I i UNITED STATES DEPARTMENT OF AGRICULTURE SOIL CONSERVATION SERVICE 15 Craig Load, Acton, Mass. 01720 SUBDIVISION REVIEW of Proposed North Andover, Mass. December 111, 1972 At the request of the Essex Conservation District and the North Andover Planning Board, we have reviewed the Johnson Circle subdivision proposal and submit the following report. The plan proposes that sixteen Lots be arranged in a lineal manner along both sides of Johnson Circle on the eleven 1 acre parcel.. The residential development is to be serviced by a municipal sewer. Storm drains are proposed for the roadway as a means of controlling surface water runoff. The adequacy of the domestic and storm sewer system should be checked by a competent engineer who has experience with these facilities. Soils in the area are characterized by a dense, impervious, compact layer that occurs within thirty inches from the ground surface over most of the area. These soils slope at a fairly constant grade of 10%, starting at elevation 100 at Johnson Road down to the end of Johnson Circle at elevation 5. The soil characteristics of slope and shallow hardpan causes much of this area, to be wet, either seasonally or for prolonged periods of the year. The degree of wetness is more severe as the soil extends further down the slope. The significance of this is that wet soils around residential areas often causes problems such as seepage into cellars and basements, heaving of sidewalks, driveways, roads and lawns, and generally undesirable wet yard conditions. In addition, if large areas of these soils are disturbed and :Left unprotected, moderate to heavy rainfall would quite probably cause significant soil loss and erosion from the site. The result of this could be sedimentation and clogging of the natural stream channels which are located at the base of the hill. It is suggested that the wetness and erosion factors be considered in the overall development: plans of the site. Two identifiable brooks flow into and join in the eastern portion of the subdivision. The combined dra.inarea contributing - to these streams is about 208 acres. Using standard SCS hydrologic procedures we predict that a 10-year frequency, 211-hour storm will yield a peak runoff flow elf about 203 cubic feet per second from the watershed developed at its present density. Complete residential development of the watershed with 1/2 acre size lots would increase predicted peak .flogs to about 294 cfs. l J OHNSON CIRCLE REVIEW (continued) Page 2 The existing stream channels are fairly stable since they are ?tdedeoloud stablized to some extent by stones and the dense root mat from trees growing in the area.. Minor undercutting of bends in the channels is occurring in a few areas. .Evidence that the streams have recently overflowed their banks was apparent in the vicinity of lots 8, g, 10 and 11 during inspection of the site. The plan proposal shows channel relocation and culverting as the selected method of controlling the stream flow. The design of a section of channel at the outlet end appears to have a top width of 10 feet and a grade of 0.8%. If the depth of this channel is 2.5 feet and side slopes are 2 :1, the design capacity of the channel is about 70 cfs.Water velocities in the channel-!will approach 4 feet per second. If the channel capacity is deepened the channel velocities will even be greater. Based on this analysis it appears that the channels design capacity and/or recommended Qhannel velocities will be exceeded during periods of high surface runoff. It is suggested that these possible problems be further evaluated. The plan also shows twin 36" diameter concrete pipes to be used to conduct one stream's flow across the circle. The predicted peak flow in this stream is estimated to be about 140 efs. If maximum allowable head over the culvert is 2.5 feet, the predicted design capacity is about 130cfs with outlet velocities about g feet per second. This approximates predicted flows; however, due to high flow velocities installation of stone aprons or other methods of preventing scouring at culvert entrances and outlets should be considered.
