HomeMy WebLinkAbout2024-03-13 Select Board Minutes NORTH ANDOVER SELECT BOARD MINUTES MARCH 13, 2024 Executive Session: Chair Bates stated the Board will enter Executive Session pursuant to Massachusetts General Law chapter 30A, Sec. 21(a)(3) to discuss strategy with regard to litigation Recreation Complex at 6:30PM. MOTION: Mr. Vaillancourt motioned that the Select Board enter Executive to Pursuant to M.G.L. c. 30A § 21(a)(3 to discuss strategy with regard to litigation- Recreation Complex. Ms. Phillips seconded. Motion approved 5-0. Call To Order: Chair Laura Bates called the open meeting to order at 7:02PM in the School Admin Room at School Admin Building 566 Main Street North Andover. Select Board in Attendance: Chair Laura Bates, Janice Phillips, Brian Roache, Rosemary Smedile and Clerk Richard Vaillancourt were present. Non-Board Members in Attendance: Town Manager Melissa Rodrigues, Deputy Town Manager Denise Casey, Christine O’Connor and Assistant Town Manager Laurie Burzlaff were present. Public Comment None. Update on Stevens Estate Tabled to later in the meeting due to technical difficulties with the computer presentation. LICENSING MOTION: Ms. Smedile motioned to open a meeting of the North Andover Licensing Commission. Mr. Vaillancourt seconded. Motion approved 5-0. PUBLIC HEARING- To hear comments regarding revocation of licenses for North Andover Restaurant d/b/a Rolfs MOTION: Ms. Bates motioned to open the public hearing regarding revocation of licenses for North Andover Restaurant d/b/a Rolfs. Ms. Phillips seconded. Motion approved 5-0. Mr. Roache stated the matter has been resolved and there will be no further action. MOTION: Mr. Vaillancourt motioned to close the public hearing regarding revocation of licenses for North Andover Restaurant d/b/a Rolfs. Ms. Smedile seconded. Motion approved 5-0. MOTION: Mr. Vaillancourt motioned to close a meeting of the North Andover Licensing Commission. Ms. Smedile seconded. Motion approved 5-0. Vote to accept town meeting warrant articles for the May 14, 2024 Town Meeting and refer zoning articles to the Planning Board MOTION: Ms. Phillips motioned to accept the warrant articles and refer the zoning articles and the street acceptance petitions to the Planning Board for recommendation. Mr. Roache seconded. Motion approved 5-0. Vote to approve and sign historic preservation restriction for 419 Johnson Street Legal Counsel Christine O'Connor was present at the meeting and explained CPC funds going to a third party will have historic preservation restriction recorded. Ms. Bates asked why a finite period of time. Ms. O’Connor explained it may be difficult to sell in the future with a permanent restriction on it. Ms. Bates asked if CPC funds go into a project and the historic preservation restriction is lifted, can it be torn down. Ms. Rodrigues stated yes. Mr. Roache mentioned having the restriction for a infinite time to preserve the historical building. Ms. Rodrigues is suggested to table the discussion and have the CPC 1 NORTH ANDOVER SELECT BOARD MINUTES MARCH 13, 2024 chair in to discuss. Ms. O’Connor mentioned if length of time is too long it may not have any group who will want to maintain it. Vote to surplus police vehicles- 2018 and 2019 Dodge Chargers MOTION: Mr. Roache motioned to surplus police vehicles #305 and #313 which shall be sold at auction. Ms. Smedile seconded. Motion approved 5-0. Consent Items A. Accept donations to the New Fields/Facility Fund B. North Andover Soccer Association $21,360.00 C. North Andover Boosters Club, Inc. $9,500.00 D. North Andover Youth Lacrosse $3,000.00 MOTION: Mr. Roache motioned to accept all consent items. Ms. Phillips seconded. Motion approved 5-0. Approval of Open Session Minutes of February 27, 2024 MOTION: Mr. Vaillancourt motioned to approve the Open Session minutes February 27, 2024 as written. Mr. Roache seconded. Motion approved 5-0. SELECT BOARD UPDATES None (Out of Order) Update on Stevens Estate Ms. Burzlaff gave an update on the Stevens Estate. Ms. Burzlaff mentioned a member of the Historical Commission went through the Stevens Estate to advise what to remain and not discarded. 2023 Expenses by building • Gate House renovations $182,257.23 • Main House boiler and hot water heater replacement $161,763.81 • Stables (Carriage House) $27,290.00 • Installation of cameras and gate $10,000 Future Capital Projects in order of priority • Stabilization of Stables Mold remediation Roof replacement Carpentry work- frame and cut access hatch to crawl space and support first floor bolsters Masonry • Drainage and lighting for driveway 2 NORTH ANDOVER SELECT BOARD MINUTES MARCH 13, 2024 Mr. Roache asked about the driveway. Ms. Burzlaff stated would like to put in trees, lighting and fix erosion. Mr. Vaillancourt asked about the garage. Ms. Burzlaff stated they use it for their equipment for groundskeeping. Ms. Bates asked about the stables. Ms. Burzlaff stated Mass Audubon is open for discussion about what the stables will be used for whether it’s meetings or income generating, looking to do so in about 5 to 6 years. Ms. Bates asked about the main house. Ms. Burzlaff stated they’re pretty settled there. They are looking to focus on driveway and lighting then to the second floor. Mr. Roache asked about gate hours. Ms. Burzlaff stated from dawn to dusk. TOWN MANAGER UPDATES - Ms. Rodrigues mentioned the new cameras have aided the police in a recent homicide investigation ADJOURNMENT MOTION: Ms. Smedile made a MOTION, seconded by Ms. Phillips to adjourn the Select Board meeting at 7:48PM.
