Subdivision Plan, "Regency place",North Andover,MA The Conservation Department is in receipt of the Proposed Site Plan dated July 16,2012, Portions of the proposed subdivision are with areas jurisdictional to the NACC. These resource areas include Riverfront Area,Isolated Vegetated Wetland QVW) and Buffer Zone to Bordering Vegetated Wetland (BVW). The resource area delineation was reviewed and approved under an ANRAD filing DEP File #242-'1556 on 5/15/2012.My initial comments are as follows: .. _. m After review of the proposed lot lines,I am concerned about the applicant's ability to construct a house and appurtenances outside of the RY No-$wild Zone on Lot 7. ® The applicant will need to do an alternatives analysi's'to locate the roadway in the Riverfront Area, The applicant will need to prove that there is"no practicable and substantially equivalent economic alternative to the proposed project with less adverse effects on the interests identified in MGL c, 131 sect.40."The scope of alternatives can extend to "the original parcel and the subdivided parcels,any adjacent parcels,and any other land which can reasonably be obtained within ilte municipality." • The project will need to comply with the Stormwater Standards as required by the Mass DEP.
