Several items were brought to our attention that need to,•be 'completed in . order to release the lots under covenant. A 30 day limitation nas been placed on these two subdivisions which we feel is a reasonable time frame. Therefore , the final completion date is October 10,. 1985 • Please be advised that` the Board did note to instruct Town Counsel to exercise the covenant unless the work is completed within 30 days. The fact that you neither attended the meeting nor forwarded a status report, the Board assumed that you are disinterested in completing both projects. However, it is my understanding that you intend to meet with Mr. Cyr on-site to finalize the items outstanding, To expedite their completion, we would anticipate that the remaining work to be done will commence prior to our next meeting on September 9th. There is no reason, why these two subdivisions cannot be sinned off prior to the setting in of the Winter season. Headwall not acceptable. (needs finish rubbing) 2. Needs riprap at headwall discharge and channel from headwall to brook needs cleaning and shaping. 3. Stone bounds need to be installed. (6" bounds set flush) 4- Street sign and steel post. 5. There is a good deal of patching to be done on binder hottop where there are fractures or breakage. (6" of hottop required in patching with all edges cut back and cleaned and emulsified. 6. Basins to bo adjusted and finish coat of hottop to be applied with a 3/8" minimum crown. The finish hottop thickness should be I`�+f' to make up for binder damage. 7. Shoulder and loam areas are not according to plan. All these areas to be regraded and seeded. On March 24, 1981, I submitted a memorandum to the Board of Health with respect to the soil testing, a copy of which is enclosed herein. In reviewing the impact of the subdivision on Mosquito Brook, the following are my findings : 1. The flow of Mosquito Brook, at the junction of the brook with Salem Street, has been calculated at 367 cubic feet per second. 2. The typical cross section (sheet 6A) indicates a brook- way area of 98. 13 sq. ft. at elevation 61. 5, 60 sq. ft. at elevation 61 . 0, and 35 sq. ft. at elevation 60 . 5. 3. Floodway elevation has been thus determined to be 61.0. Re: Abbott St. S. B. Homes, Inc. Dear Bill: I have gone over plans and also visited the site and make the following recommendations. In genergl I have no objections to this proposal and as you know I have strong objections to culdesacs and dead end streets, but in this case I cannot see where future connections of this proposal could be made, either to existing streets or future develop- ment in the area. c,_.. I would recommend 2 catch basins be installed at the intersection of Abbott Street and the sub- division road, instead of at Station 1.25, as shown on the plan. 2 additional basins should be installed at the intersection of road where it enters the culdesac and the grade of the culdesac should be re- versed, so that all water from the culdesac would E enter these basins. The drainage easement could stay the same but it should be deeded to the Town of North Andover, by the developer. Other Items: 1. Gravel to be of good quality and free of any stone larger than 6 inches. 2. Catch basins to be 8 in. pre-cast and all pipe to be re-inforced concrete, top grade. 3. Crown of the road to be 3/8 in. per foot. 4. Road to be paved 26 ft. in width and an 18 in. overlap of gravel. If there were a profile of this road, along with this plan, it would not be necessary for me to list some of these general items. Abbott St. as shown on this plan is not a Public Way. I wish to caution the developer, that even though Abbott St. is no gem we did spend a great deal of time, last summer, bringing it up to the present condition, which is a considerable im- provement. If concrete trucks and other heavy equipment give this road a pounding, while the frost is coming out, or during the spring thaw, it could be disasterous for this road. I would request that the developer use good judgment, in protecting this road because, where the road is private, and where we did make repairs and did an oil seal, that is all the repairs this road can expect, for another 4. or 5 years. So, if the road is broken or messed up the people will have to live with it, under those conditions. Any excavations within Abbott St. will require a Street Opening Permit along with bonding and set conditions. Very truly yours, 4 William A. Areas. Also, after a .recent site, the Commission agreed that the proposed construction work could be done without any detrimental effect on Mosquito Brook, at the rear of the sub-division.
