Andover Gentlemen: Attached is a Definitive Subdivision Plan for Tucker farms. In developing the Plan, we tried to incorporate your suggested Modifications of the Preliminary Plan (decision of June 21, 1984) . However, in some cases, we have not adhered to your decisions for what we believe are good reasons. Each of the items of your decision is listed below with comments as to whether or not those items are incorporated into this design. Items 1-5 All water works will be installed as requested. (See Plan) Item 6 A Notice of Intent will be filed with the Conservation Commission. The Planning Board will be given a copy of that application. Item 7 We do not propose to install catch basins at the intersection of Mill Road and the Access Road because the intersection is at a crest of a hill. Because of that, the catch basin will collect only the water that directly falls on them and they would not intercept- any runoff. We propose instead the catch basins at station 3+00 on the proposed road. Item 8 Accepted, see detail sheet. Item 9 Accepted, see detail sheet. Stem 1.0 All Lots in the subdivision slope away from the road . It is only natural that the cellar drainage will be away from the road rather than to the road drainage system. Item 11 We have proposed curbing the entire length of the subdivision road. Additionally, our road cross section shows a 26 foot road which is 4 feet wider than the 22 feet road required by your regulations. While we Have changed the drainage plan, we have tried to maintain the intent of this comment; that is elimination of manholes. Item 17 We still believe that the access to Johnson Street- wi.l be unsafe and will. address that question in the Environmental. Report (Item 20) . We hope that the Board will maintain an open mind on this issue of public safety. Item 18 a) A visual easement is shown on Lot 1 and you will be receiving a similar easement for the property to the south. b) Complete topographic detail. will be provided. c) The approach to the proposed road is safe. However, we will work with the Highway Surveyor to improve the safety of Mill Road at the access. Notation: The notation on your decision at this item indicates to me that the location of Road A could be changed during the course of the review process. For that reason, we have assumed " that the actual location and approach grade of Load A will not be truly finalized until the end of the review process. As presently shown, the ' plan assumes no grade reduction in Mill Road . however, it is the intent of the developer to cooperate fully with the Highway Surveyor and to lower the grade of Neill Road. The Planning Board will be kept informed ofour work on that area. Item 19 The phrasing of this comment is the decision is unclear. Item 24 An Environmental Impact Statement will be submitted.
