Dear Mr. Lamprey: The plans for the above--mentioned subdivisions have been submitted to this office for our comments. Section II, B 10 of the Rules and Regulations Governing Subdivision of Land states that seepage tests be made in accordance with Board of Health rules and. regulations. In regard to the above--mentioned subdivisions, no percolation permits were issued by this office and no supervision of any tests was made by anyone from this office. The percolation tests were made without any prior knowledge of this board. Re: Wildwood Park Dear Paul.: As you are probably aware by now, I am strongly opposed to this type of a subdivision proposal.. I have no objections to the plan in general as far as road con- struction standards go, in fact, I must say it is a well presented plan. However, I ant opposed to any culdersacs and especially when they do not extend to the abutting properties so that future connections could be made. Drainage easements to run continuous through property and be deeded to Town of N. Andover. Additional street drainage to be deter- mined during; construction of road if and where necessary. All drainage pipes to have at least 24-2 feet of cover over pipe. Catch basins to be 8+1 precast sump and cone units. Bounds to be 61! x 31 minimum. I would like to see Forest St. road windening strip sho-vm on this plan. This has been offered by the developer, but does not shots on the plan. Very truly yours, William A. Owner: E & F Builders, Inc. , 35 Center Street, Burlington, Mass. Gentlemen: Mr. V. Scott Follansbee has consulted with me regarding the above named subdivision, and specifically with reference to an easement running from the end of Wildwood Circle to land shown on the Definitive Plan as "now or formerly of H.G. Sons Associates". Mr. Follansbee indicated to me that there has been some question as to whether or not he shoiAld continue Wildwood Circle to the land shown as "now or formerly of H.G.Sons Associates"; however, he has indicated to me that to do so would involve sizable expense and the possible elimination of a lot, thereby rendering the subdivision unfeasible. I suggested to Mr. Follansbee that, if the Town wished to preserve the right to continue Wildwood Circle at some point in the future, there is no legal reason why this cannot be done simply by having E & F Builders, Inc. grant an easement to the Town of North Andover from the end of Wildwood Circle to the land now or formerly of H.G. Sons Associates. This easement could be worded in such a way so as to grant easement rights to any other persons or entities to whom the Town of North Andover may wish to grant these rights. In short, if it, is the desire of the North Andover Planning Board to preserve the right to further extend Wildwood Circle at some point in the future, there is no reason why this cannot be accomplished at the present time through an easement being granted to the Town. No work has been done on this subdivision since the binder was put down and that was about a year ago. No lot development has been started on this subdivision. The only thing that bothers me, at this time, is the completion date and the possible need :For, more bond money, in the event of extended -time. Ike Wil.dwood Park Dear Paul: At your request, I would like to make a progress report and bond amount recommendation for this sub- division. Work completed consists of, Drainage complete, other than the cleaning and maintenance. Hottop binder is down and approved, other than some minor patching. Shoulders and landscaping is generally finished but under ground service has not been installed, as of this date. Street Sign has been supplied but where there are no houses on the street we have not erected the sign yet. Stone Bounds, finish coat of hottop and finish grading, along the westerly side of the road are the only items remaining to be done. I would recommend that we release $3,500.00, at this time and hold $8,500.00 until. next September to do the rest of the necessary work. Very truly yours, F William A.
