Dear Sir:
In reply to y,7ur Letter of November 16, 1977 concerning the
subdivision plans of I{'u11er j,a.rms, North Andover Associates ,
l,7 Kirby Street , Boston , Mass . November 1, 1977; we have the
following recommendations to make :
We estimate the cost of an eig,;ht inch ductile iron cement
lined water pipe, seal coated inside, tar coated outside on Fuller
Road at $200000. This is for IHO feet of eight inch pipe installed
15 feet from the North and West property lines with five feet of
cover below the finish grade of the street . Eddy breakflange
hydrants to North Andover specifications arc to be installed at
stations 1_I. + 50, 10 + 70 and 13 + 70. These hydrants should be
Installed with six inch Mueller or equal gate valves ( open left )
complyinrY with AWWA specifications L500 52T with sliding type cast
iron gate boxes marked WATFR, eight inch Mueller or equal gate
valves ( open left ) will be required at the intersection of Salem
Street and F'ul.ler Road , station 7 + 0 and 14 + 35.
All of the above work muat pass the leakage and pressure tests
performed in accordance with section 13 of AWWA standard 600 and
shall be chlorinated in accordance with AWWA C601 "Standard Pro-
cedure for Disinfecting Water Mains" adequate public liability and
property damage insurance ra.s vjell as a. street opening bond in an
amount satisfactory to the Highway Surveyor will be required for
the work on Salem Street..

Dear Paul:
I have reviewed the above plan and make the following recommendation.
I am familiar with this area and I am very much concerned about, this
proposal. This area which has been known as Fullers Meadow (and or Swamp)
and is what I consider on a very sensitive area in respect to drainage,
enviromental checks and controls and the protection of our -wR,ldlife and
natural. resources. I strongly feel that this proposal as presented is what
I would consider the raping of this land.
My main concern is Mosquito Brook which is one on N. Andovers largest
natural water flows which flows and picks up numerous contributaries all the
way to the Ipswich River in Topsfield. Mosquito Brook flows accross Salem
St. and proceeds through about eight of the proposed lots. It is bordered
on either side of the brook. Many of the lots bodering this swamp area are
as much as two thirds in land area out into the swamp and brook area. This
land proposed for a sub-division is what I consider a drainage collection
area with drainage flowing into it from intermittend streams from Woodchuck
Mill and actress Salem St. There are three culverts running accross Salem
St. and draining through this land. One fifteen inch, 12 inch, and an 18
inch. None of these are shown. I am certain that the drainage involved
and also the high water table that exists in this area are a lot more
severe than what is anticipated. I would want the drainage to ran contin-
uous on the street layout and cannot see where septic systems could be prop-
erly installed to comply with existing rules and regulations.
To go over road layout I make the following recommendations .
1. Drainage layouts to run continuous within the road layout where-
ever possible according to grades and discharge areas.
2. Drainage crossing Salem St through 151, culvert in proximity of Lot
6 and 7 to be picked up and incorporated into the drainage system of proposed
subdivision.. This culvert handles a large flow of water and will necessitate

at least are. 181, or maybe a 2 ft. pipe to handle the water flow. All drainage
involved from culverts crossing Salem St. to be accomodated and drainage ease-
ments provided.
I would reconiiond. that we disapprove this proposal. on the grounds of
insufficient information presented and poor planning in general, of the road
layout and drainage in this area. I believe teat the time has come for us
to put our foot down and insist that we get the best possible product that
we can vrithin our town sub-division control laws and also, all. other stand--
arJ!s that are controlled by other town agencies and departments. For the
good of the town and long term planning, T feel this type of proposal is the
worst I have seen come to the planning board since 1 have been serving our
town as Highway Surveyor.
Z am certainly not opposed to development within our community as long
as it is consistant with good planning and conservation for the protection
and well. being of all things involved. Such as good conservation practices,
protection of drainage courses, and to see that septic systems do not infil-
trate and pollute them. Practical and connecting road layouts to assure
maximum protection and town services to all at a minimal cost to the town
maintenance expenses.
Let us stop and take a look at where we are going on some of these pro-
posals before it is too late.

Dear Sir:
Ibis Is in response to plans submitted for our
comments concerning the Fuller ]Farms Subdivision. This Board suggests
approval of this subdivision with the reouirement that all lots be
included in the sewerage system as proposed for the Bridges Subdivision
in our letter of 11/28/77.
This is due to the high water tables on the number
of sates not acceptable for ,sub-surface sewerage disposal systems. The
plan proposed is a modular treatment plant, as recommended by the Board
of Public Works (see Letter From Public Works 12/5/77) .
This Board feels that this is the best, alternative
to preventing danger to public health and environment.

Dear Sir :
Persuant to our conversation of November 30, 1977, I have
investigated the cost of installing a package treatment .facility
to serve the proposed subdivisions in the Winter and Foster
Street area . The cost of the facility is estimated between
$320,000 and $375,000 dollars , excluding engineering and
contingencies . This is for a plant to service 235 four bedroom
houses with a discharge into four leaching beds .
