Gentlemen:
Since submitting the definitive plan for the development of
"Osgood Acres", we have contacted all Town officials concerned with
street connections, including water lines, sewer connections and
drainage problems.
The Board of Public Works through its Sup't. William Duffy
has boon supplied with data and accurate information relative to
water connections, sewer connections, and drainage facilities which
are available through plans and surveys by our Engineer. A plan show-
ing oxisting drainage in North Andover Common serves to indicate the
possibilities of an adequate method for disposing of surface water in
this area. We propose to concur with the requirements of the Board of
Public Works as set forth in a letter to your Board dated November 91
1964 and in accordance with my letter i•er to said Board on December 3,
1964. Details are now being finalized between ourselves and the Town
of North Andover and the Mass. Dept. of Public Works relative to Ease-
mends A ich are required.
We have also conferred with the North Andover i-li ghwaji Dept.
relative to streets and street drainage through Mr. Walter Stamp; and
Ira D. Carry in which conference we have agreed to furnish and install
surface-, water pipe drains of 12" reinforced concrete pipe with open
joints and stone underdrainage, precast reinforced concrete catch basins
all with standard 24" x 24" heavy duty cast iron frames and covers;
surfaced street to be 28'-30' in width with two courses of hot top IV
plus 1? finished surface over 12" of good gravel rase. Gravel should-
ers will be furnished as approved by the Highway Department.

Aside from the acceptance by The Town at Town Meeting of a
$3300.00 payment for extending the easterly end of The sewer to
Andover Street, and the approval of easements for drains and sewer
cona'i'ruction, we know of no other requirements of your Board before
we can obtain your final approval .

In connection with the plan of Osgood Acres off Osgood St.
(Clinton F. Goodwin., November 2, 1964) we advise you as follows:
`.l`he storm drainage f 6m the Osgood 6treet end of the proposed
development way not be connected to the Center Gowmon drains .
The storm water drainage musts be connected to the street storra
drainage system.
We estimate the cost of tho water mains on the proposed
street at Q110000. This is for eight-inch, class 150, cement
lined, tar IV coated outside, seal coated inside, cast iron pipe
to be installed with j .feet of cover below the finished grade
of the proposed street, 15 feet from the east property lane.
It also includes 3 Eddy Fire Hydrants (5" V .O foot trenchp
6" Taub, 2-2j inch and 1 steamer nozzlo, to open, left) with
sliding 'type cast iron gate boxes marked "EATER" on the six-
inch Dueller or approved equal gate valve (to open ;left) on the
hydrant branch. 'lease note 'three fire hydrants are to be
located at stations 4465, 10# 0 acid 161 12 and an 8 inch division
gate valve is to be located at station 840 . A standard charge
of 6700 is to be paid the Later Department In advance for the
connection to the existing, 12 inch water main on Osgood Atreet.
We estimate the cost of the sanitary sewer oa the proposed
street from Osgood Otreet at 04,300 and the cost of the sewer
from Chickering Road at h�9,hpo . .fin additional manhole is required.
at station 2423 from Os ;aad atreet. This is for eight-inch Vedgo
Lock or approved equal extra strength vitrified clay sewer pipe,
laid to line and grade ao washed gravel in accordance with the
manufacturers specifications . The manholes are to be pre-cast$
reinforced concrete, manufactured by Maurice Concrete Product;)
Amesbury, Mass . or approved equal. hac}.hole frames aad covers are
to be QDO pound, 24-inch diameter, marked MWER" . ''fie estimate
the cost of the Osgood Street sewer from Andover Street to the
proposed street at 03,300 .

Is to be carried out in 1965.
An easement to the `'own for the inspection, repair anal
Maintenance of the proposed utilities by the petitioner as well
as the Trustees of Roservati.on.s must be provided. The sewer
connect:ioa to Chi.ckeri.ng Road Must be installed with guarantees
that the conditions imposed by -t;h.e Massachusetts Department of
Public horks permit will be strictly followed.
The total performance guarantee required by Section III - B-3
of your Rules and Regulations is Q125,700 . More detailed Speci-
fications will be available as required.

Dear Mr. Bannan:
The May 15, 1965 revision of the topographical and utilities
plan (Clinton F. Goodwin, leg. hand. Surveyor) of the "Village
Green Estates" subdivider Katherine Osgood, showing changes in
sewer and road grades meets our minimum requirements for the
installation of sanitary sewers with the further revision to
install, the eight inch sewer from station 6J86 to station 1�+'71
close to the south street line so as to avoid the 12 inch
storra drain for the lot 20 house sewer connection. No sewer
connection is provided for lot 1 in the above revised plans.
The May 15 revision eliminates the previous plan to extend
the sanitary sewer on Osgood Street from Andover Street and on
the proposed Street to lots 1,20918,19 and 20.
With the minimum grade and cover requirements indicated on
the revised plans extreme care mast be used in installing the
sanitary sewer and house sewer connections.

they have gone, which includes the placing of the
bituminous binder. riherefore the Village Green
estates should file a bond with you in the amount of

%feet will meet the requirements of the Rules and Reg-
ulations Governing the Subdivision of Land in Mass .

the "Covenant" which your Board now holds as to the entire develop-
ment, could then be released as to those numbered lots.

the release of a "Subdivision Bond, Deposit and Assignment"
for "Village Green Nstatesll .
To my knowledge the top course of bituminous pavement,
to this date has not been placed, nor have we been informed
that the road surface has been completed, l sincerely hope
there will be no release of a Bond or any other security,
until all the work is finished to my satisfaction.
This Department should be notified before the top course
of Bituminous Pavement is placed.

In reference to your letter of October 10, 1966
concerning the release of thebank book belonging to
the developer of thetVillage Green Estates".
I would like to state that this road meets with
my approval at this time. However, I do feel that the
developer, not the town, should have the responsibility
of maintaining the road until such time as it is accepted.
Therefore, I feel that there should be security held �
in the amount of One Dollar per lineal foot of road, until
the road is accepted.
