THE NEW MIDDLE SCHOOL
I HAVE REVIEWED THE PLANS OF "EAST PASTURE" SUBDIVISION. THE
BUILDING DEPARTMENT HAS NO OBJECTION TO THE PLAN AS SHOWN
PROVIDED THAT ALL REQUIREMENTS OF OTHER APPLICABLE TOWN BOARDS
AND DEPARTMENTS ARE MET.
NEW MIDDLE SCHOOL: THE SKETCHES OR DRAWINGS OF THE PROPOSED
PROJECT HAVE NOT BEEN SUBMITTED TO THE BUILDING DEPARTMENT AND,
THEREFORE, WE ARE UNABLE TO MAKE A COMMENT AT THIS TIME.
HOWEVER, AS SOON AS THESE PLANS ARE SUBMITTED TO THE DEPARTMENT
FOR REVIEW, WE SHALL BE ABLE TO ASSIST THE ARCHITECT.

RE: East Pasture Estates Definitive Plan
All three lots of East Pasture Estates, previously known as
Sunrise Estates, have acceptable deep test hales and passing
percolation tests. No septic plans have as yet been submitted to
the Board of Health.

TECHNICAL REVIEW COMMITTEE
MINUTES OF MEETING
January 26, 1995
Present:
Tim Willett, Staff Engineer, Division of Public Works
Lt . Ken Long, Fire Department
Mike Howard, Natural Resource/Land Use Planner
Kathleen Bradley Colwell, Town Planner
Sandy Starr, Health Administrator
Tom Driscoll, Safety Officer
Attorney Brad Latham and Bill Bergeron from Ha es Ragineering, Inc. to
discuss Bast Pasture Estates:
* Applicant previously met with the Conservation Commission to
discuss drainage
* Filed Preliminary Plans with the Planning Board
- Plan to create an island in the middle of the cul-de-sac
- Will build a sidewalk on one side of the road from Boston
Street to the edge of the cul-de-sac
- Will build sidewalk on the southerly side to preserve trees
* 101, pipe connects a vegetated wetland area to a pond area.
Conservation Commission approved using this wetland area for
detention as long as catch basins drain at least 75 feet away from
the wetland area
* Riprap level spreader with crushed stone barrier within the
detention pond
* 'There will be a 75 foot bottom basin flow that goes through 3
separate berms to encourage as much ground water recharge as
possible to get 75 feet of overland flow before reaching the
wetland area
* All hay bales and silt fencing will be in place prior to phased
construction of the detention basin
* Sediment will be contained on site; plans are to over scoop the
detention pond initially so that it can act as a sedimentation pond
* Will create an 8 foot shoulder; will be grassed then start the side
slope to protect the existing trees; will request a waiver to
alleviate the shoulder regulations
* Will no longer need a retaining wall
* The under drain near the property along the sidewalk to contain
drainage from the abutter
* Will change the existing driveway from the current location to off
of the new road
* All surface run-off will be collected by the catch basins with
oil/grease traps
* Cul-de-sac will be landscaped with dogwoods, azaleas and junipers
* Regarding Board of Health testing: Revised house locations will be
based on results of tests

* Request for waivers was submitted for the fallowing regulations :
- Environmental impact statement was not necessary because an
erosion control plan was submitted
- Cul-de-sac requirements regarding islands : Roadway pavement
width must be 24 feet
- shoulder width/roadway cross section
- Sidewalk on one side of the road
- utilities will not be underground
- Will not require dry sewers .
* Fire sprinklers will not be installed
Ms. Colwell:
* The Planning Board and the Division of Public Works will review the
list of waivers
Mr. Howard:
* Questioned what the designation would be for the final grading
* Also questioned local buffer zone designations
Mr_ Hayes:
* The darker lines on the plans designate the final grading
* The buffer zone designations are on the plans but are difficult to
see
* Hay bales are along the 25 foot line
Lt. Long:
* Strongly recommends fire hydrants because they do not have fire
resources to get to this site quickly
Mr. Willett:
* Curbing is not required, per D.P.W.
Ms. Colwell:
* Drainage calculations have been sent to an outside consultant; the
cost for review will be submitted this week - Will request that the
applicant come in and sign an agreement with the outside
consultant. Would like review completed by the 2/21 meeting
* Requested a letter from the. D.P.W. regarding pavement width,
curbing and sidewalks
* Recommended eliminating the grass strip on the sidewalk because no
one will mow it as it is not near a home

Mr. Latham:
* Maint,enance of the island (grass strip) could be part of covenants
Ms. Colwell.:
* Suggested that utilities will need to be put underground
* Questioned whether Mike Howard or the Commission will want a site
walk
Mr. Howard:
* Suggested that the distance from the wetland to homes and the edge
of work must be shown on plans
(Will review the site and make a determination as to whether the
Conservation Commission should view the site)

Re: East Pasture Estates
Dear Mr. Nardella,
The Division of Public Works has reviewed the information
submitted for the East Pasture Estates Subdivision. The
information reviewed includes the following:
Definitive plan of East Pasture Estates dated December 14 ,
1994 prepared by Hayes Engineering Inc. for Donald F. Johnson.
Mitigative Drainage Analysis dated January 5, 1995 for East
Pasture Circle.
Request for Waivers from the subdivision rules and regulations
dated January 5, 1995.
Engineering review of East Pasture Estates dated February 20,
1995 by Cofer and Colantoni.o Inc.
We have the following comments:
1. We recommend that waivers be granted for design standards for
Section 7, A, 2 , c and d (allow cul-de-sac island) ; Section
7, B, 4 (install 24 foot wide pavement) ; Section 7 , Cr 1
(allow 2 : 1 side slope from 20 feet off center line to the side
lines) ; Section 7 , D, 1 (construct sidewalk on one side of the
roadway) ; Section 7, M, 1 (sewers are not required) . We
recommend not to grant a waiver for Section 7 , G, 1 (Electric,
Telephone and Cable should be installed underground) .
2 . We concur with the recommendations submitted by Coler and
Colantanio Inc. dated 2/20/95.

3. The drainage installed between Station 2+75 and Station 3+98
shall be ductile iron pipe. The trench shall be backfilled
with gravel borrow with a maximum stone size of three inches.
(Satisfies C&C comment #8)
4 . Permits for utility and roadway extensions will not be granted
until a set of approved plans, and copies of the decisions of
both the Planning Board and Conservation Commission are on
file at the Division of Public Works.
