Dear Mr. Nolan:
Sasaki Associates, Inc. (Sasaki) has reviewed the Traffic Impact and
Access Study for the proposed Chestnut Street Development Project
prepared in January, 1987. That study indicated that traffic
conditions in the area would be acceptable with or without the
study's proposed project which at that time was one a hundred and
forty-two (142) bed nursing home.
The project that is currently proposed for the Chestnut Street site
is a forty-four unit condominium development . The daily traffic
generation for the condominium development based on rates
established by the Institute of Transportation Engineers is an
estimated 258 vehicles per day (129 round trips) . This compares to
an estimated 370 vehicles per day for the nursing home project .
Since the proposed project generates traffic at a rate 70% of the
previous study and that previous study found no traffic impact. , it
is reasonable to assume that the present forty-four unit condominium
development will also have no traffic impact and an additional
traffic study is not necessary.

Dear Scott:
Please find enclosed: 1) the definitive site plan as prepared by
Sasaki Associates, Inc. 2) the updated traffic study of Sasaki
Associates, Inc. 3) elevations for the units which have been designed
by Claude Miquelle Associates, Inc. 4) the landscape design plans by
Oehme, van Sweden & Associates, Inc., and 5) the rendering
prepared by Miquelle Associates of Building 5. Brochures detailing
the experience of the professionals are included for your reference.
It has been a challenge, but a pleasure to work with you and
the other professionals on the Technical Review Committee. As we
discussed in our meeting yesterday, these plans should satisfactorily
address all concerns raised.
Specifically:
1. All road grades are less than 9%;
2. No roadways encroach on the fifty foot buffer;
3. All roadways address the safety and access
concerns of the police and fire departments;
4. The Chestnut Street improvements suggested
by Bud Cyr and Bill Hmurciak will be performed;
5. There is a school bus pull-off area;

6. Rosemont Drive has the sidewalk suggested;
7. The 25 foot no cut line requested by
Conservation has been provided;
8. All units will have residential sprinklers, a
supplementary pump system will ensure 18 gallon per
minute pressure at the sprinkler heads;
9. There will be masonary walls between the units;
10. There will be a security system similar to the one at
Fuller Pond in Middleton;
11. The drainage ponds will detain but not retain water;
12. Extreme care has been shown by Curt Young of
Wetlands Preservation in the erosion and sedimentation
control plan;
13. There will be a zero net increase in runoff during
peak times.
Beyond this, I think that all will agree that the intentions of
those concerned with good planning and the implementation of the
new PRD bylaw are evidenced in a way which should prove to have a
spectacular result.
Even though you will be leaving North Andover prior to our
puclic hearing, your staff report will be invaluable for the Planning
Board. Your efforts are very much appreciated. Best wishes for
continued successful professional development in the State of
Vermont. I hope your experience in working on the development of
this drumlin makes you better prepared to deal with the challenges
of Vermont.
