reaommend& prompt actionDn this matter in order to prevent Further

2. 0he Oak of a finish coat of" hottop Prevents the seven drains-,
from taking water properly because the drains are presently above tho
grade of the road. . Zhis creates a hazzard about fifty yards up ivy Road
from the corner of Rea Streat-. . In- the winter monthwice forms, making
any motor vehicle passage extremely dangerous.- Both the spring thaw
and the summer rails cause a large water- obstruction across the road,.
is obstructionIs approximately twonfeat deep and thirty yards long
and. makes both vehicular and pedestrian, pasaage reasonably Jwpoouiblb;
3 . Ikhe seven drains in the area are filling up with sand- and M06

short time If the condition continues much longer®.
4. Mo. Nicotta estimates AT Road, completed„ would represent a
$120000.00 to 013,000,00 investment` to the Town of North Andover,
Failure to complete what has already been done would result In con-,
niderable, additional expenditures over and above the $1 ,600VOO re-
quested®.
5,,. highway Surveyor Nioholaw Nioetta strongly recommended that
work begin immediat ly In order to prevent deterioration caused by
the upcoming winter and the following spring®
6® The water problem is a health hazard®. Aea as for 'fire; apparatus•,
