As an abutter to the proposed project, I have several questions and concerns regarding this project as it impacts my lot and the immediate surrounding area. My neighbor, Rick Green, has submitted a comments document with specific references to Jean Enright and has asked that the document be forwarded to the Planning Board. My husband and I share the same concerns as outlined in his letter, As I mentioned previously, neither my husband Brian nor I am able to attend the Town Planning Meeting this evening, Tuesday July 24, as we have a prior commitment. As an abutter to the project site, the attached document includes specific references to the impacts upon my lot as well as the overall project. I would appreciate it if you could forward these conuaients to the Planning Board if that is acceptable protocol. I have also copied the North DPW and Town Engineer on this correspondence as there are matters pertaining to these departments. Sincerely, Rick Green,P.E. cc: Jim Stanford NA DPW, Tim Willett,NA DPW, John Borgesi, Town engineer Attachment: Comments on Definitive Subdivision Plan for Improvement of Rea Street Richard Green Jr. 357 Rea Street North Andover,MA 01845 COMMENTS ON DEFINITIVE SUBDIVISION PLAN FOR IMPROVEMENT OF RE,A STREET Toren C--Application for Definitive Subdivision Approval 5.1.5 Site Evaluation Statement: Can further explanation be provided for the waiver of an Environmental and Community Impact Statement?The statement indicates that this is a six(6) lot subdivision with one(1)dwelling already existing on the site. The plans for the definitive subdivision show seven(7)proposed lots with no existing dwelling, 5.4.4.1 Natural Environment: • f. Sewage Disposal Will all of the residents of North Cross,Rea Street and South Cross Streets be serviced by the new pumping station including the homes on Rea Street towards the Summer Street end. Can the sewer be extended to pick up#356 and#357 Rea Street as wet[,as these will be the only 2 homes on this section of Rea Street not serviced by sewer. 5.4.4.3 Public Services • f. Traffic Has any traffic analysis been performed to show the impact of the connection of Rea Street from the Abbott Street side to the North Cross side? This connection will generate more traffic than just the average daily trips from the propose'l seven(7)new lots. Additionally, consideration should be given to installing a stop sign at the interection of Rea Street with Abbott Street at 344 Abbott Street. There are countless vehicles who turn cast on Rea Street at this intersection trying to reach the higher number homes on Rea Street following their GPS. The intersection of Rea Street at#344 Rea Street will become more unsafe than it is now with the new subdivision; traffic control signage is needed. There are three(3)homes,#329,#344 and 1356 Rea Street that have young children that play on Rea Street. Construction vehicles will need to use extreme caution on this section of roadway if this area will be used to access the unimproved section of Rea Street, Construction Sequence • Installation of utilities and restoration of existing Rea Street and Abbott Street is not included in this sequence. • Will access to#344,#351,#356 and 057 be restricted during construction, or will access be maintained for residents and emeregency personnel? i i Definitive Subdivison Plaits General • Why is there no legend on the drawings? Sheet 2 of 2 Lotting Sheet j • Will a tree/existing vegetation buffer be left between proposed Lot#1 and that of 4357 Rea Street outside the 100' Buffer Zone and 200' Riverfront Area? • Will the existing vegetation be maintained along Rea Street at#356 be maintained? Sheet 5 of 12 Grading and Drainage Plait • Please provide further explanation of the reconnection of the driveway at#356 Rea Street as it relates to the existing driveway. • Who is responsible for maintaining the proposed infiltration basins, the North Andover DPW?, Sheet 6 of 12 Utilities Plan • Can the gravity sewer be extended approximately 130' to allow#356 and#357 Rea Street connect? • Confirm the sewer pump station willl have a backup generator and how many times/month it will be exercised automatically? • No connection of the"dry"sewer in Rea Street to the new pumping station is shown. Is this installation by the Town of North Andover? • Who will maintain the proposed rain garden? • The existing water line that services#356 Rea Street is not shown on the plan. • Will the water service for#356 Rea Street be maintained off the existing water line or connected to the new 8"water line? • Will a service from the new S"be installed to the property line at 4357 Rea Street with a curb stop,or a corporation installed on the main for a fixture connection? #357 is currently serviced by a private well. • Where is the connection of the new 8"water line to Rea Street/North Cross shown? • Will the new lots be serviced by natural gas and if so will the main extend to the existing part of Rea Street? • Where will the proposed underground electric service connect to existing electric? Sheet 7 of 12 Utilities Plan • The existing water line that services#356 Rea Street is not shown on the plan. • Please refer to the comments on Sheet 6 of 12 regarding the new water main. • Considering the majority of existing Rea Street and part of Abbott Street will be excavated for utility installation,will these sections of roadway be completely reconstructed including new subbase materials and bituminous concrete similar to the new roadway that will service the new homes? • Are there any improvements planned for the existing part of Rea Street from#344 to#356 other than utility installation? i i I i I i Sheet 9 of 12 Erosion and Sedimentation Control Plan i • Are there any additional erosion and sedimentation controls proposed for the east end of the proposed subdivsion at the existing wetlands?
