Dear Monica,
As requested, the DPW has reviewed the response to initial comment letter dated July 24, 2019 for the
proposed Town of North Andover Senior Center project to be located at 505 Sutton Street. i

Ail of the DPW's comments from our letter dated June 27, 2019 have been adequately addressed, except I`
for the following:
1. The Engineering Department still does not recommend the proposed circulation pattern and
recommends allowing the ability to exit the site via either the shared driveway onto Sutton Street or
Surrey Drive onto Sutton Street. As previously stated, due to the curve of Sutton Street there is
increased site distance when exiting the site via the shared driveway onto Sutton Street.
2. A call out shall be added to Sheet C-2 indicating that a saddle shall be used for the proposed
sewer service connection to the existing sewer main.
3. The callout where the drainage system exits onto Surrey Drive shall be modified to indicate in
addition a new proposed drain manhole shall be installed at the final connection point.

Site plans seem pretty straight forward and they have a dumpster enclosure between buildings 1 and 2. Would they
consider putting in another dumpster adjacent to building 3? Not required since they do have one but it will have to be
sized appropriately for the number of units proposed. Buildings will have to meet housing code requirements for multi-
unit rental properties but this will be looked at when building permit applications are submitted. Let me know if you have
any other questions.

Hello Monica
I have reviewed the proposed plans dated May 16, 2019, prepared by Morin-Cameron Group (21 sheets total)for 505
Sutton Street to construct three multifamily residentlal buildings, surface and underground parking, landscaping
improvements, a stormwater management system and new utility infrastructure.
As 1 mentioned for the proposed Senior Center relocation project, pursuant to an October 27, 2016 Determination of
Applicability issued by the Conservation Commission, the property at 0 Sutton Street/505 Sutton Street was reviewed for
presence of wetlands and associated buffer zones. The plan of record on file with and approved by the Conservation
Commission entitled "Existing Conditions Plan" prepared by Morin-Cameron Group,signed and stamped by Peter
McGoldrick,scale 1"=30'final revision dated September 29,2016"shows a portion of the 100-foot buffer zone associated
with an off-site Isolated Vegetated Wetland at the south-southeast corner of"0 Sutton Street'at 505 Sutton Street.
The proposed plan depicts the buffer zone to the IVW in accordance with the Commission's wetland determination
approval. The proposed plans depict proposed structures outside the 50' No Build Zone and no activity within the 25' No
Disturb Zone. Work that is proposed within the buffer zone would require a NOI with the Conservation Commission, and
the Commission would review Horsley Witten's July 1, 2019 peer review letter as part of the record,
When an NOI is received, I will provide you with an update as to the Commission's progress in reviewing the NOI.

Special Permit Applications
Dear Monica,
As requested, Tim Willett the Operations Manager and I have reviewed the proposed special
permit applications, including the supplemental information, for the proposed Sutton Street
Redevelopment, LLC project to be located at 505 Sutton Street dated May 30, 2019.
We offer the following comments on the proposed special permit applications:
1. A triple gate water main connection is required in Sutton Street. Two 12-inch and one 8-
inch valves shall be installed. The work will require the water main to be shut down and
therefore will need to be closely coordinated with the Water Department and nearby water
customers.
2. The existing domestic water service line shall be terminated at the main line in Sutton
Street.
3, The Water Department intends on replacing the nearby fire hydrant on Sutton Street and
will eliminate the existing 4" fire line at the same time. We anticipate this work being done
around the same time as the building demolition.
4. Based on the size of the buildings, a 3-inch compound meter shall be installed in each
building.
5. All proposed water mains shall be privately owned and maintained,
6. All hydrants shall be Clow Eddy, open left.

7. The existing sewer service line shall be terminated at the main line in Sutton Street,
8. Since the proposed grading along the shared access driveway extends onto the abutting
Senior Center project area, site grading shall be coordinated with the Senior Center site
construction.

The FD response is as follows:
1. Project must meet requirements of MGL 148, 527 CMR, NFPA 1 and NFPA 101.
2. Project-specific site safety plan be Implemented upon commencement of construction activities In accordance with
527 CMR Ch. 16 and NFPA 241
3. Bi-directional amplifiedemergency responder communications system installed in accordance with 780 CMR 916.
4. Fire protection systems be installed in accordance with 780 CMR Ch 9, MGL 148 26G and NFPA 13.
5. Radio master box connected to North Andover Public Safety[NAPS]dispatch center via the North Andover FD
radio box system be installed and connected to fire protection systems. The NAPS dispatch center will only
monitor alarms. Any supervisory and/or trouble alarms will need to be monitored by an approved monitoring
company in addition to the radio box connection in accordance with 527 CMR and NFPA 72.
6.A secured key access box will need to be installed in accordance with North Andover By-Law 69-8.1
7.An elevator which is large enough to accomodate an EMS stretcher be installed in accordance with 780 CMR,
8.A swept path analysis be performed of the site and parking areas to ensure FD apparatus has adequate access to
the buildings in accordance with 527 CMR Ch 18.
9. FD requests a third-party review of project by a registered Fire Protection Engineer due to scope of work.

Concerning the 505 Sutton Street apartments, The Police Department supports a common driveway on Sutton Street to
eliminate the present condition of dual driveways. We advise that sightlines should be clear of any obstructions for entry
and exit of vehicles, tho further the sightline is the better. Adequate parking should be supplied to avoid parking in the
neighborhood streets.
