Dear Mrs . Nelson :
On behalf of my client, Eric Sideri , I am herein informing the
North Andover Planning Board that substantial construction of Anne
Place has been completed . The roadway has been constructed to
binder course and the common driveway constructed across the
wetland area.
I have enclosed an as-built plan of Anne Way and a portion 'of the
common driveway showing the installation of the drainage system and
the road and driveway to gravel base . This plan shows that the
work to gravel base has been done in conformance with the Special
Permit issued by the planning Board September 30 , 1986 .

Dear Mr . Perna:
On behalf of my client , Paisano Realty Trust , I am requesting that
the North Andover Planning Board release the $5 , 000 bond posted by
my client as required by condition #2 of the Notice of Decision"
"issued by the North Andover Planning Board September 30 , 1986 for..
a Special Permit from the requirements of the North Andover Zoning
By-Law Section 2 . 3 . 1 so as to permit construction of a common
driveway to service "three lots . The $5 , 000 bond was posted in
order to provide erosion control security for the construction of
the common driveway across the wetland area.
As a result of a visual inspection , I certify that in the vicinity
of they wetland crossing the slopes have been stabilized by either
vegetation or rock rip--rap and the wetland area re--vogetatyd,
In addition , I will be requesting that the Planning board release
the subdivision bond as soon as the tree-lawns adjacent to Anne
Road have; been Ioamed , graded and seeded .

Dear Mr. Sideri,
The Planning Board has scheduled a discussion regarding Anne Road
on April 4 starting at 7 : 00 . Please be prepared to present your
article to the Board and to any members of the public that may
attend.
The Planning Board will need the following documents prior to April
4 in order to make a favorable recommendation at Town Meeting:
1. Proof of recording of all drainage and utility easements .
2 . A deed to be filed with the Registry of Deeds office
which grants the fee in the right-of-way to the Town of
North Andover.
3 . As per condition 11 of the Planning Board ' s decision;
proof of regording of a covenant restriction placed on
the deeds of Lot 1 and Lot 2 describing the narrow strip
of land along both sides of the proposed road as no
access "buffer strips" . Said covenant will not permit
any further lot development off of the proposed roadway.

Re: Anne Road
The Division of Public Works recommended acceptance of Anne Road as a public
way at the 1995 Annual Town Meeting. At that time, bond funds were retained to insure
the recording of the necessary documents to effect conveyance. Since the documents have
now been recorded, we recommend the release of the remaining bond funds,
