Re: Definitive Subdivision-Orchard Hill Commerce Park
Date: January 22 , 1986
I have reviewed the plan submitted for the proposed Orchard
Hill Commerce Park.
There is a need for an additional hydrant at the cul-de-sac.
The Merrimack Valley Credit Union building will be further down
Rte 125 towards the Haverhill line and not on the corner of this
proposed subdivision.
As with other commercial properties buildings in the area, it
would require sprinkler systems and tie-ins to the Municipal
Fire Alarm.
Overall, the plan is not specific enough to make exact comments
to fire protection.
If this proposed plan is accepted by you would we be able to
review each proposed lot under the special permit process?
If the proposed lots have buildings with less than 10 parking
spaces would we have lost that option under special permit?
As a definitive plan for commercial property, I would prefer
to see more information so that specific recommendations re-
garding fire protection could be made.

On March 24 Mr. John Calahan provided me with a new plan
for this subdivision.
As an addendum to my letter of January 22 , I have the following
comments :
1 . The location of the Merrimack Valley Credit Union is as
proposed on the new plan. There was a misunderstanding
on my part when I wrote the January 22 letter.
2. The hydrant proposed must be moved to the cul-de-sac
and I have spoken to Mr. Calahan about this .
3 . I am assuming that the businesses that intend to build in the
park will come before site plan review and at that time I
would be able to comment on the fire protection requirements
of each.
If that is not the case, please let me know as soon as possible.

In reviewing this plan, it appears that the applicant is asking
for approval of not only Orchard Hill Road but also the 75, 000
square foot commercial. building.
In my opinion, the two are separate and the building should be
considered under a separate site plan review.
I have no objection to the subdivision road as shown.
Under site plan review, departments would be able to comment on
the building.
The developer should be advised that the fire department will
require two (2) additional fire hydrants for the proposed
building.
I intend to be at the May 5 hearing.

Gentlemen:
I originally witnessed tests on
this site on 4--18--85 , on the lot designated for
Merrimack Valley Credit Union. However, due to some
confusion between the owner and the engineer, the
rest of the parcel was never tesdted until a month
later on the last day of groundwater season.
The soil tests on the plan numbered
1 through 3 ( there were actually four) showed satis—
factory conditions and were accompanied by passing
perk tests
However, the tests numbered 4A
and 4B were in a distinctly different type of soil
which is shown on the plan. This area, formerly
Lot 4, had a high groundwater level and looked
unusually wet , so we were unable to perk it .
I will request that the owner retest
this partion of the land this spring during the earlier
months of ground water season to make sure that the
goundwater levels used for a septic system design are
truly representative of the site .

This lot has had all the necessary
soil and percolation tests and seems favorable for
subsurface sewerage disposal .
However, I have not received any
designs for this system. It should be possible to
design one for this facility that fits within the
area set aside on the plan.

Subject: Orchard Hill Commerce ,park
Upon your request for comments of above named subject, a member
of this Commission walked the site Wednesday 29, January 1986. The following
observations were noted.
1. A small stream crossing roadway at approximately.
station 600 was not shown on the plan.
2. A small stream starting approximately 100 feet southeast
of stone bound and flowing northwesterly,past bound
and exiting lot was not shown on the plan,
3. A small stream exiting property through stone wall ..
approximately, 100-1501 . north of stone bound was not shown
on the plan.
4. Some contour lines appear to be inaccurate.
Because of these omissions, lack of information where buildings,
drives and parking lots will be located in relation to the wetlands, this
Commission requests a "Determination of Applicability" be filed with us and
the D.E.Q.E, before any work commences on the entire site.

Dear Mike :
I have reviewed the plan and make the fallowing
comments :
1 . Road paved width should be 32 ft . paved and
4 ft . graveled shoulders , on each side .
2 . Culdesac should be full 120 Ft , radius instead
of the 100 ft . required in residential .
3 . Binder coat of hottop should be 34 ft . to allow
for breakage and also to accomodate a berm base,
if required.
4 . Radius is not shown onNorth side of road at
intersection of Osgood St . on first sheet ofplan .
5 . All drainage pipes to be R.C.P . and 12 inch min .
in size.
6 . Drainage to run continuous in street layout .
Connect drains from Station 5+50 to basins at
Station 2+5 0 , V-; CQ 'v #,tt - lill g!�
7 . Painted stripes to be the plastic long wearing
type .
