CALL TO ORDER The meeting called to order at 7:00 pm. II. PLEDGE OF ALLEGIANCE III. APPROVAL OF MINUTES A. Meeting Minutes from March 28,2024 presented for signature. Motion made by Dr.Patrick Scanlon for approval,seconded by Jennifer Abou-Ezzi,all in favor and minutes approved.(4-0-0) IV. NEW BUSINESS A. Alan Jordan—30 Mill Road—Septic Waiver Mr.Alan Jordan,owner of 30 Mill Road has come before the Board to request a waiver from the septic requirement of providing a signed installation certificate. This is a policy the health department. The installation certificate is a document that closes out a full repair to a septic system. The paperwork is signed by both the installer and engineer who oversaw the project. Installer,David B.Chandler,Sewer Works,has not signed the certificate and therefore the septic system paperwork has not been completed. A certificate of compliance has not been issued. Mr.Jordan has a balance of$5,000 due to Mr.Chandler. Mr.Jordan explained that he hired a plumber to stop water from coming in through the foundation and believes Mr.Chandler is responsible. Water has come into the basement twice. Currently,Mr.Jordan and his family reside in Methuen. Brian LaGrasse,North Andover Health Director,reached out to Mr.Chandler and consulted with the North Andover Plumbing Inspector, Steve Galinsky. A plumbing permit was pulled to do interior work. The plumber had to raise the pipe up exiting the house to give the septic tank proper flow. The plumber claimed he is not responsible for coring or putting the pipe through the foundation. Mr.Galinsky explained that the interior plumbing out ten feet from the house is the plumber's responsibility. The plumber is responsible from interior to ten feet off the foundation. Everything after that is the septic installers responsibility. Mr.Jordan has provided the board with a contract/estimate for the septic work(see Appendix A.) 2024 North Andover Board of Health Meeting Note: The Board of Health reserve the right to take items out of order and to discuss and/or vote on items that are not listed on the agenda. Dr.Patrick Scanlon,MOTIONS,to TABLE the waiver for the Installation Certification for one month pending the balance of$5,000 to be paid to Mr.David Chandler. If Mr.Chandler does not sign after payment rendered,he will be required to come before the Board of Health. If Mr.Chandler does not appear,the septic installer license will be revoked and a formal complaint will be filed with Department of Environment Protection(DEP). Seconded by Jennifer LeBourdais. (4-0-0) V. OLD BUSINESS A. Public Health Excellence Grant Currently,the intermunicipal agreement is being generated for the Public Health Excellence Grant. It will be finalized soon. Town attorneys are dealing with language updates. Hiring has been put on hold until the agreement is signed by all the towns involved. The deadline is September. Brian continues to work on the mental health aspect of the Community Health Improvement Plan (CHIP). He would like to work with JECC Behavioral Center, 10 Main Street Floors 2&3 and the North Andover Community Support Coordinator,Crystal Clunie,with accessing resources and information for the general public. The health department continues to work with pool permits,hoarders,and housing complaints. VI. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION A. Carolyn Lam-was back from leave as of May 6,2024. The town has five returning camps which will be starting soon. Two camps will be applying for variances for healthcare supervisors which Carolyn has the authority to approve. Sunscreen has been ordered for the park dispensers in addition to the AED's. A portable sunscreen dispenser will be ordered for various events. It will be ideal in front of townhall,farmers market and other outdoor events. Planning has begun for a Shingles Clinic to be hosted at the end of summer. The AED's have been installed. Brian is considering dedications to people,groups or organizations. A sponsorship is possible too. B. Food and Drug Administration(FDA)Grant Brian LaGrasse will begin the FDA Grant training next week. It will be three intense days. This will standardize the health department for FDA regulations. Brian is currently working on three of the nine standards. Training will be ongoing for many years. C. Stewart Hospitals Dr.Patrick Scanlon discusses Stewart Hospitals. VII. ADJOURNMENT MOTION made by Jennifer Abou-Ezzi to adjourn the meeting. Seconded by Dr.Patrick Scanlon,all in favor,motion approved.(4-0-0)The meeting adjourned at 7:35pm.
