HomeMy WebLinkAbout2024-02-12 Old Center Historic District Commission Minutes North Andover Historic District Commission Meeting Minutes February 12, 2024 Present: Ryan Schruender, Roger Lawson, Lisa Roberts, Kathleen Szyska, Laurie Belsito, Michael Lenihan Historical Commission Members were also present Joint meeting with the North Andover Historical Commission The Old Center Historic District Commission meeting was called to order at S:01 P.m. in the Select Board Meeting Room at Town Hall. The Pledge of Allegiance was recited. Continued Public Hearing— Certificate of Appropriateness North Parish Church, 190 Academy Rd. The applicant, Garrett Moynihan of Howell Custom Building Group introduced himself and outlined his intended work on the North Parish. The goal is to do an exterior rehabilitation of the building with wood, alternative materials, and storm windows. He reiterated that they would replace existing wood siding with wood siding, while the shiplap and trim would be constructed with a material called"true exterior."The second material that would be used that's not wood is molded polyurethane for the finials and spires. He referred to page seven of the handout showing the spires and finials as they look today. He reasoned that they were going with materials that would last longer than the cedar currently used, which only lasted 10 years. G. Moynihan passed around samples of an original wood finial and another replicated in polyurethane. K. Szyska inquired about the difference in life span of the two materials to which the applicant answered 10 years for the wood and 100 years for the polyurethane. There was discussion about all costs and equipment needed for repairing the current finials and spires which was considered when deciding to use the new material. There was discussion on the composite siding material being proposed for the shiplap on the front of the building and the reason for the change from wood. The applicant explained that shiplap repels water better than clapboard and that there aren't good options for composite clapboard like there is for shiplap. R. Schruender clarified with the applicant that the plan is to make each spire and finial out of the composite material. Voicing concern for differences in the look as the composite wears compared to the wood being used on other parts of the building, R. Schruender asked if there was a plan for a painting schedule, or if they planned to be reactionary when needed, Garry Martin, representing the North Parish Church answered that they plan to paint as needed. M. Lenihan asked if the new composite will show the planks on the spires as the current example on page nine of the handout does. The applicant answered that the plank look was from a previous repair job and let in a lot of water. Ideally he said the new composite spires would be smooth but they could make grooves in the composite if needed to maintain that look. There was discussion about the proposed storm windows. The applicant said they would use a company called Allied Windows who specialize in making historic storm windows that are very thin. Page 19 in the handout was referenced when discussing the stationary sash of storm windows. Page 21 was referenced when discussing the fixed panel window. The applicant stated that comes in any color so a color match would be made. Page 22 was referenced as showing an example of a western style install inside the casing rather than outside the casing as in an eastern install. The western style install is what is being proposed. There was discussion about the details of the storm window, and it was specified by the applicant that the material of the storm windows is aluminum, and all are made individually to fit. The middle line in the storm winder, known as the checkrail, is the only line between the two panes of glass that would be matched up with the windowpanes. There was a question about if there will be a problem with the windows fogging up, to which the applicant responded that the windows are designed to breathe from the inside so that shouldn't be a problem. The Historical Commission called to approve the request and unanimously approved. L. Roberts motioned to adjourn the Old Center Historic District Commission meeting and M. Lenihan seconded the motion. There was unanimous consent to ad lourn at S:26 p.m.
