Conservation Conditions of Approval,NACC#323
Pursuant to section 4.4.2 of the North Andover Wetlands Protection Regulations,
Greater Boston Roofing, on behalf of the homeowner Sean Kelly, filed for a Small Project Permit application.
for work proposed at 691 ilk Street,North Andover. The work involves:Refurbish and expand existing rear
deck and stairs.Remove the existing deck boards and railings from the existing deck and install composite
decking on entire deck surface and stairs. Frame new deck extension (4' 3" x 20'0") as called out in plans
dated 3/28/24. Install four.new 10" footings to support expansion and new concrete pad for stairs landing.
Install post bases,joist hangers, tension ties and other structural as specified.Build a new set of stairs using
pressure-treated lumber. Sister.2x4 pressure treated on both sides of the existing deck joists to bring the span
from 16" OC;down to 12" OC as required by local building department. Based on Conservation Department
staffs on-site measurements,the deck expansion will be 57 feet ftobn the edge, of wetland at its closest point.
"Alteration of the vegetation or ground surface under the existing or new deck is neither proposed not
permitted under this permit.
During the April 10 2024 public ineeting, the North Andover Conservation Commission NACC" found this
pro`ect to qual.if v as a Small Project Permit and voted unanimously to a m rove this �ro`ect as��aosed under

with the conditions listed below.The project is approved only as it relates to the Conservation
Conin-iission and any and all other approvals should be obtained by the applicant/homeowner.
All work shall conform to the following:

• Application Checklist with supporting narrative and attachments
prepared by Greater Boston Roofing dated March 13,2024
• Proposed Deck Addition Drawing dated 03-28-24, Signed
Contract dated 03-28-24,As-Built Plan Excerpt with
measurements to wetland
The following conditions are hereby mandated:
CONDI'T"IONS;
1. Prior to any work or Conservation sign off of the Building Permit,installed erosion controls must be
inspected by the Conservation Departinettt. at a site,inspection with the contractor.
2. Any excess excavated soils from footings shall be taken off site or utilized on site greater than 25 feet
from the wetland

3. A 1-.)ost-construction site inspection shall be scheduled with the Cons. Dept to verify compliance and
approve removal of erosion controls.
The applicant. homeowner and their contractors are advised that NO other work on the I)ropgt
is allowed under this I)Cfftlit. The NACC has jurisdiction over all of the wetlands and associated 100-Foot
buffer zones and 200 Riverfront Area to the Shawsheen River on site and any work that involves ground
disturbance or changing the current conditions in these areas will require pernytfing with the NA.(.,(".This
includes but are not lirnited to,house additions, pools,patios, decks,sheds. fe ceS. arden beds,landscV. in
and bridge installation,tree or vegetation cutting/pruning.These activities shall be held to the current
standards under the Bylaw and WPA.**
