This memorandum in support of special permit applications for the proposed multifamily
housing project at 505 Sutton Street, the former site of the knights of Columbus, has been
prepared by Sutton Street Redevelopment, LLC.The real estate at 477 Sutton Street and 1-3
Surrey Drive will be redeveloped concurrently with the subject premises for a new Senior
Center but should not be considered part of this application as it is being designed and
permitted by others.
Summary of Proposed Project
Sutton Street Redevelopment, LLC proposes to construct 136 units of rental housing with
associated amenities in three buildings at 505 Sutton Street, hereafter referred to as "the Site".
There will be 95 surface parking spaces and 120 garage spaces for a total of 215 spaces or 1.58
spaces per unit.

Project Narrative
Site and Abutting Uses
The site is in the northeastern part of North Andover,just off the Route 125 commercial
corridor. Immediately east of the site is a restaurant (China Blossom).Across the street to the
north, the Lawrence Municipal Airport, owned and operated by the City of Lawrence, is a
public-use airport located at 492 Sutton Street. It is approximately 420 acres in size and has two
runways. To the south and west of the Site is a residential, single-family neighborhood as well
as the previously described land that will become the senior center. The Site is also situated
within proximity of many commercial amenities,job opportunities and recreational facilities,
the central business district and the Route 125 commercial corridor.
Neighborhood Amenities and Site Context
There are numerous job and commercial amenities within walking distance of the Site. The
commercial center of town on Main Street is approximately 4 mile from the Site. Between
Main Street and the Site residents living at the Site can find convenience stores, office buildings,
restaurants, auto repair shops and other commercial amenities. There are other commercial
uses approximately% mile away from the Site at the junction of Route 125 and Route 133
including Butcher Boy Marketplace, located at 1077 Osgood Street which contains several
restaurants, an art store, a kitchen design store and a dry cleaner. Further north on Route 125 is
Osgood Landing at 1600 Osgood Street,formerly a Western Electric plant and more recently
Lucent Technologies. The 169 acre site houses a 2,000,000 square foot facility with a variety of
high tech, industrial and R&D tenants. Osgood Landing is approximately 1.5 miles from the
project site. There are also institutional and recreational amenities nearby the site.
Nearby recreational amenities include the newly rebuilt McEvoy Park with ball fields and play
areas, Mazurenko Farm Conservation Area and a Dance Studio (Nancy Chippendale's). The Site
will also include private amenity space for residents Including a gathering center, workout
room, outdoor patio and usable space and lounge. A new fire station was recently constructed
at 795 Chickering Road (on Route 125 at the junction of Osgood Street), 0.7 miles away. North
Andover High School is also located on Route 125, 0.9 mile away at 430 Osgood Street. Great

care and thought have been brought to the site planning and the buildings for this location. The
surrounding context lends a positive influence from which was drawn upon to enhance the
project so that it fits comfortably into the neighborhood.
Architecturally, the buildings were designed to be compatible with the vernacular of the
community. A number of aesthetic and architectural features have been included in the design
that draw from the surrounding neighborhoods and area buildings. The 136 dwelling units are
distributed among three buildings. The three-story building was situated along Sutton Street to
minimize the massing along this key commercial entrance to the town. The four-story buildings
were tucked into the rear of the site with most of the massing minimized along the adjacent
residential neighborhood through the addition of high and low canopy landscaping and utilizing
offset wooded buffers between the developed portions of the residential lots.
The building footprint sizes are commensurate with other commercial and multifamily uses in
the area. The vertical and horizontal building elements and facade details will further break
down the massing of the buildings.The decks and closely associated windows create smaller
scale areas of the building commonly found on single family houses.
Drawing on the neighborhood porch and eave details offers a similar appearance on the
building facades that allows them to blend with the neighboring houses. Approximately 56%of
the parking will be in garages under each of the buildings, out of sight and offering
enclosed/weather protected parking for the residents. The surface parking incorporates
extensive landscape islands and perimeter screening to minimize the footprint of pavement.
Environmental Design Considerations
The goal of the Site design was to minimize impact on the environment through high efficiency,
building floor planning which reduces the footprint size off the buildings, minimizing impervious
surface areas by situating parking under the buildings and through strict compliance with the
Massachusetts Department of Environmental Protection Stormwater Management
Requirements. Finally, the Applicant will comply with the EPA's Energy Star guidelines for the
new construction to the maximum extent feasible.

Train service is only a short 2.5 mile drive or bus trip to the Lawrence train terminal.The
MVRTA runs a bus route (#33) from downtown Lawrence to downtown North Andover with a
bus stop on the corner of Main Street and Sutton Street, approximately 3/4 mile away. The site
is therefore accessible to the MBTA station both by car and by public transportation.
Additionally, bus route #14 runs from downtown Haverhill and its MBTA station to Osgood
Landing, an employment center located approximately 1.5 miles away from the site.

Creation of lobs
The Project will create temporary construction-related jobs and will also create ongoing long-
term property management and maintenance jobs. Furthermore, the 136 rental units created
by the Project will help support the growth of local business by providing a significant new
influx off customers and employees.
Applications to the Planning Board
Sutton Street Redevelopment, LLC requests the following waivers under Section 195-8.14.E
from the site plan review submission requirements:
• Locus map is at a scale of 1"=500' instead of 1"=1,500'to provide greater clarity of the
site context within the surrounding road network;
• (5) Not showing contours within 50' of the parcel boundary. Land within 50' of the
parcel boundary is private land to which the Applicant has not been granted access to
conduct a survey;
• (6) Not showing proposed signs; these will be submitted at a later date once known;
• (13) Not showing proposed signs; these will be submitted at a later date once known;
• (16) Only providing the general planting intent. A detailed planting plan will be
prepared once the general project layout is affirmed by the Board. A complete planting
plan in accordance with the bylaw is expected to be submitted at a later date;
• (19) ATraffic impact study has been commissioned and will be provided at a later date;
• (21) A sewer and drainage profile have not been provided as the project does not
include a road. Sufficient data is provided on the plans and details to construct the
sewer and drainage systems.
Sutton Street Redevelopment, LLC requests the following waivers from the Zoning Bylaw from
the Planning Board:
• Section 195-7.4.F: A waiver to allow a height increase in the B-2 District to 55' from 35
35' to accommodate a housing density of 136 rental units;
• 195-8.5.A & 195-8.5.C(3): A waiver to allow a 36' wide curb cut where 25' is the
maximum allowed. The increased width will allow for 2 exit lanes and 1 entrance lane
associated with the shared driveway special permit. The additional turning lane will
minimize queueing of vehicles on-site and improve intersection safety on Sutton Street.
Sutton Street Redevelopment, LLC requests the following Special Permits from the Planning
Board:
• Multifamily Housing in Business 2 Zone, Section 195-4.8.0: A special permit to allow
multifamily Housing in the Business 2 District;

• Shared (Common) Driveway, Section 195-2.2{21}: A special permit to allow a Shared or
Common Driveway. Granting of this special permit would consolidate three (3) existing
curb cuts on Sutton Street into one (1) curb cut. The reduction in curb cuts improves
vehicular circulation and pedestrian safety on the public street, Sutton Street.
• Site Plan Review Special Permit Section 195-8.8: A special permit to allow up to 14
parking spaces facing each other between landscape islands where a maximum of 10 is
allowed in Section 195-8.18.D(1) the zoning bylaw;
• Site Plan Review Special Permit Section 195-8.8: A special permit to reduce the total
number of parking spaces required in Section 195-8.4,A of the Zoning Bylaw to 215 from
224 spaces which provides a ratio of 1.56 spaces per dwelling unit for 136 units. This
parking ratio exceeds current industry demand and exceeds the average statistical
demand for parking in a mid-rise apartment of 1,35 spaces per unit (Reference: Institute
of Transportation Engineers: Parking Generation Manual, 41h Edition);
• Site Plan Review Special Permit Section 195-8.10: A Site Plan Review Special Permit
required for the project as it will involve the construction of new buildings exceeding
2,000 square feet of gross floor area and the addition of more than five (5) parking
spaces.
Fees
Fees for these applications paid to the Town of North Andover are:
® $1,200.00 for four Special Permit applications
s $22,020.48 ($400 plus $0.14 X 154,432 gross floor area)for the Site Plan Review Special
Permit;
• $2,000 escrow for stormwater review;
• $2,000 escrow for civil engineering review;
• $27,220.48 total.
Applications to the Zoning Board of Appeals and the Conservation Commission
Applications to the Zoning Board of Appeals and to the Conservation Commission will be
submitted shortly after the submittal of this application.
General Requirements
Encouraging the most appropriate use of land: Due to its location at the junction of
Route 125, a major north-south route in Essex County, and Sutton Street, a major local
connector road, and its proximity to the train and bus lines, interstate highways, and
downtown North Andover, the most appropriate use of the land is for multifamily
housing.

® Preventing overcrowding of land: There is an unmet demand for housing in
Massachusetts, which is most efficiently met through the development of multifamily
housing, which is the opposite of sprawl.
• Conserving the value of land and buildings: This site is the former location of the Knights
of Columbus;those improvements have outlived their usefulness and are both
physically and economically depleted. The demolition of the building and the
redevelopment of the site will allow for the conservation of the value of the real estate.
• Lessening congestion of traffic: The Project will share a common driveway on Sutton
Street with the proposed Senior Center, as well as sharing an exit driveway to Surrey
Drive. This will minimize turning and braking on Sutton Street, improving the traffic flow
and safety along this route.
® Preventing undue concentration of population: Mid-rise construction (3 and 4 story
buildings) allows for the development of 136 units at a rate of approximately 42 units
per acre,which is typical for suburban multifamily housing.
• Providing adequate light and air:The spacing between the buildings and the presence of
exterior balconies provides for adequate light and air.
• Reducing hazards from fire and other danger: Design and construction will meet the
requirements of the most recent Massachusetts building code and 527 CMR: Hoard of
Fire Prevention Regulations.;
• Assisting in the economical provision of transportation, water, sewerage, schools, parks
and other public facilities: Concentrating development on one site is an economical way
to provide transportation, water, sewerage, schools, parks and other public facilities.
The Project is in walking distance to McEvoy Park, which was renovated in 2014;
municipal water and sewer are available on Sutton Street; public schools are within
driving distance; and public transit is nearby.
Controlling the use of bodies of water, including watercourses: There are no bodies of
water or watercourses that will be impacted by the redevelopment of this Site. A small
offsite isolated wetland will require a filing with the North Andover Conservation
Commission under the local bylaw only. The project fully complies with the NA
Wetlands Bylaw and Regulations. There are no other wetlands or waterbodies within
400` of the site. All stormwater discharges from the Site will fully comply with the
MassDEP Stormwater Management Regulations.
• Reducing the probability of losses resulting from floods: The design of the stormwater
management system will ensure a reduction in the post-development rate of runoff in
accordance with the MassDEP Stormwater Management Regulations. The site is not
within a flood plain and will not require any filling of flood plain or wetlands.
• Reserving and increasing the amenities of the Town: The Project will make a significant
financial contribution to reserving and increasing the amenities of the Town through its

real estate tax payments. In addition, the Applicant will be donating 1,34 acres of land
to the Town to be used as a site for the construction of a new Senior Center.
Zoning Bylaw Sec. 10.31—Conditions to be met
Sutton Street Redevelopment, LLC believe the Special Permit Granting Authority,the Planning
Board, should grant all the requested Special Permits, because each of the following conditions
has been met:
• The specific site is an appropriate location for the proposed use, structure or condition:
This site is appropriate due to its location in a mixed-use neighborhood and at the
junction of two major roads, Route 125 and Sutton Street. It is in within proximity to
commercial shopping, lifestyle and job amenities and is within walking distance to a
public park.
• The use as developed will not adversely affect the neighborhood: The proposed
multifamily use is compatible with other nearby residential and commercial uses, such
as those found in downtown North Andover (commercial, residential and governmental)
and along Route 125 and Route 133 (commercial, multifamily residential, and
educational).
• There will be no nuisance or serious hazard to vehicles or pedestrians: Vehicular access
to the site has been reduced to a single shared driveway and there are sidewalks along
much of Sutton Street.
• Adequate and appropriate facilities will be provided for the proper operation of the
proposed use: The design and engineering of the multifamily structures will be in
conformance with the most recent building code in effect.
• The Special Permit Granting Authority shall not grant any Special Permit unless they
make a specific finding that the use is in harmony with the general purpose and intent
of this Bylaw: The Applicant believes that information contained in these applications
and supporting documentation provides the Planning Board with sufficient background
to be able to make the specific finding that the proposed use is in harmony with the
general purpose and intent of the zoning Bylaw.
