Application 11 for a Watershed Special Permit under Article 4 Part 5 and Article 10 Section 195-10.7 of the Zoning Bylaw to authorize 12 construction of a new single-family house, infrastructure, and site grading on an undeveloped lot within the Non-Discharge 13 Zone and subsurface drainage within the Non-Disturbance zone of the Watershed Protection District.The property is located 14 in the Residential 3 zoning district. 15 E. Goldberg: 335 Salem St. received a renewed opinion from the Building Commissioner stating the variance has not been 16 exercised therefore the applicant is pursuing a new variance before the ZBA on 9/17/24. Applicant proposes site improvements including demolition of the 55 existing bituminous concrete boat launch,retaining wall,and gravel parking area. The work includes construction of a new 56 hand carry boat launch,Mechanically Stabilized Earth block wall,permeable paver parking area and driveways,two 57 bioretention areas,and tree plantings.The property is located in the Residential I (R-1)zoning district. 58 J.Enright: Project is funded by the Community Preservation Committee approved at Town Meeting;project has been.phased 59 over a few years. In a previous phase,the Board reviewed Conceptual Plans.May 2024 Town Meeting approved funding for 60 restoration of the boat ramp area in the amount of$983,900.The project is before the Conservation Commission. Stormwater 61 is being peer reviewed by Horsley Witten Group;first peer review was received yesterday and a response is pending. 62 Jamie Veillette&Bob Rafferty,Environmental Partners-Town of North Andover: Presented prelitninary project to the Board; 63 design is now roughly 75%complete. Project has seen a few design changes;updated FEMA Flood Zone line to the 64 preliminary flood zone mapping, adjusted retaining wall by 2-feet inland reducing impacts to the FEMA Flood zone. Current 65 boat launch and existing retaining wall that follows the shoreline is in disrepair. Site is off Great Pond Road with driveway 66 access to a gravel parking area; currently boat racks are located to the northeast side of the site.Proposed plan includes new 67 vehicular traffic patterns with circular driveway,new permeable parking area,including trailer and handicapped parking, 68 permeable pathway to the new boat launch locked in with large boulders and revetment. 69 P.P. Boynton: Confirmed the boat ramp includes locking bollards.Inquired about location of trailer parking. 70 J.Veillette: Trailer parking area is located to the northwest corner of the parking area. 71 P. Boynton:The only trailers using the boat ramp are the NAFD trailers. Questioned wiry trailer parking provided if there's 72 no trailer launching of boats. 73 J.VeiIIette: It is incorporated for individuals trailering"hand carry"boats,kayaks,canoes, etc.Locking bollards are located 74 before the boat launch ramp to deter people from backing trailers down the ramp.New layout locates the boat racks closer to 75 the boat launch assisting with a shorter walk to the boat ramp, increasing site safety. 76 P.Boynton: Commented that locating the boat racks on grass(v.gravel)and proximity to the launch area is an improvement. 77 J.Veillette: Launch and walkway leading up to the boat launch will be permeable stone paver. Parking incorporates grass 78 interlocking pavers. Maneuvering lanes are a more durable paver.New retaining wall leading to the boat launch follows 79 similar alignment to the old retaining wall, incorporating curves to increase the aesthetics of the site and follow the natural 80 shoreline.Area behind the wall to be grassed lawn with native tree plantings replacing existing trees removed during 81 demolition of the existing wall.Northeast retaining wall incorporates a rip rap slope stabilization to protect bank and shoreline 82 from future erosion;existing site currently has erosion. Stortnwater management incorporates rain gardens between the 83 roadway and project site to collect runoff from Great Pond Rd.;small portion of the site intended to infiltrate,improving 84 water quality to Lake Coebichewick. Currently,there is minitnal stormwater infrastructure along Great Pond Rd.;water fi•om 85 impervious areas washes off the roadway,sheet flows through the site discharging into the lake.New design has stormwater 86 runoff flowing to the rain gardens to infiltrate.Under peak conditions if the raingardens over flow, a rip rap swale has been 87 provided and an over flow culvert to manage stormwater.Muior grade changes incorporate collecting stormwater to the 88 bioretention areas;intent was not to regrade the site,existing grades to remain where possible. 89 E. Goldberg:Asked for description of the boat launch. 90 J.Veillette: Showed cross section and profile of the boat launch. Slope reduced to 12%,safer than existing steep slope; 91 comprised of permeable pavers with processed gravel beneath. Base of the 8 ft.wide ramp to be locked in with a stone 92 revetment with smooth surfaces on either side. Stone pavers are similar to concrete,with infiltration so water won't pond on 93 ramp. Showed detail of 6"removeable locking bollard; intent is to lock with town locks;only in emergency situations will 94 NAFD or town have access to removing the locking bollards. 95 P.Boynton: Recalled the Fire Chiefs concern regarding different style locking bollards.The reinforced hole the bollard slides 96 into could fill with water and freeze,preventing the bollard from getting into the sleeve.Questioned what design has the 97 engineer team come up with to provide a year-round, all-weather solution so the bollards cannot only be unlocked,but 98 replaced and locked again,without inhibiting in fieezing weather. 2 Town of North Andover PLANNING B OARD Eitan Goldberg, Chair Christopher Koskores Peter Boynton Johit Simons ' Seals Itlevlahast i { Tuesday Arigust 27, 2024(a), 7 p.ttt,, 120 Main Street— Totvn Hall,North Andover,AM 01845 99 J.Veillette: Reached out to manufacturer who installs these mechanisms frequently who guaranteed this wasn't common issue 100 for this style locking bollard;agreed to explore other locking bollard systems, 101 P.Boynton: Suggested a look back after a first winter,without creating a reporting requirement burden on NAFD.Asked 102 whether the engineers can review and get back to us after observing it during freezing weather to see if it's freely moving 103 E.Goldberg: Rather than a condition on ourselves,could we note it and ask DPW to test it once a year? 104 J. Veillette: Agreed to reach out to the manufacturer to confirm what the warranty entails. Perhaps they can check the locking 105 mechanism during the winter season;these are typical mechanisms to commercial sites. 106 P.Boynton: Performance of the ramp to prevent gas engine boats being trailered into the lake will be dependent on 107 management of the locking bollards. In earlier project meetings the FD Chief had confirmed that the FD would add the 108 locking bollards to their regular check-list to insure they remained locked when not in use by NAFD Fire-Rescue boats. 109 prank Rangonese,abutter, 1939 Great Pond Road:Resides across the street from the project. Although not opposed to the 110 project improvements,would like to see more enforcement of the governing Boating&Lake Usage Regulations with regard 111 to months/hours of operation,more attention to litter left on site and suggests vehicles park facing toward the lake to prevent 112 headlights shining directly into his home late into the evening(10-10:30 p.m.)People gather o11 site until 10-10:30 p.m. 113 Inquired about the installation of a potential sidewalk along Great Pond Rd. Requested to see the large project plans. 114 J. Veillette:There may be future plans to include a sidewalk however it is not part of this project.No lighting proposed. 115 J. Enright: There is a separate project to redesign the intersection of Rte. 133 and Rt.125;that may include a sidewalk fToln 116 Mad Maggie's to this site;plans for that sidewalk are not associated with this project. 117 P.P. Boynton: Lake regulations are in two parts on the town website. Part I is the use of the lake; Part II is a separate section 118 about NAPD enforcement,drafted by the police department.Clarified the months of operation pertain to the boat racks; 119 opening tack use occurs in April and ends in November;does not mean lake access stops at that time. 120 E. Goldberg:This Board cannot stipulate NAPD enforcement, a valid concern,however outside our Urisdiction. We can 121 review and provide you with the lake rules and regulations relative to the use of the lake. 122 J.
