FACTS
On November 13, 2015, C & C Auto Corporation filed an Application for a Site Plan Review
Special Permit with the Planning Board pursuant to Section 8.3, 10.3, and 10.31 of the Town of
North Andover Zoning Bylaws. On February 16, 2016, the Planning Board unanimously voted to
grant the Site Plan Review Special Permit approving the Project. 1
On August 23, 2016, the Applicant requested approval of the following design modification:
Due to the excellent soils on site, the Applicant would like to limit the porous pavement
to just the parking stalls and use the standard pavement section for the rest of the site.
The Town's Stormwater Review Consultant, Eggleston Environmental, has reviewed the
requested modification and recommended approval based on the soils data submitted; provided
the pervious pavement is properly maintained the proposed modification will not negatively
impact the functioning of the proposed drainage system. (See email correspondence from Lisa
Eggleston dated September 1, 2016).
DECISION
The proposed changes reflected on the plan entitled "Porous Pavement Sketch"prepared by
Haight Engineering, PLLC Civil Engineers (attached) are deemed to be insubstantial changes
that do not alter either the intent or the conditions of the original Special Permit. The changes do
not require a vote of the Planning Board.
CONDITIONS
I. The Petitioner shall comply with all existing conditions rendered in the original Site Plan
Review Special Permit issued February 16, 2016 and with this Notice of Decision-
Insubstantial Change,
2. Only"repaired" cars will be stored on the porous pavement areas.
3. All plan revisions will be reflected on the final as-built drawings.

Good afternoon Rebecca
As part of the approval process we had several tests pits dug on site in the areas of the proposed
porous pavement and the infiltration basin... the testpits show the soils on site to be a well graded
sand and gravel to a depth of at least 8' on site with no indication of a season high water table and
no observed water ( see attached photo log).
Due to the excellent soils on site we are requesting a change to limiting porous pavement to just
the parking stalls... and using the standard pavement section for the rest of the site. Only
"repaired" cars will be stored on the porous pavement areas.

Good morning Lisa
Checking back with you regarding your support for our request to install porous pavement just in
the parking stalls at the rear of the building.
Based on my observation of the soils on site and based on our original drainage analysis I am
comfortable with the ability of the site to accommodate any surface runoff
Regarding the interface of the runoff area...
• the run on area is about 5,800 sf contributing to an area of about 2050 sf of porous pavement
about a 2.8 :1) .,. the areas are pretty small and it is my opinion that this will not be a problem on
this site
• due to the small area,.. any maintenance will be localized and not impact the drainage capacity
of the parking stall infiltration and will not impact the use of the site

Site work is progressing with footing and foundations being completed this week... ultilties are
already installed, the next step will be to start subgrade prep and installation of the gravels

We are concerned with several things for the porous pavement on this site
Heavy trucks picking up the dumpsters
• Wheei turning of the vehicles
Traffic in and out of the building and turning
• Delivery truck and wreckers
The cost savings will be significant up front savings on the subbase and pavement materalls...
also... since the interface will be at the parking stalls any maintenance will be concentrated at that
interface and if repairs are required they will not impact the use of the parking field

His response seems to indicate that this is something they (UNHSWC) don't advocate unless there is serious
concern over the turning tires in the driving lane, e.g. where there is heavy truck traffic, and that there is
unlikely to be a cost savings due to the increased maintenance burden.
Given that, I'm kind of confused as to the motivation for requesting this change. !

Hi Steve
This is our recommendation, While a hydrologic loading ratio of 6:1 is allowed by NHDES AOT the rationale
was more for increased friction from turning tires in the driving lanes. We see higher costs associated with
matching standard and porous details side by side as well as increase in maintenance burden particularly on
the leading edge of the run on area in the PA.
Still we leave the discretion to the design engineer.
As our new spec indicates we highly suggest using the PG 76 — 28 with SIBS polymer modifyers.

Question about standard pavement area run-on to porous pavement area..,.

We have had good success with leaving drive aisles standard pavement with those areas running
to porous in parking stalls... the standard spec references 1:1 (no run-on) ... is this still the
current recommendation?
