Dear Sirs: In accordance with your request of July 23, 1973 this department has reviewed the plans for the proposed Douglas Drive sub-division, There is no sewer available at this location and the developer has indicated he wishes to construct septic systems. The elevation of this development as compared with that of the reserviors makes connection with the water system impossible. BORGESI March 4, 1974 Planning Board Town of North Andover North Andover, Mass . re : Wilson Subdivision Dear Sirs Regarding the above subdivision, we have examined the plans and draw the following conclusions ; ( l) the water distribution system as shown will. not deliver any water ( see attached sheet) ; this would be especially apparent at times of heavy draft when the elevation of the water in the reservoir is lowered - (2) unless an alternate distribution system can be engineered, individual. water supply systems will be necessary, ( 3) if an alternate distribution system can be engineered, the fire protection will still be minimal due to the elevation of the subdivision. After going over the definitive plans, I checked off my list of 6 recommendations and find that the first of the 6 has not been changed or added to the definitive plans. 2. The distance between manholes from Douglas Drive to the foot of Mark Road West has been complied with. 3. Basins at lower end of circle at lower end of Road B. Basins should be relocated so that they are at the beginning of the circle on both sides of the road. This has not been done on the definitive plans. 4. An easement is shown on lot A but a catch basin type inlet with frame and cover is not shown on definitive plan. 5. Sloped granite curbing is shorn as recommended. 6. I donIt see any plans to indicate that the present culvert on Rea Street will be renewed and enlarged by the developer, due to the fact that a much greater amount of water will be flawing through due to the opening up of the subdivision plus the diverted water that will, be coming from the Douglas Drive drainage system. In addition, I would like to bring to your attention, the grade envolved on the circle on the lower and of Mark Rd. This grade is much too great and I very strongly feel it should be reduced to 11% or less. Headwa,11. to be built to Highway Dept. specifications with minimum concrete strength of 2500 lbs. I recommend all catch basins of checker board type grates for safety purposes. Very truly yours �i�3lliam A. Wilson Subdivision I. would like to point out, that the proposed subdivision does not meet the zoning requirements in that c :1.. Lot #9 does not have sufficient i.cient .frontage. 2.. The area to the rear of Spot #1.3 must, be joined. with Lot 113 to obtain frontage. 3. The narrow strip of lanai to the rear of lots h through 1.1 does not have sufficient frontage and should be combined with one of the other lots, possibly l.ot. #11. T suggest that the Planning Board also require that the portion of the proposed street, lying between the perimeter lot lines of the development and the turnarounds be completely hot— topped to the lot lines. The area surrounding the turnaaround has not boon divided into bats, and conceivably, this port:i.on of the street could be used for frontage for the Lots as they are developed. CertAi,nl.yf anyone purchasing a lot in an approved development would expert, that his lot frontage be on an improved street and the only way this can be assured is if the Planning Board requires it to he developed according to their Rules and Regulations.
