Nolan, President Parthenon Development Group 853 Turnpike Street j North Andover, MA 01845 Res Rosemont PRD Project Dear Johns Thank you for presenting the above cited protect to the Technical Review Committee on October 12, 1988. Please be advised that the committee had the following concerns regarding your projects A. Planning Department Concerns 1. Does the easement to Holly Ridge Road exist and what does it allow? 2 . Steep grades ( 10% ) makes access very difficult 3. Must maintain a minimum of a 50 ' non-distrubed buffer area along the parcels perimeter boundary 4 . Grading for the structures . Details needed, would like the units located on different levels which correspond to the existing topo to the extent possible . 5 . Would not suggest you maintain the retention areas as water bodies . They will revert to wetlands and be impossible to properly maintain. 5 . Must submit a draft instrument for your open space easement, 7 . Need to supply a supplemental landscaping plan . Suggest you preserve the existing trees found on-site to the greatest extent possible . E S I i Page 2: 8 . Place a no--cut sine on the plan. This will be used by the Planning Board to maintain existing tree cover ? found on-site . 9 . Suggest you supply two cross sections ( one looking north and one looking south ) which shows the extire site with final elevations of the hills and the siting of the structures . E i 10 . Detail design of the entry area requested including E the design of the retaining, walls . Would also suggest you provide an area for bus loading off the roadway near the entrance to the project. B,. DPW Concerns 1 . Sewer Extension 2 . Water line extension and water pressure issues . Might look at supplying a reservior on-site to help supply needed water pressure . 3 . Need detailed drainage plans, which shows how the water will be routed to the retention ponds. C . Fire Department Concerns 1 . 10% road grades are excessive 2 . Need better fire access to the structures 3 . Water pressure is a concern for fire fighting 4 . Request residential sprinklers in the units 5 . Need a method for emergency access to the main gate. Look at the system used at Fuller Pond in the Town of Middleton. 6 . Provide emergency access to the ponds and the jogging path. 7 . Might request a through road be supplied to Holly Ridge Road. D. Police Department Concerns 1 . Need a bus stop designed off Chestnut Street. ,, 2 , Need to supply sidewalks within the project, p'ossbily along Chestnut Street. i Page 3: 3 . Residential sprinklers to be installed 2 . What is total percent of road grade? 3. The town will supply a list of names from which the road names will be taken. 4 . Hydrants are to be installed at 500 ' intervals (placement determined by Fire Department) . 5 . Signage to be posted at each entrance. 6. If there is a gate at the access road (Holly Ridge Rd. ) then a supra box will be installed and necessary keys given to Fire Department. 7 . A fire break to be maintained in areas where units are exposed to possible wildland (brush) fires. 8 . Numbers on all houses . 9 . Dear Mr. Hedstrom: The Division of Public Works has reviewed the plans of the proposed Rosemont P,R.D. and have the following comments to make: 1. Provide a plan and profile of the off-site sewer on Chestnut St. and the easement between Chestnut St. and Turnpike St. A 20 foot wide permanent easement should be provided for the cross-country portion of the sewer. 2. A written agreement must be obtained from the owner of the Pumping Station on Rt. 114, granting permission to connect, 3. Provide data which shows that the Route 114 Pumping Station has the excess capacity to accept sewage flows from Rosemont. Data should include existing and projected flows from other areas which were a basis for the design of the Pumping Station. 4. A DRQD, DWPC, sewer system extension permit must be obtained prior to sewer construction. 5 . Sewers with slopes that generate a velocity greater than 10 f.p.s. are not acceptable. 6. Show all sewer service connections, 7. How will building # 16 be sewered, 8. A 20 foot wide sewer easement should be provided for future extension of an interceptor sewer. The easement should be on the north side of Mosquito Brook along the north property line and should also have a parallel 10' wide construction easement. 9. Provide an analysis and design of the proposed water booster pumping station. Include a copy of the manufacturer's proposal. 10. Show all water service connections. Page 2- Rosemont P.R.D. i 11. Shorten hydrant branches to points more accessible to the Fire Dept. and closer to the back of sidewalk. 12. Service connections off dead-end water mains should be avoided wherever possible. 13. The hydrant at building #4 should be located on the end of the water main. 14. Locate a hydrant or blow-off at the high point of Ridge Court to act as an air release. 15. Show a detail of the connection to the water main on Holly Ridge Road, 16. The location of gas and underground electric, telephone and cable should be shown on the plan. 17. Provide a construction detail sheet, 18. Will catch basins near building #4 .intercept the flow from Ridge Court? 19. Are detention pond emergency spillways adequate to capture overflow? 20. Show the capacity of the required pipe for the Chestnut St. drainage. 21. Provide data for pipe design of on-site drainage. 22. Provide soils map which shows what area is classified as an "A" soil. 23. The design calculations show mitigation of only the peak flows for the 100 year storm event. 24. The absence of drainage under the emergency access lane will create maintenance and operation problems. 25 . Mitigation of peak flows from. subeatchment 5 & 6 which routes across abutting property is not provided. 26. The drainage analysis should include the entire watershed of Mosquito Brook which inflows to the design point. 27. The drainage analysis should provide data showing that flooding will not occur at the culvert downstream of the design point at Johnson St . 28. Data should be provided showing the adequacy of site-distance at the intersection of Chestnut St. and Rosemont Drive and at the vertical curve at station 11 + 40 Rosemont Drive, 29. The sedimentation, erosion control plan should include a construction schedule which describes the phasing of individual erosion control measures. Ken Long, Fire Prevention Re: Fire Protection. , Rosement Devel. Date: December 18, 1991 The Fire Department requires adequate water supply to the entire project. The Fire Department requires hydrants at 500 ' intervals. The Fire Department strongly recommends residential sprinklers in all houses. Lt. Rosemont, Planned Residential Development (PRD) . Dear Mr. Neve; As you are aware the Technical Review Committee and the Planning Board have reviewed the preliminary plans submitted for the above referenced PRD Special Permit. The Fire Department has stated that adequate fire protection must be provided throughout the proposed development. This may require that a water main booster pump be located near the intersection of Rosemont Drive and Holly Ridge. I understand that the Division of Public Works has concern with placement of such a PUMP. Please review your final proposal with Mr. William Hmurciak, as I will be asking DPW for a formal recommendation. In an effort to pull all construction off the more severe slopes, both the Planning Board and the Technical Review Committee have recommended that you to apply to the Zoning Board of Appeals for a variance on the minimum lot size as allowed through the PRD bylaw, Should the minimum lot size be reduced to 12 ,500 square feet and the balance of land saved through this variance be made part of the common open space, you would be able to eliminate most construction on the steeper slopes. The Zoning Board of Appeals next meeting is scheduled for February 11, 1992 . Staff would be willing to coordinated a Special Meeting of the Zoning Board should this date present a problem. This department will not recommend that construction be allowed which will require excavation, removal or stripping in excess of 1, 000 cubic yards. Further, the Building Inspector is concerned with the proposed location of foundations in relation to areas of substantial, fill. Please provide a plan and calculations for proposed location and regrading necessary for all dwellings and roadway construction. December 27, 1991 Mr. Thomas Neve Page 2 .
