General Civil Peer Review
Dear Ms. Enright:
On behalf of the Town of North Andover, TEC, Inc. reviewed documents as part of the civil
engineering peer review for the proposed project located on an undeveloped lot on Rea Street
(Map 38, Lot 37). Messina Development Company, Inc., (`Applicant'), submitted the following
documents, which TEC reviewed for conformance with the Town of North Andover zoning
Bylaws, the Town of North Andover Rules and Regulations Governing the Subdivision of Land,
and general industry standards:
• Form C—Application for Definitive Subdivision Approval, prepared by Christiansen &
Sergi, Inc., dated June 11, 2018;
• Plan set, prepared by Christiansen & Sergi, Inc., dated June 11, 2018, revised on
June 26, 2018;
Upon review of the submitted documents, TEC has compiled the following general civil
comments,
1. The Applicant should confirm that all plans are prepared per Rules and Regulations of
the Registry of Deeds or the Land Court Manual of Instructions.
2, The Applicant should indicate all bench marks and elevations.
3. The Applicant should indicate the vertical datum that the existing conditions survey is
based on.
4. Applicant should provide areas of easements on each lot in square feet and in acres.
5. The Lotting Sheet (Sheet 2) does not appear to be scaled correctly,
6. The Applicant should include the following note on the Drainage and Grading Plan, "No
building or structure shall be built or placed on any lot without a permit from the Board
Health, if such a permit is required."
7. The Applicant should provide test pit log data on the Grading and Drainage Plan.

8. Applicant should indicate the location of the gas, electric, and communications lines on
the Utilities Plan (Sheets 6-7) and on the Plan and Profile (Sheet 8).
9. The Applicant should provide bearing and distances of all tangents along the center line
and the right-of-way on the Plan and Profile sheet (Sheet 8).
10,The Applicant should provide radii, arc length, and central angle of all curves along the
center line and right-of-way on the Plan and Profile sheet (Sheet 8).
11.The Applicant should provide bearings and distances of all lines of proposed easements,
including the 25' road widening easements.
12.The Planning Board should determine if the 30-foot front yard setback should be set
based on the existing right-of-way or the proposed right-of-way easement.
11 The Applicant should provide existing left and right, right-of way profiles —Town of
North Andover Rules and Regulations Governing the Subdivision of Land Section
5.2.5.4.(c)(2.)
14.The typical cross-section of the Rea Street shown on Sheet 10 should include minimum
depths of cover for all proposed utilities - Town of North Andover Rules and Regulations
Governing the Subdivision of Land Section 5.2.5.5.(a)
15. The erosion control should be placed around the drainage outfall associated with the
infiltration basin located between Lot 2 and 3.
16. Infiltration basins shall be numbered on the Grading and Drainage plan (Sheet 5) to be
consistent with the Infiltration Basin Detail on the Construction Details (Sheet 12).
17. The Applicant requests a waiver from providing a Site Evaluation Statement -Town of
North Andover Rules and Regulations Governing the Subdivision of Land Section 5.1.5.
Applicant states that the project is only creating 5 additional lots, which is less than the
required criteria for providing the study. However, according to the plans and
application, the Applicant is proposing a Not subdivision, therefore a Site Evaluation
Statement is required.
18,The Applicant should provide a Cost/Benefit Analysis (Section 5.4.4.7).
19.The Applicant should provide a Cost Estimate (Section 5.4.4.8).
20.The Applicant should provide a narrative to summarize the erosion control measures for
the project (Section 5.4.4.9.i.a).
21.The Applicant seeks a waiver for providing curbing along both sides of the new street.
The Applicant is providing sloped granite curbing along one side of the road. Proposed
8-ft curb opening is proposed for directing stormwater runoff to proposed BMP's.

22.The Applicant should indicate the design speed for Rea Street and confirm all crest and
sag vertical curves meet the minimum K value as required by AASHTO Green Book.
23.The Applicant should include a list of requested waivers on the definitive subdivision

Applicant Response: The Road Widening Easement is to provide a Sd' Right of Way. The
easement is not a property line and therefore the setback should be from the property
line as shown.

13. The Applicant should provide existing left and right, right-of way profiles --Town of North

Andover Rules and Regulations Governing the Subdivision of Land Section 5.1.5, Applicant
states that the project is only creating 5 additional lots, which is less than the required criteria
for providing the study. However, according to the plans and application, the Applicant is
proposing a 7-lot subdivision, therefore a Site Evaluation Statement is required.

TEC.• Comment addressed, however the plan set submitted is a total of 12 pages, and the comment
provided in the Site Evaluation Statement refers to a 14 page plan set. The Applicant should confirm
the 14 was an error, and the submitted 12 page plan set is what was referenced
21. The Applicant seeks a waiver for providing curbing along both sides of the new street. The

22. The Applicant should indicate the design speed for Rea Street and confirm all crest and sag

Applicant Response: The road was designed in accordance with the Town of North
Andover Subdivision Rules and Regulations which require a design speed of 30 MPH.
Waivers for the crest and sag vertical curves have been requested. The K values of the
vertical curves at the start of the proposed road are less than the requirement, however
we do not believe will result in a safety issue. The curved are only proposed to allow for
the driveway of 356 Rea Street which is currently within the right of way.

23.The Applicant should include a list of requested waivers on the definitive subdivision plans.

Andover Zoning Bylaw, An Earth Removal Permit may be required.
25. Although seven new homes will not generate excessive traffic, the Applicant should address
Section 5.4.4.6 of the Town of North Andover Rules and Regulations Governing the Subdivision
of Land.

19, A cost estimate has been provided.
20, The narrative to summarize the erosion controls has been revised.
24. Cut/fill calculations have been provided.
25. The proposed roadway has been revised to a cul-de-sac so no traffic
patterns will be changed. The construction of the 7 single family homes
will produce 5 A.M. peak hour trips, 7 P.M.peak hour trips, and 67 total
daily trips.
