HomeMy WebLinkAbout2024-03-25 Select Board Minutes NORTH ANDOVER SELECT BOARD MINUTES MARCH 25, 2024 Call To Order: Chair Laura Bates called the open meeting to order at 7:03M in the Select Board Room at Town Hall. Select Board in Attendance: Chair Laura Bates, Janice Phillips, Clerk Richard Vaillancourt, Rosemary Connelly Smedile and Brian Roache were present. Non-Board Members in Attendance: Town Manager Melissa Rodrigues, Deputy Town Manager Denise Casey and Assistant Town Manager Laurie Burzlaff were present. Public Comment Donald Stewart, 2 Prospect St, congratulated Mr. Vaillancourt on his years serving on the Select Board. Mark DiSalvo, 179 Coventry Ln, thanked Mr. Vaillancourt for striving to fulfill the commitment to make North Andover one community. Stan Limpert, 43 Stonecleave Rd, thanked Mr. Vaillancourt for helping citizens come together to find solutions. Recreation Complex update Ms. Casey gave an update of the Rec Plex. Ms. Rodrigues added they will not be in need for a debt exclusion to bring forward since are able to do with capacity, but may recommend to use that holdover to accelerate payments. There will be no override to residence. Mr. Roache asked when will it be determined to pay off early. Ms. Rodrigues explained it will be determined at budget time. Mr. Roache asked about the booster funding and if the bond can be paid off quicker with the funds. Ms. Rodrigues stated yes, or doing an et alt, decisions will be made as future capital plans are made. Mr. Vaillancourt asked about the timeline of the construction. Ms. Rodrigues stated building permits will be applied for soon and processed after Town Meeting. Mr. Roache asked how recent the numbers are. Ms. Rodrigues replied within the last three months. Ms. Casey thanked Rick Green in the Youth Center for his help for pushing the Rec Plex project. Ms. Rodrigues explained this will be a 2/3 vote at Town Meeting. Mr. Callahan stated the State does not look at them. Mr. Roache asked if there was any case law on it. Mr. Callahan stated no. Mr. Roache asked about the 501(c)(3) was there consideration that some people running the church run the 501(c)(3) as well and is there a distinction without a difference. Ms. Rodrigues stated it is noted in the application. Mr. Callahan stated there will be public access in the notes with the application. Mr. Roache asked Mr. Callahan if other churches have now contacted the CPC regarding funding their projects. Mr. Callahan stated yes. Ms. Bates asked if the 501(c)(3) was already established or had it been established for the CPC grant. Mr. Callahan stated it was established and will look further into it. Patriots Memorial Park Ms. Bates asked if we are using any tree money towards Patriots Memorial Park. Ms. Rodrigues stated most likely it will be used after finishing the tree management plan. Lake Cochichewick Lake Access Restoration Ms. Phillips asked if they will be more space after the restoration. Mr. Callahan stated he was not sure what the present count is and what it will be but many are involved. Discussion and possible vote on fees for EV charging stations Ms. Burzlaff gave an update on EV charging station. Ms. Burzlaff stated the grant state stations need to be public for a time and the Select Board needs to decide whether or not to charge a fee. Ms. Burzlaff stated the suggested fee is $.20 per kilowatt hour, which covers the electricity use. Ms. Burzlaff explained fees can be put toward charges or Internet use. Mr. Vaillancourt asked what a kilowatt hour equates to. Ms. Rodrigues stated $4.14 for two hours minus $1.50 so about $2.64. Ms. Smedile asked about the rate. Ms. Rodrigues said we get the municipal rate. Ms. Phillips asked how the charge works. Ms. Bates stated you have to use the app. Mr. Roache asked what the level of the charges are. Ms. Burzlaff stated level two. Ms. Bates asked how many cars do we have. Ms. Rodrigues stated four. MOTION: Ms. Phillips motioned to set the fee for public use of the electric vehicle charging stations at $0.25 per kilowatt hour. Mr. Roache seconded. Motion approved 5-0. Request from North Andover Youth Baseball to use Water Street, Main Street, Waverly Road and Dana Street on April 27, 2024 from 8:30AM to 10:30AM for their Opening Day Parade MOTION: Mr. Vaillancourt motioned to approve the request from North Andover Youth Baseball to use Water Street, Main Street, Waverly Road and Dana Street on April 27, 2024 from 8:30AM to 10:30AM for their Opening Day Parade. Ms. Smedile seconded. Motion approved 5-0. 2 NORTH ANDOVER SELECT BOARD MINUTES MARCH 25, 2024 Vote on tie breaker policy for quotes and bids MOTION: Ms. Phillips motioned to adopt the tie breaker policy for quotes and bids as presented. Ms. Smedile seconded. Motion approved 5-0. Appointment of Karin Rhoton to the Board of Registrars MOTION: Mr. Roache motioned to appoint Karin Rhoton to the Board of Registrars through March 31, 2027. Ms. Smedile seconded. Motion approved 5-0. Consent Items A. Accept donation from the Library Trustees in the amount of $6,500 to be used for staff development and books MOTION: Mr. Roache motioned to accept the consent item. Ms. Phillips seconded. Motion approved 5-0. Approval of Open Session Minutes of March 13, 2024 MOTION: Mr. Roache motioned to approve the minutes of March 13, 2024 as presented. Ms. Phillips seconded. Motion approved 5-0. SELECT BOARD UPDATES Representative Adrianne Ramos was present at the meeting to present Selectperson Vaillancourt with a citation from the Senate and House of Representatives for his dedication and service over the past 12 years on the North Andover Select Board. TOWN MANAGER UPDATES -Excise bills are now past due -Vietnam Veterans Rededication Ceremony, March 30 at 10 AM -Household hazardous waste day will be held on April 20 from 9-1 Announcements -Power outage scheduled tonight from 9PM-5 AM for the following streets: Allen St, Bay State Rd, Bradstreet Rd, Bunker Hill St, Camden St, Chickering Rd, Clarendon St, Concord St, Court St, Davis St. Elm St, Elmcrest Rd, Fox Hill Rd, Franklin St, Great Pond Rd, Great Lake Ln, Great Pond Rd, Greene St, Harkaway Rd, Lexington St, Lincoln St, Magnolia Dr, Main St, Mill Pond, Osgood St, Oxford St, Park St, Phillips Ct, Pleasant St, Princeton St, Russell St, Stevens St, Tavern Rd, Wiley Ct -Successful recount for State Committee Man completed by Town Clerk’s office with assistance from Board of Registrars and KP Law. -Next APRA survey going out to randomly selected residents and businesses Financial -Town is proceeding with an auction for a tax title property located on Andrews Circle -We are currently deficit spending for snow and ice. The deficit is approximately $200,000 3 NORTH ANDOVER SELECT BOARD MINUTES MARCH 25, 2024 Employee Updates -Congrats to Officer Sewade on his Police Officer of the Year award from the Exchange Club -Congrats to the entire Fire Department on the Firefighter of the Year award from the Exchange Club -Town hired Assistant Facilities Director/ Operation Manager to start in May -Ms. Rodrigues was appointed to the MMA Policy Committee on Energy and the Environment and Deputy Town Manager Dee Casey was appointed to the MMA Policy Committee on Personnel and Labor Relations Capital Updates -Middle School project: First and second floor exterior framing is in progress. Exterior sheathing in progress. -Kittredge School: The Massachusetts School Building Authority (the “MSBA”) Designer Selection Panel selected Machado and Silvetti Associates, LLC as the designer for the Kittredge School project. Town Meeting Updates -Finance Committee scheduled for Public Hearing on March 26 at 7PM -Warrant currently being completed -Planning Board continues public hearings on MBTA Communities.
