Dear Commissioners and Planning Board Members,
On behalf of AvalonBay Communities, Inc. (the "Applicant"), I, Julie Vondrak, serving as the Erosion
Control Monitor ("ECM") am submitting this Fall 2023 Buffer Zone Planting Monitoring Report for
Phase I of the Avalon Bay Communities Project.The site has continuously been monitored weekly for
over a year and all work associated with buildings and parking lot construction has been completed,
Permitted Project Summary
The proposed Project includes redevelopment of an historic mill site including demolition of an
existing parking lot and construction of a 170-unit residential apartment complex consisting of two 4-
story buildings,a clubhouse,parking areas,a pool,retaining wall construction and associated utilities,
stormwater management structures, buffer zone restoration plantings and landscaping activities.
Work will be located within previously disturbed areas containing an athletic field and parking lots.
Activities will be located within the 100-foot Buffer Zone to Bordering Vegetated Wetland ("BVW")
and there are no proposed impacts to resource areas or the local 25-foot No-Disturbance Zone and
50-foot No-Build Zone enforced under the North Andover Wetland Protection Bylaw.
The North Andover Conservation Commission ("NACC") issued an Order of Conditions ("OOC")
approving the Project with conditions on June 3, 2020. In accordance with the Conditions of the COC
and the Planning Board Special Permit issued February 26, 2020, the Applicant is required to obtain
the services of an Erosion Control Monitor/Wetland Scientist("ECM") to oversee the placement of the
erosion control measures and to conduct weekly inspections and monthly monitoring reports
throughout the construction duration of the Project and following significant rain events.
Fall 2023 Planting Monitoring
As stated above, the site has been continuously monitored weekly for over one year. To date, all
landscape plantings within the buffer zone and around the perimeter of the buildings and parking lot
areas have been installed and have continued to thrive since the initial planting. The site was last
inspected on October 18, 2023 and the entire perimeter of the site was walked in its' entirety to
inspect each of the planted/landscaped areas.
All plantings associated with the buildings and club house areas continue to thrive. All but 1 tree,
located behind Building B was observed alive and thriving and the plantings have continued to grow
over the last growing season. The southern slopes are completely stabilized and showed no signs of
erosion throughout the last year.
As part of proposed mitigation for the site,a phragmites barrier was installed within the wet meadow
behind Building B in an attempt to stop the spread of the invasive species. The entire limit of the
barrier was walked and only approximately 6 stalks were identified beyond the central northern
section of the barrier in one concentrated location. The barrier will be re-inspected in the Spring to
continue the monitoring of the spread of the phragmites.

Dear Commissioners and Planning Board Members,
On behalf of AvalonBay Communities, Inc. (the "Applicant"), 1, Julie Vondrak, serving as the Erosion
Control Monitor ("ECM") am submitting this monthly monitoring report for weekly construction
activities conducted within the Buffer Zone to wetland resource areas on the above referenced site.
The following conditions were documented during my monthly site inspection on May 25, 2023. Per
authorization of the Conservation and Planning Department, inspections have been reduced to
monthly as all site work has been completed and the site is almost fully stabilized and vegetated.
Permitted Project Summary
The proposed Project includes redevelopment of an historic mill site including demolition of an
existing parking lot and construction of a 170-unit residential apartment complex consisting of two 4-
story buildings,a clubhouse,parking areas,a pool,retaining wall construction and associated utilities,
stormwater management structures, buffer zone restoration plantings and landscaping activities.
Work will be located within previously disturbed areas containing an athletic field and parking lots.

SUMMARY OF CONSTRUCTION ACTIVITIES
Summary of Construction Activities:Week of May 22,2023 (inspection Thursday,May 25,
2023)
An inspection was conducted by the ECM on Thursday, May 25, 2023. Inspection was conducted
during sunny,warm conditions.Inspections were also conducted throughout the month of May
following rain events and no signs of erosion from the un-stabilized slopes was observed.
All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A which
have been planted and soon will be germinating from seeding (see attached photo 1). A small section
behind Building B still needs reseeding(see attached photo 8).
There was very minor stormwater flow through the western wall outlets at the time of my inspection
(see attached photo 2).
The entire site has been landscaped and planted according to approved plans and all plants appear to
be alive and thriving with no signs of die-off.
The Phrag barrier was inspected and it does not appear at this time that the phragmites have spread
beyond the installed barrier.
The entire perimeter of the erosion control line was reviewed and no breaching was observed. At this
time, it is recommended that all erosion controls be removed around the perimeter of the site with
the exception of those as the base of the slope behind Building A.
Summary:
Catch Basins
All catch basins within High Street,the access roadway and within the construction site appear to be
properly working and stormwater discharge through the basins has been observed running clear and
free of silt.
Erosion Controls
The perimeter of the erosion control boundary was walked/inspected in its entirety during my
inspection. Many sections of the site have been fully landscaped and stabilized and no signs of
erosion were identified around the site. As the site is almost fully stabilized, a majority of the erosion
controls can removed.
Pavement Sweeping/Dust Control
Given the site is stabilized and no construction vehicles are working on site,no dust issues have been
observed.
Ongoing Recommendations/Comments
® Removed erosion controls around the perimeter of the site with the exception of the area
behind Building A.
® Stabilize the slopes behind Building A.
® Re-seed a small area in the northeastern section of the site Behind Building B
Given the Project has been completed and the site is almost fully stabilized, this report will serve as

Dear Commissioners and,Planning Board Members,
On behalf of AvalonBay Communities, Inc. (the "Applicant"), 1, Julie Vondrak, serving as the Erosion
Control Monitor ("ECM") am submitting this monthly monitoring report for weekly construction
activities conducted within the Buffer Zone to wetland resource areas on the above referenced site.
The following conditions were documented during my monthly site inspection on April 21, 2023. Per
authorization of the Conservation and Planning Department, inspections have been reduced to
.monthly as all site work has been completed and the site is almost fully stabilized and vegetated.
Permitted Project Summary
The proposed Project includes redevelopment of an historic mill site including demolition of an
existing parking lot and construction of a,170-unit residential apartment complex consisting of two 4-
story buildings,a clubhouse,parking areas,a pool,retaining wall construction and associated utilities,
stormwater management structures, buffer zone restoration plantings and landscaping activities.
Work will be located within previously disturbed areas containing an athletic field and parking lots.
Activities will be located within the 100-foot Buffer Zone to Bordering Vegetated Wetland ("BVW")
and there are no proposed impacts to resource areas or the local 25-foot No-Disturbance Zone and
50-foot No-Build Zone enforced under the North Andover Wetland Protection Bylaw.
The North Andover Conservation Commission ("NACC",) issued an Order of Conditions ("OOC")
approving the Project with conditions on June 3, 2020. In accordance with the Conditions of the OOC
and the Planning Board Special Permit issued February 26, 2020, the Applicant is required to obtain
the services of an Erosion Control Monitor/Wetland Scientist ("ECM") to oversee the placement of the
erosion control measures and to conduct weekly inspections and monthly monitoring reports
throughout the construction duration of the Project and following significant rain events.
SUMMARY OF CONSTRUCTION ACTIVITIES
Summary of Construction Activities.Week of April 17, 2023 (inspection Friday,April 21, 2023)
An inspection was conducted by the ECM on Friday,April 21, 2023. Inspection was conducted during
sunny,warm conditions.All Building work has been completed.
All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A(see
attached photo 1). The slopes behind Building A have not yet been seeded or stabilized,however,
they continue to remain in-tact and no erosion was observed over the last month.A small section
behind Building B needs reseeding in the Spring (see attached photo 4).
There was no stormwater flow through the western wall outlets or through the grassed swale at the
time of my inspection (see attached photo 2).
The entire perimeter of the erosion control line was reviewed and no breaching was observed. Paved
areas remain free of silt.
Summary:
Catch Basins
All catch basins within High Street, the access roadway and within the construction site appear to be
properly working and stormwater discharge through the basins has been observed running clear and
free of silt.
Erosion Controls
The perimeter of the erosion control boundary was walked/inspected in its entirety during my
inspection. Many sections of the site have been fully landscaped and stabilized and no signs of
erosion were identified around the site. Erosion controls will continue to. be inspected and the
majority of the erosion controls can be removed as the site is almost fully stabilized.
Pavement Sweeping/Dust Control
Given the site is stabilized and no construction vehicles are working on site,no dust issues have been
observed.
Ongoing Recommendations/Comments
® Continue to inspect and maintain erosion controls along the base of un-stabilized slopes.
® Removed erosion controls in the Spring/Summer at the base of stabilized slopes.
• Stabilize the slopes behind Building A.
® Re-seed a small area in the northeastern section of the site Behind Building B

Dear Commissioners and Planning Board Members,
On behalf of AvalonBay Communities, Inc. (the "Applicant"), I, Julie Vondrak, serving as the Erosion
Control Monitor ("ECM") am submitting this monthly monitoring report for weekly.construction
activities conducted within the Buffer Zone to wetland resource areas on the above referenced site.
The following activities were documented during my monthly site inspection on February 22, 2023.
Per authorization of the Conservation and,Planning Department, inspections have been reduced to
monthly as all site work has been completed and the site is almost fully stabilized and vegetated.
Permitted Project Summary
The proposed Project includes redevelopment of an historic mill site including demolition of an
existing parking lot and construction of a 170-unit residential apartment complex consisting of two 4-
story buildings, a clubhouse,parking areas,a pool,retaining wall construction and associated utilities,
stormwater management structures, buffer zone restoration plantings and landscaping activities.
Work will be located within previously disturbed areas containing an athletic field and parking lots.
Activities will be located within the 100-foot Buffer Zone to Bordering Vegetated Wetland ("BVW")
and there are no proposed impacts to resource areas or the local 25-foot No-Disturbance Zone and
50-foot No-Build Zone enforced under the.North Andover Wetland Protection Bylaw.
The North Andover Conservation Commission ("NACU) issued an Order of Conditions ("OOC")
approving the Project with conditions on June 3, 2020. In accordance with the Conditions of the OOC
and the Planning Board Special Permit issued February 26, 2020, the Applicant is required to obtain
the services of an Erosion Control Monitor/Wetland Scientist ("ECM") to oversee the placement of the
erosion control measures and to conduct weekly inspections and monthly monitoring reports
throughout the construction duration of the Project and following significant rain events.
SUMMARY OF CONSTRUCTION ACTIVITIES
Summary of Construction Activities:Week of February 20,2023 (inspection Wednesday,
February 22, 2023)
An inspection was conducted by the ECM on Wednesday, February 22, 2023. Inspection was
conducted during cold, cloudy conditions. Interior work on Building A continues and all exterior work
is complete.All paved areas were free of silt and were clean (see attached photo 1).
All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A(see
attached photo 2). Although the slopes behind Building A are not yet stabilized,they continue to
remain in-tact and no significant erosion is expected as they have held up well during past rain
events.A small section behind Building B needs.reseeding in the Spring.
Stormwater flow through the western wall outlets and through the grassed Swale was observed
running clear with no signs of silty water(see attached photo 3).
The entire perimeter of the erosion control line was reviewed and no breaching was observed.
Summary:
Catch Basins
All catch basins within High Street, the access roadway and within the construction site appear to be
properly working and stormwater discharge through the basins has been observed running clear and
free of silt.
Erosion Controls
The perimeter of the erosion control boundary was walked/inspected in its entirety during each of
my inspections. Many sections of the site have been fully landscaped and stabilized and no signs of
erosion were identified around the site. Erosion controls will continue to be inspected and several
sections may be able to be removed in the Spring as the entire site will be fully stabilized.
DEP Sign
The DEP sign is posted on the chain link fence at the entrance of the Project Site and continues to
remain in Place.
Pavement Sweeping/Dust Control
Given the site is stabilized and no construction vehicles are working on site,no dust issues have been
observed.
Ongoing Recommendations/Comments
• Continue to inspect and maintain erosion controls along the base of un-stabilized slopes.
• Removed erosion controls in the Spring at the base of stabilized slopes.

Building A.All paved areas were free of silt and were clean.
All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A.
Although the slopes behind Building A are not yet stabilized they continue to remain in-tact and no
significant erosion is expected as they have held up well during past rain events (see attached photo
2).
Stormwater flow through the western wall outlets and through the grassed swale was observed
running clear-with no signs of silty water (see attached photo 2).
The entire perimeter of the erosion control line was reviewed and no breaching was observed.
DEP sign remains visible and posted.
Summary of Construction Activities:Week of January 9,2023 (inspection Friday,January 13,
2023)
An inspection was conducted by the ECM on Friday,January 13, 2023. Inspection was conducted in
the afternoon during a light rain event. Interior work on Building A continues (see attached photo S)
and all exterior work appears complete. Construction fencing has been removed along the northern
side of Building A.All paved areas were free of silt and were clean.
All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A.
Although the slopes behind Building A are not yet stabilized they continue to remain in-tact and no
significant erosion is expected as they have held up well during past rain events (see attached photo
6).
Light stormwater flow through the western wall outlets and through the grassed swale was observed
running clear with no signs of silty water (see attached photo 7).
A section of slope behind the northeast corner of B is not full stabilized and should be re-seeded in the
Spring (see attached photo 8).
The entire perimeter of the erosion control line was reviewed and no breaching was observed.
DEP sign remains visible and posted.
Summary of Construction Activities: Week of January 16, 2023 (Thursday, January 19, 2023
inspection)
An inspection was conducted by the ECM on Thursday,January 19, 2023. Inspection was conducted
during cloudy,damp weather.Interior work on Building A continues and all exterior work appears
complete.All paved areas were free of silt and were clean(see attached photo 9).
All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A.
Although the slopes behind Building A are not yet stabilized but they continue to remain in-tact and
no significant erosion is expected as they have held up well during past rain events (see attached
photo 10).
Very light stormwater flow through the western wall outlets and through the grassed Swale was
observed running clear with no signs of silty water.
The entire perimeter of the erosion control line was reviewed and no breaching was observed.
DEP sign remains visible and posted.
Summary of Construction Activities: Week of January, 2023 (Thursday,January 26, 2023
inspection)
An inspection was conducted by the ECM on Thursday,January 26, 2023. Inspection was conducted
during damp events following a snow event. I walked the site with Taylor Andrews from the North
Andover Conservation Department. Interior work on Building A continues and all exterior work
appears complete.All paved areas were free of silt and were clean.
All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A.
Although the slopes behind Building A are not yet stabilized but they continue to remain in-tact and
no significant erosion is expected as they have held up well during past rain events.A small section
behind Building B needs reseeding in the Spring(see attached photo 14)
Stormwater flow through the western wall outlets and through the grassed Swale was observed
running clear with no signs of silty water(see attached photo 13).
The entire perimeter of the erosion control line was reviewed and no breaching was observed.
Despite the significant rain event the site is stabilized with no runoff,siltation or erosion observed.
DEP sign remains visible and posted.
Summary:
Catch Basins
All catch basins within High Street, the access roadway and within the construction site have been
inspected on a weekly basis.As the site is almost fully stabilized and free of sediment, silt sacks have
been removed from all the basins within the site and paved areas continue to be kept clean.
Erosion Controls
The perimeter of the erosion control boundary was walked/inspected in its entirety during each of
my inspections. Many sections of the site have been fully landscaped and stabilized and no signs of
erosion were identified around the site. Erosion controls will continue to be inspected and several
sections may be able to be removed in the upcoming months as the entire site will be fully stabilized.
DEP Sign
The DEP sign is posted on the chain link fence at the entrance of the Project Site and continues to
remain in place.
Stone/Soil/Construction Material stockpile Areas:
No stockpiled materials remain on site as the site has been completed.
Pavement Sweeping/Dust Control
No major dust issues were observed during my weekly inspections. Given the site is stabilized and no
construction vehicles are working on site,no dust issues have been observed.
Ongoing Recommendations/Comments
