Thomas Vorrasi 325 Abbott Street North Andover, MA 01845 September 4, 2024 325 Abbott Street, North Andover Deck Project Conditions of Approval, NACC #331 Pursuant to section 4.4.2 of the North Andover Wetlands Protection Regulations homeowner, Thomas Vorrasi, filed for a Small Project permit application for construction of a deck within the 100' Buffer Zone to wetlands on his property. At its closest, work will be approximately 61' from the isolated vegetated wetland at the rear of the property. This project involves the construction of a new open deck and associated stairs. Stairs from a separate adjacent deck will be removed, and a portion of the new deck will be located in that existing footprint. The approved deck and stairs will total less than 300 square feet (-225 s.f.). There will be six new footings installed for the new deck consisting of 1.2" concrete tubes. During the August 28, 2024 public meeting,the North Andover Conservation Commission (NACC) found this project to qualify as a Small Project Permit and voted unanimously to approve this project as proposed under both Category "A"Open slotted decks, without roof's, equal to or less than 300 square feet s°rnface area, inclusive of stairs and ramps, lvhich are to be attached to an existing home, 1vhere soil disrtrption during construction is limited to less than 50 square feel, and re,here no permanent soil alterations are planned under the footprint cif the deck. This small project permit is subject to compliance with the conditions listed below. The project is approved only as it relates to the Conservation Commission and any and all other approvals should be obtained by the applicant/homeowner. All work shall conform to the following: RECORD DOCUMENTS: • Small Project Filing Including application checklist with supporting narrative and attachments, Received: August 1, 2024. • Deck.Addition—Small Project Plan with Wetlands,Dated: July 31, 2024 The following conditions are hereby mandated: CONDITIONS: Page 1 of 2 Small Project Permit Approval NACC 031 —325 Abbott Street I. Erosion controls, in the form of 8" straw wattle or mulch socks, must be installed between the limit of work and the wetland resource areas. All materials are to be stockpiled on the upland side of the erosion controls. 2. Before work may proceed, a preconstruction meeting with Conservation Department staff, the applicant, and the contractor, will be required to inspect the erosion controls and discuss the project on site. 3. A post-construction inspection shall be scheduled with the Conservation Department to verify compliance when work is complete. The avolica-nt, homeowner and their contractors are advised that NO other work on the property is allowed under this permit. The NACC has jurisdiction over all of the wetlands and associated 100-Foot buffer zones on site and any work that involves ground disturbance or changing;the current conditions in these areas will require permitting with the NACC. This includes, but are not limited to, house additions, P-QQI,Sj gq beds, landscaping and bridge installation tree or vep-etation cutting/pruning.
