HomeMy WebLinkAbout2024-02-27 Affordable Housing Trust Minutes North Andover Affordable Housing Trust Meeting Minutes February 27, 2024 Present: Laurie Burzlaff, Richard Vaillancourt, George Koehler, Peter Koesterherm, Joan Fitzgibbons, Robert Bernardin and Christopher Jee. Meeting was called to order at 5:30PM in the Select Board Meeting Room at Town Hall. Approve minutes of January 9, 2024 Laurie Burzlaff made a motion, seconded by Richard Vaillancourt to approve the minutes of January 9, 2024 as presented. Motion approved 7-0. T Financials were distributed to the Committee. Community Preservation Funds were deposited, so the current available funds are $569,417.51. Senior Home Repair Program Ms. Burzlaff explained that she met with Greater Lawrence Community Action Council about administering the program. They ran a similar program 10 years ago so are familiar but would need to see if they have the staff to do this. The Committee reviewed the criteria. Mr. Koehler asked about getting 2 quotes. Mr. Jee stated that it would help prevent fraud. Mr. Koehler suggested we require a written description of the work and we would need to verify whether the cost is appropriate. The Committee has questions about who would do the initial inspection to determine if work needed to be done, who would qualify applicants and whether we want to open to all low income and not just seniors. Mr. Bernardin agreed to reach out to Habitat for Humanity and see if they would be interested. Ms. Burzlaff indicated that if we could just give Habitat a grant and have them run the entire program, that would be the easiest since they have an established program already. Mr. Koesterherm asked if we would still establish the criteria. The Committee talked about the criteria and wondered if generators could be an eligible expense if there was a medical condition that required electricity. Ms. Burzlaff will ask Town Counsel to review the program to make sure we are not violating anti-aid amendment.
