treat 1.0-inches of volume from the impervious area for water quality. a. The Applicant has provided water quality calculations for 0.5 inches of runoff. However, as the Applicant is using an infiltration rate of 8.27 inlhr for sand, it is required to treat 1- inch of volume over the impervious area for water quality. HW recommends adjusting the calculations accordingly. 5. Standard 5 is related to projects with a Land Use of Higher Potential Pollutant Loads (LUHPPL). a. The proposed project is not considered a LUHPPL therefore Standard 5 is not applicable. 6. Standard 6 is related to projects with stormwater discharging into a critical area, a Zone It or an Interim Wellhead Protection Area of a public water supply. a. The proposed project is not located within a critical area therefore Standard 6 is not applicable. 7. The proposed project is not considered a redevelopment therefore Standard 7 is not applicable. & Standard 8 requires a plan to control construction related impacts including erosion, sedimentation or other pollutant sources. a. HW recommends that a schedule for sequencing construction and stormwater management activities be added to the Erosion Control Plan. b. HW recommends that the following items be added to the Erosion Control Plan: • Add silt sacks to the three on-site catch basins that are to remain; • Clarify whether the existing stormwater basin is intended to receive runoff from dewatering operations; and • Add protection for the remaining trees in the south-west border of the property. Clarify which trees need to be pruned to facilitate construction. c. The North Andover Stormwater Management and Erosion Control Bylaw requires that the following items be added to the Erosion Control Plan: • Path and mechanism to divert uncontaminated water around disturbed areas, to the maximum extent practicable; • Locations for storage of materials, waste, vehicles, equipment, soil, snow and other potential pollutants; and • Locations of any proposed dewatering facilities. d. The Town of North Andover in the Stormwater Management and Erosion Control Regulations requires that the following additional conditions be added to the Sediment and Erosion Control Plan: • Measures used to maintain the infiltration capacity of existing soils where any kind of infiltration is proposed; • Sediment from sediment traps or sedimentation ponds to be removed when it reaches a depth of six inches; • Topsoil shall be stripped from disturbed areas, stockpiled in approved areas and stabilized with temporary vegetative cover if it is to be left for more than 30 calendar days; and • Soil stockpiles must be stabilized or covered at the end of each workday. The Applicant has requested that additional test pits be conducted at the time of construction as to limit any disturbance to the current store operations. The Applicant also states that at that time if seasonal high groundwater is identified at a higher elevation than assumed, the infiltration system design will be modified accordingly and submitted to the Town for review and approval. Based on review of the existing conditions plan and the proposed locations of the subsurface infiltration systems, both systems are located in areas of existing lawn or vegetation that are not currently utilized for the operation of the existing building use. Therefore, HW believes that conducting the test pits prior to construction is feasible and recommended. However, if the Board wishes to grant the Applicant's request, HW recommends that the Board condition the permit such that construction of the infiltration practices cannot be initiated until the test pit results have been reviewed and approved by the Board. e. HW recommends that the Applicant verify that stormwater runoff from the proposed development does not flow west of the limit of work. The topography is limited in this area and HW is not able to confirm that the western property boundary will not be impacted by the development. The Applicant indicates that the survey is limited In the area to the west due to obscurities by overgrown vegetation. The Applicant notes that runoff areas contributing to that portion of the site will be less than the existing condition and will have no contributing runoff from impervious surfaces. HW is satisfied. f. The Applicant has included a storm sewer inventory report detailing a slope of less than 0.5%for the pipe between C131 and DMH1. HW recommends that the Applicant confirm that this pipe will have adequate cleansing velocity.
