Borgesi Reference: Winter Hill Estates Dear Mr. Borgesi; Per our telephone conversation of March 8, 1977, I wish to clearify my position in reference to the scope of work at Winter Street pursuant to the completion of "Winter Hill Estates" . In behalf of my client , "Equity Builders of North Andover, Inc. " , I am presently soliciting bids for the referenced project. It was not or is it my intent to have each and every contractor contact you personally but once a contractor is selected I will have a meeting with your department and the highway surveyor prior to job start up. At that meeting all questions will be resolved from the stand point of responsibility of the contractor to your department and the highway surveyor. The question per- tinent to your board will be the extent of the participation the town wants and needs with respect to the 811 ductile iron water pipe appurtenances. At the present time I feel my obligation to the Department of Public Works is to provide an 811 cement lined ductile iron water pipe along Winter Street with hydrants every 500 feet and one division valve at mid-point of the run. In addition -to the above questions to the Board of Public Works I hope to work out with Mr. Cyr our obligation on Winter Street in a definitive matter. To do the above with several contractors was , I felt , unnecessary and too time consuming as I am hoping to do this only once such that each one of us can be satisfied with the results.
