The numbering of our responses corresponds to the numbering of your comments. 1.a. No response necessary. 2.a. The DMH is proposed. 2.b. The plan has been revised to indicate that the existing CB is to be relocated to a new location approximately 20' closer to the proposed DMH. The proposed invert elevation of the outlet pipe has been raised to provide a 0.5% slope for the pipe between the CB and the DMH. 2.c.i. Dutton & Garfield has retained Mark West to delineate the wetlands near the outfall and is going to coordinate the cleaning of the drainage system with Conservation Administrator Jennifer Hughes to ensure compliance with the Town's Order of Conditions for drainage maintenance. 2.c.i.i. The owner of the property will inspect the catch basin on their property at least twice per year and will have the catch basin cleaned when the sediment depth reaches 50% of the sump. 2.d. The existing catch basin within the building is going to be filled with concrete. Space constraints do not allow for the removal of the catch basin. The inlet and outlet pipes are going to be removed where possible and filled with concrete where they cannot be removed. Special Condition 2 of the Planning Board's Site Plan Review Decision states that"A site inspection must be scheduled with the Planning Department for the purpose of verifying that the interior catch basin to be eliminated has been properly filled with concrete." I offer the following comments. 1. With respect to the proposed landscape area in the right of way, a. The DPW has no comment or objection. 2. With respect to drainage modifications/relocation of catch basin in the parking lot, a. The plan shows the DMH in the parking entrances as"proposed". Is this DMH existing? b. The slope shown in the existing drain pipe is too shallow to scour the sediment build up from the pipe, c. The applicant will need to clean the outfall and existing structures and pipes in the line of all sediments built up in pipes and at the outfall, i. This can be done under the Town order of conditions for drainage but it will be the contractor's responsibility to do so and to do it in compliance with Conservation's requirements. ii. The applicant will need to provide an O&M plait under which to sediment buildup in these lines and structures in the future will be removed regularly. d. Is there a new drain line from the existing catch basin inside the building to the proposed/existing DMH in the parking lot added? i, Relocation of catch basin may require this and the plan shows a drain line with no note on it. It's evident that the wetland is beyond 100'from the area of work, Per our discussion last month,given the creation of 2,300 square feet of new impervious surfaces, I recommend providing an offset in new pervious surface elsewhere on the site. I also recommend reconsidering the placement of the proposed Storage Container; it is beyond the 100' buffer, but as-built locations sometimes are not completely accurate and you may not want to risk accidentally breaking the buffer.
