Goldberg, Chairman: The Planning Board meeting for Tuesday,June 18,2024,was called to order at 7 p.m. 6 7 BOND RELEASE 8 Rea Street,RDM Rea Street LLC: Request for release of a$15,000 performance bond and the$32,180 roadway bond phis 9 all accumulated interest. 10 J.Enright: This 7-lot subdivision and roadway was accepted at Town Meeting.Recorded sheet deeds,street layout plan and 11 roadway as-built plan are included in your meeting packet.Tim Willet,DPW Operations submitted the filial bond release 12 memo approving the release of all remaining funds roadway bond fiends.The Form K Subdivision Completion Certificate has 13 becn signed by each Dept.Head;remaining signature required is the Chair's.RDM Rea St.LLC is owned by LRC Builders. 14 The bond accounts were established by LRC Builders and the refund should be addressed to that entity. 15 MOTION: S. Kevlahan made a motion to release all bond fiords related to the$t5K performance and$32,180 roadway bond, 16 plus interest,to LRC Builders for the Rea Street subdivision,J. Simons seconded the motion, The vote was 5-0,unanimous in 17 favor. 18 19 CONTINUED PUBLIC HEARINGS 20 189 Willow Street Vincent J.Grasso: Continued to the August 13,2024 meeting.Application for a Site Plan Review and 21 Corridor Development District 1 Special Permits under Article 8 Supplementary Regulations,Part 3 Site Plan Review,Article 22 16 Corridor Development District,and Article 10 Administration(195-10.7)of the North Andover Zoning Bylaw. The 23 Applicant proposes construction of a 6,777 SF single story building with 20 parking spaces,associated driveway,utilities and 24 associated improvements. The project is located within the Corridor Development District 1 (CDDI)Zoning District. 25 26 DISCUSSION ITEMS 27 Lawrence Municipal Airport,Francisco Urena,Airport Manager: Discussion regarding operations and the airport's 28 Master Plan. 29 Ervin Deck,Snr.Aviation Planner,&Dominic Zazzaro PE&Sur.Project Manager-Stantec Consulting Services: Presented a 30 presentation detailing the Lawrence Municipal Airport 2024 Master Plan and general operations update.(E.Deck based in 31 Portland ME has been working with the Airport through a contract with Lawrence for over 24 years and does thew majority of 32 their airport planning;D.Zazzaro manages engineering works out of the Boston office). 33 (7:40 p.nr. Francisco Urena,Airport Manager joined the meeting) 34 Francisco Urena,Airport Manager: Regarding the new building described in the presentation,has advertised for an Owner's 35 Project Manager. Airport Commission and Purchasing Agent selects the firm or individual for next phase;goal is to break 36 ground next spring for new airport building.Has initial funding and approvals from MassDOT. Parking lot will be used to 37 build new terminal,two entrances, old building will become greenspace to the fence.The airport is self-sustaining enterprise 38 fund.Revenue averages$550K yearlexpenses average$450K/year.Hangar leases and tenants both aviation and non-aviation 39 sustain provide revenue. Land lease holders are responsible for paying taxes to North Andover. Li the 420 acres maintained, 40 $2mill represents tax revenue to the town. Businesses on the land is the City of Lawrence.Hangar developers and owners are 41 tenants and pay taxes to North Andover. In 1934 when the City of Lawrence was a productive textile community, the FAA 42 bought parcels of farm land creating 420 acres.The airport was originally 500 acres.The water treatment plant,carved out in 43 1970's,used to be considered airport land. 44 P.Boynton: The approach zone is directly above our sole source of drinking water supply. Questioned whether a larger 45 airplane had an in-flight emergency and it was to dump fuel for safety are they diverted elsewhere?It's a safety issue for our 46 community's sole source of drinking water and surface water supply. Are there procedural pro tectionslinstructions in place to 47 not dump fuel in this specific location? 48 F. Sean I-evlahan Tuesday June 18, .20.24 cr 7 p.m., 120 Main Street— Town Halt,North Andover, MA. 0.1845 50 R Boynton: Questioned whether the FAA has a provision where certain areas of airports/approaches can be designated as"no 51 dumping of fuel"due to land hazards. Can you note on your airport layout plan this is area is off limits?Encouraged team to 52 look into this provision within the constraints of life safety. Most of it would vaporize,but it's over a very small body of water 53 that is our drinking water supply. 54 F.Urena:Agreed to address this.Offered an airport tour if any member is interested. 55 E. Goldberg: Requested airport team to start talking to the town if development in what has been described as protection 56 zones start to become imminent.Cautioned that there have been zoning discussions regarding multi-family housing on Sutton 57 St. and we should be coordinating with the airport to know what the plans are before encouraging certain ideas. If that land 58 gets developed it will become more expensive to buy,There should be open dialogue regarding the surrounding land. 59 P. Boynton: When we are dealing with construction permits near the runway,Planning is well aware that the FAA needs to be 60 informed, typically about building height;runway protection zones are a different thing,we've not been made aware of that 61 before.Requested to be kept informed as that develops. 62 63 47 and 59 Bonny Lane: Tree replacement monitoring reports. 64 J.Enright: Included in your packets are the first monitoring reports for the tree replanting.Site visits were conducted on May 65 8,2024.Each report details the observations for each location.At 47 Bonny Lane, all 46 trees were alive showing signs of 66 growth.All 43 trees were leafing out at the time of the visit.In addition, all 26 shrubs were alive and leafing out during the 67 visit.At 59 Bonny bane,all 19 trees were alive and showed signs of growth.All 19 trees were leafing out at the time of the 68 visit. In addition, all 24 shrubs were alive and also leafing out.A recommendation was made for the property owner to water 69 the Grey Birch plantings at a higher rate during dry periods of the growing season as these were leafing out slower than the 70 other tree plantings. Monitoring will continue at 6-month intervals for a 3-year period 71 72 Planning Board: Public outreach strategy for Accessory Dwelling Units.Board discussed options as to how to best engage 73 the community on ADU's deciding that a general open public forum educating the public on what ADU's are,what is 74 currently being considered before the state legislature,what zoning currently exists-family suites versus another survey.P. 75 Boynton felt a short prequel video on NACAM TV might be helpful to get the word out and get people talking before corning 76 to the meeting.Group agreed to potential forum dates Monday,July 29 or Tuesday,July 30`' located at the Senior Center, 77 78 R Boynton: Announced after 10 years he is stepping down as North Andover Harbormaster. 79 E. Goldberg:Thanked Gemma Wilkens who is stepping down from her role on the Planning Board, 80 81 Plannin Board: Election of Officers.J. Simons nominated E. Goldberg as Chair.P.
