I am writing in regard to the progress of"East Pasture Estates" 114 Boston Street
No. Andover Mass, DEP File #242-730,
We have framed, roofed and side walled both Lots # 3 & 4 House# (3) 33 &House # (4)
27 East Pasture Circle. We are presently working on the inside finish of both.
We are planning to refresh our filtration fencing and replace deteriorated haybales during
this week of April 14, 1997,
Our future plans are to install the finish driveways of both house lots and landscape them
also, we hope to have these items completed within the month of May. As always if you

Dear Kathleen:
I am writing in regard to the progress of East Pasture Estates DEP File #242-730.
I am pleased to report the excellent job the Retention Area did holding the waters of the
last Northeaster of April 18th and 19th. The design has truly proven to be most effective.
To bring you up to date with future land development. I have discussed the matter of
water gathering in the left hand corner of the East Pasture Circles entrance way with my
Engineer. His solution to the problem is to install a dry well in this area. This will
eliminate the problem by giving water in this area a place to drain into. I have scheduled
this work to commence as soon as possible with an estimated completion date for the end
of May with weather permitting. In regard to Lot progress I plan to finish landscaping
Lots 3 & 4 East Pasture Circle. Thereafter with the completion of the above mentioned
items the last detail to finish is Asphaulting the finish coat to all driveways and street
bringing all to the stabilized level.

construction of subdivision betterments.
Our client anticipates commencing construction this year, He hopes to have the road
binder course by the end of 1995 and the finish course by the end of 1996. Of course,
weather, economic and marketing conditions could effect this schedule,

I am writing in regard to the progress of East Pasture Circle, No. Andover Mass.
DEP File#242-730, We would like to update you on the progress and present stage of
work. We have installed the catch basin at the end of East Pasture Circle and are now
ready to install the finish coat of asphalt on the road. We have scheduled Domenick Zanni
& Sons Inc, they feel that they will be able to begin work on July 24 or 25. We had asked
that they give us some notice of starting time to enable us to update you in this progress.

Dears Sirs:
I am writing in reference to the Road exceptance of East Pasture Circle, No. Andover,
MA. Off Boston Street. We are requesting your recommendation in handling this issue.
We understand that there are two options to accomplish this goal, one through the
Selectmen's Article and the other through a citizens petition. Please advise us the route
you prefer we take. We have spoken with Mr.William Scott concerning this issue, He
feels that we can schedule this topic for the Fall Town Meeting. To summarize this is a
cul-de-sac housing three new homes on Acre Plus Lots. We have worked closely with
the Devision Of Public Works Town Engineer Mr.Timothy Willet to ensure all
requirements and recommendations have been satisfied. Please inform us of any additional
information necessary for this approval.

Re: East Pasture Circle—Acceptance as a Public Way
Dear Attorney Latham,
At last night's town meeting, the Town of North Andover voted to accept East Pasture Circle as
a public way subject to the final receipt of all easements and deeds. Based upon a review of the
as-built plans by the Department of Public Works, an access and utility easement must be
granted to the Town over a portion of Lot 3 as referenced in the attached letter from Timothy
Willett, Staff Engineer.
The deed as submitted is acceptable. The deed must be signed and the Board of Selectmen must
officially vote to accept the deed. Jeanne McKnight of Kopelman &Paige will draft an
acceptance of the deed for the Selectmen to sign. Wien all of the documents for all of the
accepted streets have been received and reviewed, the Selectmen will schedule a meeting to vote
upon the acceptance. The deed may then be recorded.
The remaining bond money held for this project will not be released until the Planning
Department has received certified copies of the recorded access and utility easement and deed
referenced above.
