The BOARD OF APPEALS held their regular meeting on Monday evenfug, December 11,
1967 at 7:30 P.M. in the Town Office Building Meeting Room. The followin~ members
were present and voting: James A. Deyo, Chairman; Arthur Dr,,mm~nd, Secretary;
Donald J. Scott, John J. Shields and Daniel T. 0'Leafy.
There were no hearings scheduled for this meeting.
The Chairm~u asked Member Shields if he would prepare the letter to be sent to
Mr. Steinberg rescinding his special permit for apartments.
A letter will also be sent to Atty. Willis regar~fug the R. & S. Development
for additional apartments.
The Board members read ~ copies of decisions that had been rendered by the
Board.
AMENDMENT TO ZONING BY-LAWS:
Mr. Shields distributed copies of a proposed amendment to the Apartment section
of the Zoning By-Laws - also a memo that he had prepared. The Board had presented
something to the Pl~n~ng Board last year on which no action had been taken and he
felt something should be presented again this year.
He spoke about a group of people organizing to get things the way they wanted -
such as the group from Western Electric at the Schechter hearing. He thinks this
is a good town and that the Planning Board and the Board of Appeals should take the
initiative and an active part in developS~xg. He hears alot around town about getting
rid of the apartment section of the By-Law. Apartments are a ~od-sen~ to the to~n
and are a great help to the tax base. However, he feels that apartments are a
commercial enterprise. He talked about the use of land and of one acre being too
much land for a home. He said there are no provisions to up-grade zoning'in the
present By-Law. He would like to have this Board sponsor a change in zoning
restrictions so that the end-use of the is_nd would be up-g~aded.
Walter Green and William Turner of Andover appeared before the Board to request an
opinion as to apartment developments. The Board members ~nformad them that no
such opinions could be given by them. Hearings must be held and the Board votes on
them. No opinions can be given beforebs.nd.
The Board continued discussing zoning ~m~ndments. They brought out that the Appeals
Board had not had much cooperation from the Pls~ntng Board in the past. They said
the Planning Board should be doing a complete review of town areas and zoning - that
there are alot of areas in town that could be rezoned.
The Board members feel that something ~hould be ~ritten up and presented to the
Planning Board.
BUDGET:
The Board discussed the budget for 1968 and. felt that due to increased expenses
and more work involved by the Clerk it should be ~ncreased to $1200.
