HomeMy WebLinkAbout1974-02-04 Abutter Comments WITHDRAWN i February 26, 1974 Mr. William Chepulis, Chairman Planning Board North .Andover, Massachusetts 01845 Dear Mr. Chepulis: This letter is written on behalf of the residents of Mark Road, Johnson Street, Jay Road and Rea Street. We have various ob- jections to the approval of a subdivision for development of the Wilson property which abuts Lisa sane and is bounded by various properties on Giard Drive, Mark Road, Jay Road and Rea Street to be known as Douglas Drive and Mark Road West. A request for approval of this subdivision is on the Planning Board's agenda for March 43 1974. Our objections are as follows and are 'based on personal knowledge, as well as information learned from others. 1. We object to the subdivision as it will create a defi- nite health hazard, in our opinion. This property, for the most part, is a hill and during any rain storm, in winter and the thaw of spring, water drains into the lower areas around the hill such as Rea Street, Mark Road, Jay Road and Johnson Street. During most of the year, these areas are wet. In the spring, particularly, and sometimes during the summer, we get pungent odors emanating from the various streams in the area. This odor, we 'believe, comes from drainage into the soil of various septic systems now in existence at higher elevations. It is evidence of the fact that soil in the area is not suited to septic systems. It appears that the approval of this subdivision with the proposed 10 house lots and. the resulting 10 new septic systems will result in a health problem of immense problems. 2. We object to the subdivision as it will result in polluting all existing streams, underground streams and upset the ecological balance in the area. We object to the subdivision as it will cause a sub- p stantial disrupting of the water flow and natural drainage in the area. `Phis area is already very wet in winter and spring and does not dxy out on the surface until mid summer. Interference with the natural water flow and drainage on the scale contem- pl,ated by this subdivision can only result in severe water problems to the homes and property of area residents. The Wilson property also abuts the Greenwood property and is Fraught with the same property concerning any possible develop- ment. Based on all the above, we request the Planning Board disapprove the Wilson property subdivision plan as presently proposed. Sincerely, r. Geor r. Every effort will be made to provide for proper drainage, change the lot lines, street name, and other suggested improvements and incorporate them on the linens by May 29th for your review. March 17, 1974 Planning Board Town of North Andover Dear Sirs; We the residents of Mark Road area, would like to go on record as opposing the development of Douglas Drive and Mark Road West by Mr. Douglas Wilson for three reasons. First and foremost we have homes and yards -through which drain- age from this hill passes. The land is wet and the drainage is at times foul smelling. Even the addition of a few houses in the upper section will add to our problems in maintaining sa..nita,ry septic systems. Secondly the town water supply to the development is marginal. We oppose any water service brought to the site from the present Mark Road area. This would require passing over privately owned land. Thirdly, we object, to the naming of a street Mark Road West because of confusion that it will generate from the public safety view-point (fire, police assistance etc.. ) .
