Site looks great with no problems observed at all during December rain events. At this time, all work close to completion. Only thing outstanding is slope stabilization behind Building A.Just inquiring if weekly inspection are still necessary/required as the site continues to remain stable. Slopes should be seeded in early Spring and erosion controls can be removed throughout most of the site due to stability. Plantings and phrag barrier will continue to be monitored in Spring and Fall. Project,North Andover,MA,Buffer Zone Monitoring Report#23,Weeks of December 5, 12, 19 and 26, 2022. Dear Commissioners and Planning Board Members, On behalf of AvalonBay Communities, Inc. (the "Applicant"), I, Julie Vondrak, serving as the Erosion Control Monitor ("ECM") am submitting this monthly monitoring report for weekly construction activities conducted within the Buffer Zone to wetland resource areas on the above referenced site. The following activities were documented during my weekly site inspections on December 7, 16, 23 and 30, 2022. Permitted Project Summary The proposed Project includes redevelopment of an historic mill site including demolition of an existing parking lot and construction of a 170-unit residential apartment complex consisting of two 4- story buildings,a clubhouse,parking areas,a pool,retaining wall construction and associated utilities, stormwater management structures, buffer zone restoration plantings and landscaping activities. Work will be located within previously disturbed areas containing an athletic field and parking lots. Activities will be located within the 100-foot Buffer Zone to Bordering Vegetated Wetland ("BVW") and there,are no proposed impacts to resource areas or the local 25-foot No-Disturbance Zone and SO-foot No-Build Zone enforced under the North Andover Wetland Protection Bylaw. The North Andover Conservation Commission (`NACU) issued an Order of Conditions" ("OOC") approving the Project with conditions on June 3, 2020. In accordance with the Conditions of the OOC and the Planning Board Special Permit issued February 26, 2020, the Applicant is required to obtain the services of an Erosion Control Monitor/Wetland Scientist(`ECM") to oversee the placement of the erosion control measures and to conduct weekly inspections and monthly monitoring reports throughout the construction duration of the Project and following significant rain events. SUMMARY OF CONSTRUCTION ACTIVITIES Summary of Construction Activities: Week of December 5, 2022 (inspection Wednesday,December 7, 2022) An inspection was conducted by the ECM on Wednesday, December 7, 2022. Inspection was conducted following a heavy rain event from the previous evening. It was lightly raining during my inspection. Interior and exterior work on Building A continues (see attached photo 1). Building A work areas continue to be enclosed by fencing.The slopes behind Building A have been loamed and tree planting is underway. All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A(see attached photo 3). The entire perimeter of the erosion control line was reviewed and no breaching was observed. No erosion along the remaining un-stabilized slopes was observed throughout the site.- Cleary stormwater flow through the western walls was observed and the rip-rap outlet swales are free of accumulated silt(see attached photo 4). The pavement throughout the vehicle access ways was observed clean and no accumulated sediment was observed on the paved areas. DEP sign remains visible and posted. Summary of Construction Activities: Week of December 12, 2022 (Friday, December 16, 2022 inspection) An inspection was conducted by the ECM on Friday, December 16, 2022. Inspection was conducted in the afternoon during a heavy rain period. Exterior and interior work on Building A continues (see attached photo 5). Building A work areas continue to be enclosed by fencing.All paved areas were free of silt and were clean and stormwater flow into catch basins was running clear. All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A. Slight erosion along the un-stabilized slope was observed (see attached photos 6&8). Stormwater flow through the western wall outlets was observed running clear with no signs of silty water(see attached photo 7). The entire perimeter of the erosion control line was reviewed and no breaching was observed. DEP sign remains visible and posted. Summary of Construction Activities:Week of December 19, 2022 (Friday,December 23, 2022 inspection) An inspection was conducted bythe ECM on Friday, December 23, 2022. Inspection was conducted in the afternoon during a significant rain event.Exterior and interior work on Building A continues (see attached photo 5).Building A work areas continue to be enclosed by fencing.All paved areas were free of silt and were clean and stormwater flow into catch basins was running clear (see photos 9 & 12). All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A. Slight erosion along the un-stabilized slope was observed (see photo 11). Significant stormwater flow through the western wall outlets and through the grassed swale was observed running clear with no signs of silty water (see attached photo 10). The entire perimeter of the erosion control line was reviewed and no breaching was observed. Despite the significant rain event the site is stabilized with no runoff,siltation or erosion observed. DEP sign remains visible and posted. Summary of Construction Activities:Week of December 26, 2022 (Friday, December 30, 2022 inspection) An inspection was conducted by the ECM on Friday,December 30, 2022. Inspection was conducted during mild, sunny conditions.Interior work on Building A continues (see attached photo 13).All paved areas were free of silt and were clean. All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A. Although the slopes behind Building A are not yet stabilized they continue to remain in-tact and no significant erosion is expected as they have held up well during significant rain events (see attached photo 15). Light stormwater flow through the western wall outlets and through the grassed swale was observed running clear with no signs of silty water (see attached photo 16). The entire perimeter of the erosion control line was reviewed and no breaching was observed. DEP sign remains visible and posted. Summary: Catch Basins All catch basins within High Street, the access roadway and within the construction site have been inspected on a weekly basis.As the site is almost fully stabilized and free of sediment, silt sacks have been removed from all the basins within the site and paved areas continue to be kept clean. Erosion Controls The perimeter of the erosion control boundary was walked/inspected in its entirety during each of my inspections. Many sections of the site have been fully landscaped and stabilized and no signs of erosion were identified around the site. Erosion controls will continue to be inspected and several sections maybe able to be removed in the upcoming months as the entire site will be fully stabilized. DEP Sign The DEP sign is posted on the chain link fence at the entrance of the Project Site and continues to remain in place. Stone/Soil/Construction Material stockpile Areas: At this time,no stockpiled materials remain on site. Pavement Sweeping/Dust Control No major dust issues were observed during my weekly inspections.Given the site is stabilized and no construction vehicles are working on site,no dust issues have been observed. Ongoing Recommendations/Comments ® Continue to inspect and maintain erosion controls along the base of un-stabilized slopes. ® Removed erosion controls in the Spring at the base of stabilized slopes. ® Stabilize the slopes behind Building A. Project,North Andover,MA,Buffer Zone Monitoring Report#21,Weeks of October 3, 10, 17 and 24,2022. Dear Commissioners and Planning Board Members, On behalf of AvalonBay Communities, Inc. (the "Applicant"), I, Julie Vondrak, serving as the Erosion Control Monitor ("ECM") am submitting this monthly monitoring report for weekly construction activities conducted within the Buffer Zone to wetland resource areas on the above referenced site. The following activities were documented during my weekly site inspections on October 5, 14, 21 & 27, 2022. Permitted Project Summary The proposed Project includes redevelopment of an historic mill site including demolition of an existing parking lot and construction of a 170-unit residential apartment complex consisting of two 4- story buildings, a clubhouse,parking areas,a pool,retaining wall construction and associated utilities, stormwater management structures, buffer zone restoration plantings and landscaping activities. - Work will be located within previously disturbed areas containing an athletic field and parking lots. Activities will be located within the 100-foot Buffer Zone to Bordering Vegetated Wetland ("BVW") and there are no proposed impacts to resource areas or the local 25-foot No-Disturbance Zone and 50-foot No-Build Zone enforced under the North Andover Wetland Protection Bylaw. The North Andover Conservation Commission ("NACU) issued an Order of Conditions ("OOC") approving the Project with conditions on June 3, 2020. In accordance with the Conditions of the OOC and the Planning Board Special Permit issued February 26, 2020, the Applicant is required to obtain the services of an Erosion Control Monitor/Wetland Scientist ("ECM") to oversee the placement of the erosion control measures and to conduct weekly inspections and monthly monitoring reports throughout the construction duration of the Project and following significant rain events. SUMMARY OF CONSTRUCTION ACTIVITIES Summary of Construction Activities: Week of October 3, 2022 (inspection Wednesday, October 5,2022) An inspection was conducted by the ECM on Wednesday, October 5, 2022.Inspection was conducted during a rain event.Exterior and interior work continues on Building A (see attached photo 1). Building A workspace is enclosed with fencing for safety purposes.Building B and C are complete and tenants will be moving in soon. The northwest section slopes continue to germinate and are stabilized with no signs of runoff(see attached photo 3). The southwestern slopes are also germinating and appear stabilized.The entire perimeter of the erosion control line was reviewed and no breaching was observed.No erosion along the remaining un-stabilized slopes was observed throughout the site.With the exception of the slopes behind Building A,the majority of the site has been landscaped and is close to being fully vegetated. The pavement was observed clean and no accumulated sediment was observed on the paved areas during the rain event(see attached photo 2).Light water flow was observed running into the catch basins over the paved areas. Summary of Construction Activities: Week of October 10, 2022 (Friday October 14, 2022 inspection) An inspection was conducted by the ECM on Friday, October 14, 2022. Inspection was conducted just following the previous evening and early morning rain event.Exterior and interior work on Building A continues.Tenants have begun to move into Building B. All landscaped areas remain stabilized and plantings are thriving (see attached photo 5).The slopes behind Building B are close to being fully vegetated with grass. The southwestern slopes are also close to being fully vegetated (see attached photo 7). No flow was observed through the western retaining wall and all outlet swales remain free of any accumulated silt build-up (see attached photo 6). The entire perimeter of the erosion control line was reviewed and no breaching was observed. No erosion along the un-stabilized slopes behind Building A was observed(see attached photo 8). Paved areas were free of silt. Summary of Construction Activities:Week of October 17, 2022 (Friday, October 21, 2022 inspection) An inspection was conducted by the ECM on Friday,October 21, 2022. It was sunny with mild temperatures.Exterior and interior work on Building A continues and the work areas continues to be enclosed with fencing (see attached photo 9). All landscaped areas remain stabilized and plantings are thriving.The slopes behind Building B are fully vegetated with grass along with the southwestern slopes which are fully vegetated (see attached photos 10 &11). No flow was observed through the western retaining wall and all outlet swales remain free of any accumulated silt build-up. The entire perimeter of the erosion control line was reviewed and no breaching was observed. No erosion along the un-stabilized slopes behind Building A was observed. All planted trees and shrubs continue to thrive around the site. Paved areas were clean and continue to be free of silt. Summary of Construction Activities:Week of 0ctober 24, 2022 (Thursday, October 27, 2022 inspection) An inspection was conducted by the ECM on Thursday, October 27, 2022. Inspection was conducted during cool, sunny conditions following several days of light rain.Exterior work on Building A continues (see attached photo 13). All perimeter slopes remain fully stabilized with the exception of the slopes behind Building A which will be planted and stabilized soon. The entire perimeter of the erosion control line was reviewed and no breaching was observed.No erosion along the remaining un-stabilized slopes was observed throughout the site. The entire length of the phragmite barrier was inspected. No encroachment over the barrier was observed with the exception of several phragmites that existed prior to barrier installation in the northcentral section (see attached photos 14&1S). The barrier will continue to be monitored to document if phragmite spread extends over the barrier. The pavement was observed clean and no accumulated sediment was observed on the paved areas. Summary: Catch Basins All catch basins within High Street, the access roadway and within the construction site have been inspected on a weekly basis.As the site is stabilized, frequently swept and free of sediment, silt sacks have been removed from most of the basins. Erosion Controls The perimeter of the erosion control boundary was walked/inspected in its entirety during each of my inspections. Many sections of the site have been fully landscaped and stabilized and no signs of erosion were identified around the site. Erosion controls will continue to be inspected and several sections may be able to be removed when slopes are fully vegetated. DEP Sign The DEP sign is posted on the chain link fence at the entrance of the Project Site and continues to remain in place. Stone/Soil/Construction Material stockpile Areas Only building material supplies remain stockpiled on site mostly in eastern section. Pavement Sweeping/Dust Control No major dust issues were observed during my weekly inspections.Given the majority of the site is paved, dust issues have not been observed over the last month inspections. Ongoing Recommendations/Comments • Continue to inspect and maintain erosion controls along the perimeter of the site. • Stabilize the slopes behind Building A. (the "Applicant"), 1, Julie Vondrak, serving as the Erosion Control Monitor ("ECM") am submitting this monthly monitoring report for weekly construction activities conducted within the Buffer Zone to wetland resource areas on the above referenced site. The following activities were documented during my weekly site inspections on August 4, 11, 19, 26 and September 1, 2022. Permitted Project Summary The proposed Project includes redevelopment of an historic mill site including demolition of an existing parking lot and construction of a 170-unit residential apartment complex consisting of two 4- story buildings,a clubhouse,parking areas,a pool,retaining wall construction and associated utilities, stormwater management structures, buffer zone restoration plantings and landscaping activities. Work will be located within previously disturbed areas containing an athletic field and parking lots. Activities will be located within the 100-foot Buffer Zone to Bordering Vegetated Wetland ("BVW") and there are no proposed impacts to resource areas or the local 25-foot No-Disturbance Zone and 50-foot No-Build Zone enforced under the North Andover Wetland Protection Bylaw. The North Andover Conservation Commission ("NACC") issued an Order of Conditions ("OOC") approving the Project with conditions on June 3, 2020. In accordance with the Conditions of the OOC and the Planning Board Special Permit issued February 26, 2020, the Applicant is required to obtain the services of an Erosion Control Monitor/Wetland Scientist("ECM") to oversee the placement of the erosion control measures and to conduct weekly inspections and monthly monitoring reports throughout the construction duration of the Project and following significant rain events. SUMMARY OF CONSTRUCTION ACTIVITIES Summary of Construction Activities: Week of August 1,2022 (August 4,2022 inspection) An inspection was conducted by the ECM on Thursday,August 4, 2022. It was sunny and hot during my inspection.Exterior finish work is almost complete on Buildings B &C and interior finish work continues.Window installation continues on Building A and exterior brick work has started (see attached photo 1). The majority of the slopes behind Building B have been loamed, mulched,hydroseeded and matted and have started to germinate and appear stabilized with no identified runoff(see attached photo 2). All plants have been installed and are doing well. The disturbed strip for the phragmite barrier is almost fully vegetated and the disturbed areas are stabilized (see photo 4). At this time,phragmites are still growing behind the installed barrier. The entire perimeter of the erosion control line was reviewed and no breaching was observed.The slopes behind Building B have been final landscaped and the erosion control line is visible and remains in-tact. The northwestern corner needs to be cleaned,loamed and stabilized and erosion controls re-enforced. There is also some cement that needs to be removed (see attached photo 3). The erosion control measures at the base of the western retaining wall remain in-tact and no breaching was identified and again no flow within the drainage outlet channels was observed during my site inspection. Landscape plants are being installed around the new pool along with sidewalks. Catch basin silt sacks remain in-tact. Several of the catch basins in front of Building C have some accumulated sediment which should be cleaned.The Site Contractors have been made aware to clean the basins. Sidewalk installation continues throughout the site. There was some minor dust observed during my inspection and I recommend any dust areas be swept especially behind Building C. Soil,stone and construction material piles throughout the site remain stable and no erosion from the piles was identified. Most of the stockpiled construction materials are gone from the site. Summary of Construction Activities:Week of August 8, 2022 (August 11,2022 inspection) An inspection was conducted by the ECM on Thursday,August 11,2022. It was cloudy and warm during my inspection.Exterior finish work appears close to completion on Buildings B &C and interior finish work continues.Window installation continues on Building A and exterior brick work continues (see attached photo S). The landscaped slopes behind Building B remain stabilized and the grass continues to germinate. All plants appear healthy and thriving. The slopes behind Building C were being loamed during my inspection (see attached photo 6). The majority of the slopes behind Building B have been loamed,mulched,hydroseeded and matted and have started to germinate and appear stabilized with no identified runoff.All plants have been installed and are doing well. Most construction materials stockpiled on site have been removed or used. Catch basin silt sacks remain in-tact. Several of the catch basins in front of Building C still have accumulated sediment which should be cleaned.The Site Contractors have been made aware to clean the basins.One catch basin was missing a silt sack in the western section of the parking lot but the surrounding area was not heavily silted. Summary of Construction Activities: Week of August 22, 2022 (August 26, 2022 inspection) An inspection was conducted by the ECM on Friday,August 26, 2022.Inspection was conducted during warm,cloudy conditions.Exterior brick work on Building A continues (see attached photo 15). Exterior work and landscaping on Buildings B &C and around the pool appear complete. Majority of the sidewalks have been installed. Curbing has been installed behind Building C (see attached photo 16). The southern slopes and northwest section of the site have not yet been seeded.The entire perimeter of the erosion control line was reviewed and no breaching was observed.No erosion along the un- stabilized slopes was observed throughout the site. Several sections of paved areas were in need of sweeping,especially behind Building C. Catch basin silt sacks remain in-tact.Several catch basins still need cleaning and the Contractor was notified. No dust was observed on site during my inspection,however,several sections of pavement were in need of sweeping. Summary of Construction Activities:Week of August 29, 2022 (September 1,2022 inspection) An inspection was conducted by the ECM on Thursday, September 1, 2022.Inspection was conducted during warm,sunny conditions. Exterior brickwork on Building A continues (see attached photo 19). Interior finish work continues on Building B. All landscaped areas remain stabilized and plantings are thriving.Vegetated areas behind Building B and C remain stabilized (see attached photo 17). The southern slopes and northwest section of the site have not yet been seeded.The entire perimeter of the erosion control line was reviewed and no breaching was observed. No erosion along the un- stabilized slopes was observed throughout the site. Several catch basins remain clogged and some ponded water was observed around the basins which need to be cleaned immediately.The Contractor has been notified. No dust was observed on site during my inspection,however,several sections of pavement were in need of sweeping. Summary: Catch Basins All catch basins within High Street, the access roadway and within the construction site have been inspected on a weekly basis. As stated above in the weekly reports, several silt sacks need to be cleaned and the Site Contractors will continue to be notified if catch basin silt sacks need attention. Erosion Controls The perimeter of the erosion control boundary was walked/inspected in its entirety during each of my inspections. Many sections of the site have been fully landscaped and stabilized and no signs of erosion were identified around the site. Several areas of erosion controls are deteriorated, however, remaining un-stabilized areas will be addressed in the near future. Erosion controls will continue to be inspected and replaced as necessary or as instructed by the ECM. DEP Sign The DEP sign is posted on the chain link fence at the entrance of the Project Site and continues to remain in place. Stone/Soil/Construction Material stockpile Areas Most of the former stockpiles of soil and stone have been removed from the site. Pavement Sweeping/Dust Control No major dust issues were observed during my weekly inspections.The site continues to be swept on an as-needed basis.During my inspections,the Site Contractors were notified which areas needed sweeping.The site will continue to be monitored and the Site Managers will be notified when sweeping is necessary. Ongoing Recommendations/Comments ® Continue to inspect and maintain erosion controls along the perimeter of the site. ® Continue to inspect and clean catch basin silt sacks. Currently, several basins need to be cleaned. ® Any accumulated construction debris/trash should continue to be removed from the perimeter of the site. ® Continue to sweep the site especially the area behind Building C. ® Seed the northwest corner of the site to ensure slope stabilization before the winter. Landscape and buffer zone plantings continue behind Building B and several more trees have been planted within the meadow (see photo 1). The erosion control measures at the base of the western retaining wall remain in-tact and no breaching was identified and no flow within the drainage outlet channels was observed during my site inspection. Catch basin silt sacks have been replaced and remain in-tact. No standing water was observed on site and the catch basin behind Building C last week that was covered with water was observed free of debris.The two catch basins north of Building A were filled with silt and should be cleaned (see photo 4). The Site Managers were sent pictures of what basins needed cleaning. The area around the pool is being graded in preparation of the pouring of the cement patio (see photo 3). Soil,stone and construction material piles throughout the site remain stable and no erosion from the piles was identified. No dust was observed on site during my inspection. Summary of Construction Activities: Week of July 11, 2022 (July 14,2022 inspection) An inspection was conducted by the ECM on Thursday,July 14, 2022.It was sunny and warm during my inspection.Exterior siding and brick work appears close to completion on Building B.Interior and finish exterior work on the clubhouse continues (see photo 5). Framing work and window installation continues on Building A. Landscape plantings continue behind Building B (see photo 6). All trees were alive and thriving during my inspection and are being watered. The entire perimeter of the erosion control line was reviewed and no breaching was observed.There was soil deposited on the erosion controls located in the northwest corner of the work envelope behind Building B and should be removed (see photo 7).The southern boundary erosion controls are starting to deteriorate,however,they continue to contain any erosion from the slope,which will be landscaped in the near future. There is some litter around the perimeter of the site that should be removed. The erosion control measures at the base of the western retaining wall remain in-tact and no breaching was identified and no flow within the drainage outlet channels was observed during my site inspection. The cement patio around the pool is being installed (see photo 8). Catch basin silt sacks remain in-tact. Window installation is almost complete on Building A. The paved area behind Building C was covered in dirt on the day of my inspection and should be swept soon (see attached photo 13). The majority of the slopes behind Building B have been loamed,mulched,hydroseeded and matted (see photos 14&1S) and appear stabilized with no identified runoff. The southern boundary erosion controls are deteriorating but will continue to be monitored prior to final slope stabilization. The erosion control measures at the base of the western retaining wall remain in-tact and no breaching was identified and again no flow within the drainage outlet channels was observed during my site inspection. Landscape plants are being installed around the new pool (see photo 17). Catch basin silt sacks remain in-tact. There was ponded water in front of Building A over two of the catch basins (see photo 18). Once the water has dried up,the catch basins should be inspected and cleaned immediately,if necessary.The Site Contractors have been made aware to immediately clean the basins. Sidewalk installation is underway along the road to the site entrance and within the site (see photo 19). Soil,stone and construction material piles throughout the site remain stable and no erosion from the piles was identified. No dust was observed on site during my inspection. Summary: Catch Basins All catch basins within High Street, the access roadway and within the construction site have been inspected on a weekly basis. As stated above in the weekly reports, several silt sacks need to be cleaned and the Site Contractors will continue to be notified if catch basin silt sacks need attention. Erosion Controls The perimeter of the erosion control boundary was walked/inspected in its entirety during each of my inspections. Sections of deteriorated erosion controls have been replaced and all erosion controls remain in place and currently sufficiently prevent any potential erosion. Throughout the month, several areas needed attention which were addressed. Erosion controls will continue to be inspected and replaced as necessary or as instructed by the ECM. DEP Sign The DEP sign is posted on the chain link fence at the entrance of the Project Site and continues to remain in place. Stone/Soil/Construction Material stockpile Areas Currently soils, stone and construction material stockpiles are located throughout the site and will continue to be monitored for erosion. Pavement Sweeping/Dust Control No dust issues were observed during my weekly inspections.The site continues to be swept on an as- needed basis.During my inspections,the Site Contractors were notified which areas needed sweeping.The site will continue to be monitored and the Site Managers will be notified when sweeping is necessary. Ongoing Recommendations/Comments • Continue to inspect and maintain erosion controls along the perimeter of the site. • Continue to inspect and clean catch basin silt sacks. Currently,two basins need inspection and possible cleaning. Replace deteriorated silt sacks as instructed by the Environmental Monitor. • Continue plantings in accordance with the approved planting plan. • Any accumulated construction debris/trash should continue to be removed from the perimeter of the site. • Continue to sweep the site especially the area behind Building C. Project,North Andover,MA,Buffer Zone Monitoring Report#17,Weeks of May 30,June 6, 13, 20 & 27, 2022 Dear Commissioners and Planning Board Members, On behalf of AvalonBay Communities, Inc. (the "Applicant"), I, Julie Vondrak, serving as the Erosion Control Monitor ("ECM") am submitting this monthly monitoring report for weekly construction activities conducted within the Buffer Zone to wetland resource areas on the above referenced site. The following activities were documented during my weekly site inspections on June 2, 9, 16, 23 &30, 2022. Permitted Project Summary The proposed Project includes redevelopment of an historic mill site including demolition of an existing parking lot and construction of a 170-unit residential apartment complex consisting of two 4- story buildings, a clubhouse,parking areas,a pool,retaining wall construction and associated utilities, stormwater management structures, buffer zone restoration plantings and landscaping activities. Work will be located within previously disturbed areas containing an athletic field and parking lots. Activities will be located within the 100-foot Buffer Zone to Bordering Vegetated Wetland ("BVW") and there are no proposed impacts to resource areas or the local 25-foot No-Disturbance Zone and SO-foot No-Build Zone enforced under the North Andover Wetland Protection Bylaw. The North Andover Conservation Commission ("NACC") issued an Order of Conditions ("OOC") approving the Project with conditions on June 3, 2020. In accordance with the Conditions of the OOC and the Planning Board Special Permit issued February 26, 2020, the Applicant is required to obtain the services of an Erosion Control Monitor/Wetland Scientist ("ECM") to oversee the placement of the erosion control measures and to conduct weekly inspections and monthly monitoring reports throughout the construction duration of the Project and following significant rain events. SUMMARY OF CONSTRUCTION ACTIVITIES Summary of Construction Activities:Week of May 30, 2022 (June 2, 2022 inspection) An inspection was conducted by the ECM on Thursday,June 2, 2022.Weather conditions were mild and cloudy.There was a rainstorm on the previous day. Exterior siding work and interior sheet rock work continues on Building B &C (see attached photo 1).Fourth floor framing continues on Building A(see attached photo 2). The entire perimeter of the erosion control line was reviewed and no breaching was observed. Several areas of the erosion controls are deteriorated,especially in the northwest corner and the Site Contractors have been advised to replace several sections of deteriorated erosion controls. No breaching beyond any of the erosion controls was observed. The steep,unvegetated slopes along the southern boundary show no signs of erosion and erosion controls remain in place (see attached photo 4).The erosion control measures at the base of the western retaining wall remain in-tact and no breaching was identified.No flow was observed through the drainage outlets at the western wall (see attached photo 3). The wet meadow appears to have dried out as no standing water was observed and the Site Contractors were instructed to seed the field as soon as possible. Rebar and some plumbing pipes still remain within the pool footprint and no additional work has been conducted. Catch basin silt sacks have not yet been replaced as they are on back order and the Site Contractors/Managers have been notified to replace them as soon as they arrive on site. The majority of the construction debris and trash around the site continues to be cleaned and site was primarily free of garbage during my inspection. Soil, stone and construction material piles throughout the site remain stable and no erosion from the piles was identified. The excavated soils from the pool area are still on site but do not show any signs of erosion. Summary of Construction Activities:Week of June 6, 2022 (June 9,2022 inspection) An inspection was conducted by the ECM on Thursday, June 9, 2022.It was raining during my inspection with small periods of heavy rain.Exterior siding and brick work continues on Building B& C and appears close to completion. Interior sheet rock work also continues on Building B &C. Framing work continues on Building A. The entire perimeter of the erosion control line was reviewed. Erosion controls in the northwest section still need reinforcement/replacement including retrenching of the silt fence and installation of new silt socks (see attached photo 5 &6).A small breach of silty water was observed just beyond the erosion control line.The Site Contractors were notified through an email with pictures what areas need to be addressed immediately. The southern slopes appeared stabilized and no signs of erosion was identified on the slopes from the recent rains. There is some accumulated garbage/construction debris behind Building B that needs to be cleaned. The wet meadow is very lush with herbaceous vegetation and there were some pockets of standing water within the previously disturbed trenched phragmite barrier area.The Site Contractor informed me the wet meadow was scheduled to be seeded tomorrow,however,if the site is too wet from the recent rains it was going to be held off to the following week. Water was observed running clear from all drainage outlets through the western retaining wall. Catch basin silt sack replacement has still not yet occurred and I have been informed that the silt sacks are still on backorder. One catch basin northeast of Building A needed immediate attention during my inspection and I made the Site Contractor aware that the area around this particular basin needed to be cleaned (see photo 8 attached). The eroded soil adjacent to the inlet grate should be removed and clean stone placed around the inlet if necessary. The central paved area was flooded during my inspection but appeared to accumulate in the lower elevations of the parking lot and no water runoff was observed during my inspection (see attached photo 7). Soil, stone and construction material piles throughout the site remain stable and no erosion from the piles was identified. Summary of Construction Activities: Week of June 13,2022 (June 16, 2022 inspection) An inspection was conducted by the ECM on Thursday, June 16, 2022.Weather conditions were sunny and warm.Exterior work continues on Building B &C and interior sheet rock work is underway(see photo 9). Framing continues on Building A and the fourth floor is under construction. The entire perimeter of the erosion control line was reviewed and no breaching was observed. Several areas of the erosion controls are deteriorated,however,no sedimentation beyond the limits was observed (see attached photo 10). The Contractor has been made aware that a section of erosion controls in the northwest corner should be replaced. The steep,unvegetated slopes along the southern boundary show no signs of erosion and erosion controls remain in place.The erosion control measures at the base of the western retaining wall remain in-tact and no breaching was identified. The wet meadow has been seeded with the specified seed mix within all disturbed areas (see attached photo 11). The contractors were not able to purchase salt marsh hay as there is a shortage of suitable salt hay this season. In lieu of the salt hay, PennMulch pellets were applied to protect and germinate the newly applied seed mix(see attached photo 12). The pellets help to retain moisture and a specification sheet is attached for review. The disturbed areas will continue to be monitored to ensure successful germination. i No flow was observed from the Prescott Street drainage outlet and site drainage outlets at the time my inspection. Catch basin silt sacks have not yet been replaced and the Site Managers are waiting for Capitol to complete the work including silt sack replacement and site sweeping. The pool cement foundation has been poured. Soil, stone and construction material piles throughout the site remain stable and no erosion from the piles was identified. Summary of Construction Activities: Monday June 20, 2022 Planting Inspection An inspection was conducted on Monday, June 20, 2002 to review the planting activities being conducted behind Building B. The stock contains large trees which were in great health. At the time of inspection, white pine, pin oak and red maple trees were being installed in the northwest corner behind Building B along the slope and within the meadow(see attached photos 13 &14). Summary of Construction Activities:Week of June 20, 2022 (June 23,2022 inspection) An inspection was conducted by the ECM on Thursday,June 23, 2022.Weather conditions were sunny and warm.Exterior work continues on Building B &C,including siding and window installation and interior sheet rock work is underway. Framing continues on Building A and the fourth floor is still under construction (see attached photo 15). The entire perimeter of the erosion control line was reviewed and no breaching was observed.The erosion controls in the northwestern section have been replaced,however,the straw and plastic netting silt socks were installed,which are not favored by the Conservation Department(see attached photo 16). The site contractors were made aware not to install any more of these specific silt socks.
