Although a file#is being issued,please note the following: These comments are based on the revised Stormwater Report and plan set(12 Sheets)all dated 9-18-2018 that were recently submitted to MassDEP. A narrative should be provided to the NACC and MassDEP demonstrating how the project meets the Riverfront Area performance standards under 310 CMR 10.58(4)(c)-the alternatives analysis, and 10.58(4)(d)-no significant adverse impacts. Although the house lots are not part of this NOI, they must be included in the alternatives analysis, along with the overall RFA alteration amounts proposed. The limit of work on Lot 7 will need to be revised out of the inner riparian zone, as this does not meet 310 CMR 10.58(4)(d)1. Pis clarify what the actual elevation(s)for the floodplain associated with Mosquito Brook is and show it on the plan. The proponent should consider using the HEC-RAS program to model Mosquito Brook to determine the flood elevations(s). It is unclear if work and/or filling within BLSF is proposed. Stormwater Checklist and report should be stamped. Pis provide the calculations for each new outfall in accordance with Stormwater Standard 1, The test pit data for D2 and D4 should be provided to show that ESHGW greater than 2' from the bottom of the infiltration unit. Observation wells should be included on the infiltration unit detail. Based on the TP data, the soils appear to be considered rapid for infiltration and therefore, requires 44% TSS removal prior to discharging into an infiltration unit(Standard 3). Additional TSS charts should be provided to demonstrate compliance with this. How is the trench drain being connected to DMH4? Does the existing Stormwater basin off North Cross Rd have the capacity to handle the additional flow from the outlet? They were Double-ring infiltrometer tests performed to determine the infiltration rate of the parent material. These results are provided in the Soil Analysis section of the Stormwater Report. • Inspection ports have been added to the Infiltration Area Detail • Deep sump and hooded catch basins and Cotech CDS units are proposed prior to the infiltration areas. TSS removal spreadsheets have been provided for the Pretreatment of each infiltration area. • The trench drain has a perforated pipe within the stone and a solid PVC pipe once the stone ends. The PVC pipe connects into DMH 4. • The existing retention basin and contributing areas have been modeled in HydroCAD based on the Definitive Subdivision plans. The rate of runoff downstream of the culverts in Rea Street has been analyzed to show a reduction in rate under the proposed conditions. • A detail of the existing basin has been provided on Sheet 10. • The BMP has not been maintained. The basin will need to be cleaned prior to the new stormwater connection. • The 0 &M has been revised for the Contech Units.
