HomeMy WebLinkAbout2024-06-03 Select Board Minutes NORTH ANDOVER SELECT BOARD MINUTES JUNE 3, 2024 Call To Order: Chair Laura Bates called the open meeting to order at 7:00PM in the Select Board Room at Town Hall. Select Board in Attendance: Chair Laura Bates, Janice Phillips, Clerk Dave Kres, Vice Chair Rosemary Connelly Smedile and Brian Roache were present. Non-Board Members in Attendance: Town Manager Melissa Rodrigues, Deputy Town Manager Denise Casey and Assistant Town Manager Laurie Burzlaff were present. Public Comment Two high school students discussed bringing awareness, education and encouragement of proper electronic device waste. They also discussed pollution of bodies of water and marine health. Ryan Shruender of 60 Phillip Court commented about the North Andover Housing Plan. Mr. Shruender stated though it sounds like it is a great plan, it does not go far enough, including there is seems to be no quality of life, not enough meetings scheduled to discuss the future of the town and also does not go into the detail. Mr. Schruender mentioned that he is willing to help with the plan. Joe Hicks, 49 Bradstreet Rd., discussed June as a pride month in North Andover. Kevin Dube, 76 Boston Hill Rd., discussed that the numbers of the North Andover Housing Plan were confusing and is concerned that detached homes are not being built. Recognition- High School Robotics Team Members of the robotics team were present at the meeting and explained the recent successful season of awards, including earning the Think Award. Housing Production Plan presentation Ian Burns and Kayla Rennie with Merrimack Valley Planning Commission were present at the meeting and gave a presentation of the North Andover Housing Production Plan. Mr. Roache asked if North Andover is under the Safe Harbor. Mr. Burns stated no, not under Safe Harbor as there are two boxes to be checked to obtain that status and currently North Andover is doing neither one so it is at risk. Mr. Roache asked about the age distribution chart and how it tracks with the State. Mr. Burns stated it is pretty similar. Mr. Roache asked about school enrollment data and look back to 2023. Mr. Burns stated yes. Ms. Bates asked about the age population and the fact that younger population are leaving North Andover. Mr. Burns stated yes because of the cost of homes. Mr. Roache asked about the traffic or town services since it was not mentioned. Mr. Burns stated traffic conditions are difficult to discuss when they don't have a specific site in mind and the same goes for the town services. Ms. Phillips asked where, in town, is there is a starter home district. Mr. Burns stated the state has not adopted it yet since the guidelines are just being developed, possibly finalized by late fall. Ms. Bates asked if the state will support with infrastructure. Mr. Burns stated yes and no. There are grant programs that will be available if you have the zoning. You have to apply for it, it is not just given. Mr. Roache asked if any ADU district created can restrict to owner occupied. Mr. Burns stated yes it can state that as of right now and many variables can also be attached. Mr. Roache asked about two-family housing and wanted to know why it hasn't been discussed. Mr. Burns stated it did not come up during community conversations and that towns can put restrictions on conversions. Ms. Bates asked why Boxford is not required to participate. Mr. Burns stated that 15 communities are participating and working to towards compliance and must not to look to compare to the communities doing the least. Ms. Burzlaff reminded the Affordable Housing Trust has a rental and down payment assistant program available. Meeting dates July-December 2024 thth Ms. Phillips and Mr. Roache mentioned date conflicts on August 5. Mr. Roache mentioned October 7 is also a conflict. th Ms. Rodrigues stated that the August 5 meeting will be deleted from the schedule. 1 NORTH ANDOVER SELECT BOARD MINUTES JUNE 3, 2024 Request from Eversource to excavate Sutton Hill Road and Sutton Place for the purpose of replacing 1,716 feet of 6" bare steel Kyle Benoit, Robert McCann and Daniel Gendron from Eversource was present at the meeting to discuss the evacuation on Sutton Hill Road and Sutton Place. There will be a modern pipeline and replacing steel in the ground since there will be a paving project schedule for next year. Ms. Phillips asked about the disturbance to the neighborhood. Mr. Benoit stated the project is almost complete and there have been not been any issues. MOTION: Mr. Roache motioned to approve the request from Eversource to excavate Sutton Hill Road and Sutton Place for the purpose of replacing 1,716 feet of 6" bare steel. Ms. Smedile seconded. Motion approved 5-0. Discussion regarding CPC project- barn Bill Callahan, chair of the Community Preservation Committee, and Town Counsel Christine O’Connor were present at the meeting to discuss the restoration of the barn on Johnson Street and that there has been some friction on the grant agreement. Ms. O’Connor discussed the legal side. LICENSING (taken out of order) MOTION: Ms. Smedile motioned to open a meeting of the North Andover Licensing Commission. Mr. Kres seconded. Motion approved 5-0. Application from Kate Poulin d/b/a Predictions Past.Present.Future for a fortune teller license at 1200 Salem Street Kate Poulin was present at the meeting. MOTION: Mr. Kres motioned to approve the application from Kate Poulin d/b/a Predictions Past.Present.Future for a fortune teller license at 1200 Salem Street. Ms. Phillips seconded. Motion approved 5-0. Application from Luis D. Vargas of El Autlense, Inc. d/b/a Pablos Mexican Street Eats and Margaritas at 129 Main Street Luis Vargas was present at the meeting. MOTION: Ms. Phillips motioned to approve the application from Luis D. Vargas of El Autlense, Inc. d/b/a Pablos Mexican Street Eats and Margaritas at 129 Main Street. Ms. Smedile seconded. Motion approved 5-0. MOTION: Mr. Kres motioned to close a meeting of the North Andover Licensing Commission. Ms. Smedile seconded. Motion approved 5-0. Request of Rick Gorman, Director of Youth & Recreation Services, to use the Town Common for the Summer Concert Series and the Summer Children’s shows MOTION: Ms. Smedile motioned to approve the request of Rick Gorman, Director of Youth & Recreation Services, to use the Town Common for the Summer Concert Series and the Summer Children’s shows. Ms. Phillips seconded. Motion approved 5-0. Request from Neurofibromatosis Northeast to use Salem Street, Ingalls Street, Forest Street and Lacy Street on Saturday, September 7, 2024 from 7:00AM to 4:00PM for the annual Coast to the Cure Bike ride MOTION: Ms. Smedile motioned to approve the request from Neurofibromatosis Northeast to use Salem Street, Ingalls Street, Forest Street and Lacy Street on Saturday, September 7, 2024 from 7:00AM to 4:00PM for the annual Coast to the Cure Bike ride. Mr. Kres seconded. Motion approved 5-0. 2 NORTH ANDOVER SELECT BOARD MINUTES JUNE 3, 2024 Request of the Cultural Council to use the Town Common on June 12, 2024 from 5:00PM-8:00PM for the Pride and Popsicles/NACC Grantee Showcase and to hang banners on the light poles from June 12, 2024 through June 30, 2024 Stephanie Aude was present at the meeting. MOTION: Mr. Kres motioned to approve the request the Cultural Council to use the Town Common on June 12, 2024 from 5:00PM-8:00PM for the Pride and Popsicles/NACC Grantee Showcase and deny the request to hang banners on the light poles from June 12, 2024 through June 30, 2024. Mr. Roache seconded. Motion approved 5-0. Request of the Festival Committee to use the Town Common every Tuesday and Thursday from 6:00PM-7:00PM starting on June 25, 2024 and ending on August 29, 2024 for the Summer Fitness Series MOTION: Ms. Smedile motioned to approve the request the Festival Committee to use the Town Common every Tuesday and Thursday from 6:00PM-7:00PM starting on June 25, 2024 and ending on August 29, 2024 for the Summer Fitness Series. Ms. Phillips seconded. Motion approved 5-0. Request of Kathleen Keenan, Library Director, to close Middlesex Street from Greene Street to Main Street on June 26, 2024 from 4:00PM to 7:00PM for the Summer at Stevens 2024 kickoff MOTION: Ms. Phillips motioned to approve the request of Kathleen Keenan, Library Director, to close Middlesex Street from Greene Street to Main Street on June 26, 2024 from 4:00PM to 7:00PM for the Summer at Stevens 2024 kickoff. Mr. Roache seconded. Motion approved 5-0. Transfer $15,000 from ARPA to fund financial consultant for the school department MOTION: Ms. Phillips motioned to approve the transfer of $15,000 from ARPA to fund a financial consultant for the school department. Mr. Roache seconded. Motion approved 5-0. Appointments: Ms. Rodrigues mentioned there was a public comment emailed from John Savastano who lives on Greene Street. Ms. Rodrigues read the public comment regarding the concern to.having an interview upon a board expiration date. Mr. Savastano does not understand why an interview is required upon expiration. Ms. Phillips mentioned the importance to have interviews before the board’s consideration of the reappointment to understand the individual’s goals and ideas for their board. 1. Mr. Phillips seconded. Motion approved 5-0. Approval of Open Session Minutes of May 6, 2024 & May 14, 2024 MOTION: Ms. Phillips motioned to approve the minutes of May 6, 2024 and May 14, 2024 as presented. Ms. Smedile seconded. Motion approved 5-0. SELECT BOARD UPDATES - Ms. Smedile stated that Father Daly retired from St. Michael’s Church - Ms. Phillips congratulated the Class of 2024 TOWN MANAGER UPDATES Ms. Rodrigues provided a copy of her Town Manager Report which can be found with the agenda packet.
