The Public Works Department will not sanction release of

Dear Mr. Chepulis:
My comments on this subdivision are as follows:
I feel there are a fete' problems existing that will have
to be corrected and also several items that have not, as yet,
been completed.
The greatest existing problem pertains to drainage and
particularly where Andrew Circle intersects with Andover St.
All the drainage from the road area and also considerable
surfaced parking area in the rear of the buildings is running
directly into And-over St., thus by-passing catch basins that
were designed to pick up this water. These catch basins are
not adjusted to pick up this grater but I also feel that the
drainage, as dbsi.gned, is not adequate to pack up the increase
of fast run off that has been caused by this type of building
and large expanse of hottojed parking area. I feel this pro-
blem can be corrected with an additional catch basin and the
proper adjustment of existing basins.
The next problem pertains to the grading of shoulders
and seeded area within the 50 ft. road area. What grading
has been done is too high, with the grade of paving on the
road and will have to be resurfaced as shown on the plan.
(4 inch per foot.) .
The third problem is the fact that no Driveway Permits
were obtained. I realize that this item does not come under
the Subdivision Control Regulations but it does add to problems
that do exist and are under the Subdivision Control Laws.
I would like to mention that there are numerous track
Marks and other depressions existing in the finished surface
of the pavement.

have reviewed the site Plan* of the Andrew Circle Townhouse Complex as
submitted by the Curtis Law Office for Thomas and Marie Hill.
Enclosed is Table-2 "Summary of Dimensional Re uirements" of the North
Andover Zoning By-Law which, I am of the opinion, was in effect when the
subdivision was created in 1973.
Please note the R-4 Sub Item 6 which states the following:
Dimensional regulations for townhouse complexes shall meet the requirements of the Residence 5 District;
individual townhouses within the complex, however, shall be regulated as follows:
Minimum Street Frontage: 18 feet Minimum Rear Setback: 30 feet
Minimum Front Setback: 30 feet Maximum Floor Area Ratio: 1.20:1
Milnimum Side Setback: none required where a party wall is Maximum Lot Coverage: 35%
