Date: June 11, 2018 WRITTEN DOCUMENTATION: 5.1.5 SITE EVALUATION STATEMENT: The applicant requests a waiver from this requirement. Section 5.4.1, Applicability of all Environmental and Community Impact Statement, slates subdivisions creating frontage for six or more dwellings must provide an analysis, Of the proposed 6 lot subdivision, one dwelling already exists on the site, therefore 5 additional lots for dwelling units will be created, less that the required criteria for providing the study. 5.1.6: CERTIFIED COPY OF DEED/PROOF OF OWNERSHIP: See Attached. 5.1.7: LIST OF NAMES OF ABUTTERS See Attached. 5.1.8: LIST OF WAIVERS: Waivers are requested from, the following requirements of the Rules and Regulations Governing the Subdivision of Land in North Andover; 1, Section 6.8,1,Table IA: The mininiurn pavement width fora local residential street is 26 feet. 24feet is proposed. 2. TYPE OF PERFORMANCE BOND: Tri-partite agreement or letter of credit i Improvement of Rea Street North Andover Mass. Environmental and Community Impact Statement Date: June 11, 2018 5.4.4.1 NATURAL ENVIRONMENT a Air and Noise Pollution: As with any construction project, there will be noise generated with the construction of the new road and building of the new homes. This site is relatively flat and will require some earthwork to construct the new roadway, This noise will be short-term, ending when roadway construction is finished which should be completed in five or six weeks. After the roadway is completed, the remaining construction noise will be minor and will be associated with the building of the homes and only for the excavation, foundation, and framing portion of the work. One major point is that abutting land to the south is owned by owner of the lot to be subdivided and ultimately donated to the Town of North Andover. No blasting is expected with the proposed construction activities. The only potential for air pollution would be from dust associated with the construction of the new road. This will be monitored carefully and mitigated with a regular watering program to control dust. After the construction period there will no impact on air or noise pollution associated with normal residential areas. b Water Pollution: The proposed drainage system for the new road will collect, treat and infiltrate some stormwater runoff back into the ground and are designed with outlets for a controlled rate of release, The remaining runoff will be captured in surface a rain garden with outlets for a controlled rate of release. This, along with the conversion of the groundcover into lawn will decrease the rate and volume of runoff from the property.This project does not propose any new drainage connections to the town drainage system and will reduce the amount of stormwater flowing from the property to Mosquito Brook. c Land: The existing land proposed for development consists mostly of woods. The land gently slopes down to the east and south with varying slopes. The underlying soils are mostly sand parent material with some loarny sand on the eastern portion of the site, which are adequate for the proposed residential development, The roadway is graded to provide enough change in elevation to accommodate the surface drainage measures. d Plants and Wildlife The Massachusetts Natural Heritage Atlas does not indicate any"Estimated Habitat of Rare Wildlife and Certified Vernal Pools"or"Priority Sites of Rare Species and Exemplary Natural Communities"within or abutting the project site. The project is abutted by medium-intensity development,with single-family residences abut the project to the north, east and west. The prosed layout will provide approximately 17 acres to the Town of North Andover which contains woodlands,wetlands and a portion of Mosquito Brook which will continue to provide habitat for birds and small animals. Improvement of Rea Street North Andover Mass. Environmental and Community Impact Statement Date: June 11, 2018 e Water Supply The proposed new lots will be served by municipal water by a new 8-inch water line. The development will connect the two ends of water main at each end of Rea Street. f Sewage Disposal All new homes will be served by a new gravity sewer main, into a new pump station, and connected to the town sewer system. All new sewer lines will connect to the Abbott Street sewer, The 7 additional horns are expected to generate a total daily demand of 3,080 gallons per day. This flow was calculated based on the Massachusetts Department of Envirom-rental Protection(MA DEP) sanitary code. Based on recent studies,the actual flows will be approximately half of these calculated flows. As a result of discussion with the town DPW,the pump station will be sized to accommodate the connection of an addition 15 homes from North Cross Road. 5.4.4.2 MAN-MADE ENVIRONMENT a Existing Neighborhood Land Use The proposed development is consistent with the surrounding homes located in this R2 Zoning district. The proposed lots are similar to other residential lots near the project site. There are no known easements on the subject property. b Zoning The land within the project site resides within the R2 zoning district with lot areas of 43,560 square feet and minimum lot frontage of 150 feet. All the proposed lots comply with this zoning district, with lot sizes having at least 43,560 square feet. 5.4.4.3 PUBLIC SERVICES a Schools Children from homes in the new development may attend the North Andover School System. Existing bus routes exist for students attending the Sargent School,North Andover Middle School, and North Andover High School. b Police There will be no impact on the North Andover Police Department, The new roadways will provide access to the proposed single-family homes, c Fire The Fire Station that services this property is located at the corner of Salem Street and Johnson Street, approximately 2 miles from the property. The roadway is designed to accommodate North Andover fire apparatus. i Improvement of Rea Street North Andover Mass. Environmental and Community Impact Statement Date: June 11, 2018 i d Recreation There are no proposed recreation areas with this project. There are numerous recreational fields located nearby the project site. e Solid Waste Disposal All trees removed for the project will be cut and removed from site, with the smaller branches chipped and trucked off site. All stumps will be removed, chipped and hauled off site. No stumps or branches will be burned or buried on site. All solid waste generated by construction operations will be removed promptly by the contactor in compliance with all local and state regulations. Solid waste generated by the 7 homes will be serviced by the town's municipal waste removal services. f Traffic The seven additional homes will have negligible impact on Abbott Street or Summer Street traffic. The new connects two existing portions of Rea Street provides adequate site distance and does not present any potential conflict or safety concerns with its location and proposed design. g Highway sway Construction access to the site will be from either the Abbott Street or Summer Street side of Rea Street, which currently experiences mostly residential vehicle traffic. Any construction vehicle impact will be negligible. The proposed roadway is designed for minimal maintenance. 5.4.4.4 AESTHETICS a Lim No lighting is proposed for this new road. All electrical and cable utilities will be located underground. b Landscaping The new roadway will include the planting of new street trees. The applicant intends to sell new homes complete, including the appropriate trees, shrubs, and lawn. c Visual The proposed development will not be fully visible from North Cross Road or Rea Street. The surrounding woodlands will screen and minimize visual impact of the project site. Modest residential homes are anticipated with architectural-type roof shingles. The proposed homes will be consistent with the architecture of homes throughout the town. Improvement of Rea Street j North Andover Mass. Environmental and Community Impact Statement Date: June 11, 2018 I The proposed layout will provide land donated to the town to the south of the development which will maintain a wooded buffer between the new development and the existing neighboring homes 5.4.4.5 PLANNING The proposed project roadway has been designed to substantially comply with the North Andover Subdivision regulations and lots conform to the R2 zoning requirements. The North Andover master plan does not designate this area for any specific land use. CHRIS TIANSEN & SERGI, INC. CS01 PROFESSIONAL ENGINEERS AND LAND SURVEYORS IMPROVEMENT OF REA STREET NORTH ANDOVER, MASS. CONSTRUCTION SEQUENCE Date: June 11, 2018 1. The locations of the sedimentation control will be staked out by a survey crew to insure proper locations. 2. The sedimentation control will be installed, and subsequently inspected by the Environmental Monitor and Conservation Agent prior to any construction. 3. The trees in the work area will be cut and removed from the site. 4. The areas of the roadway, utilities, and Infiltration Basins will be grubbed. All loam within these areas is to be stockpiled in locations out of the immediate work area. All stockpile locations are to be located in areas of relatively flat slopes and at a minimum of 1 00' from all jurisdictional wetland resource areas. 5. The roadway entrance will be cut/filled to subgrade. The crushed stone construction entrance will be installed at the entrance to the project. The remainder of the roadway will be cut/filled to subgrade. 6. Infiltration Basins will be rough graded. The roadway drainage swales will be rough graded. Check dams will be installed along the swales to allow the swales to serve as temporary sediment traps. 7. The underground utilities will be installed. This includes the water main and appurtenances, sewer system pipes and manholes, drainage system pipes and structures, gas pipes and appurtenances, and the conduit and appurtenances for the electric and other underground utilities. The areas disturbed for the utility lines that lie outside of the proposed roadway will be brought to finish grade, and be loamed and seeded immediately after installation. 8. The gravel base and binder pavement in the roadway will be installed. 9. Infiltration Basins and the roadway drainage swales will be finish graded. Loaming and seeding shall take place immediately after final grading. The check dams shall be reinstalled and shall be maintained until all contributing upgradient areas are stabilized. i I I f 3 1 10. The construction of the houses will commence. As each house foundation is installed, the driveways will be cuttfilled to subgrade and the yard areas around the houses will be rough graded, The underground utility services will be installed. 11. As soon as it is no longer necessary to have construction access around a house, the gravel base for the driveway will be installed and the driveway will be paved. 12. The yard areas will be finish graded, loamed, and seeded. 13. After all of the foundations are installed and it is after the period when heavy equipment needs to drive over the pavement, the top course of pavement will be installed in the roadway. 14. The finish landscaping will be performed. 15.
