NOTICE OF DECISION—,Site Plan Review Waiver
Date of Decision: September 24, 2024

Assessor's Map 107.C,Parcel 16 and located in the Industrial 1 Zoning District.
BACKGROUND
On September 19, 2024 the petitioner requested Waiver of Site Plan Review pursuant to the North
Andover Zoning Bylaw §195-8.11.D in regard to the proposed construction of a "pole barn"
(accessory structure)at National Grid's North Andover Electric Operations Center located at 1101
Turnpike Street. A"pole barn"is a three-side,roofed structure. The purpose of the proposed pole
barn is weather protection for existing electric service trucks which would reduce vehicle
preparation response times during snow storms for electric service calls, The proposed pole barn
is 3,060 square feet of gross floor area (102' x 30').
FINDINGS OF FACT
• The proposed pole barn is to be located near the westerly property border over 700 feet
away, and not visible, from Turnpike Street/Route 114 in an existing paved area where
the trucks currently park when not on service calls. Existing nature trees provide a
significant buffer for abutters.
• There will be no change in use or operations at the site, which have been ongoing for
over 25 years, resulting from the pole barn once constructed. Utility service vehicles
would continue to circulate around the site in the sane manner and park in the same
location.
• The project should not have a significant impact within the site and in relation to adjacent
properties and streets, on pedestrian and vehicular traffic, public services and
infrastructure, environmental, unique and historic resources, abutting properties, or
community needs.

• The project has been pernnitted through the Conservation Commission, which issued an
Order of Conditions pursuant to Massachusetts Wetlands Protection Act and North
Andover Wetlands Protection Bylaw, A variance request application was submitted to
the Zoning Board of Appeals (ZBA) for rear setback and landscaping relief. A ZBA
public hearing has been scheduled for October 8, 2024.
• Attached to this Notice of Decision is a Certified Plat Plan—Proposed Pole Barn, Layout
Plan Sections & Detail (A2-1), Elevations Details (A2-2), West Elevation(A2-3), Demo
Plan Site Plan/Grading (D24), and Electrical Plan(E2-1).
After discussion at the September 24, 2024 Planning Board meeting, and upon a motion by S.
Kevlahan to approve a Waiver of Site Plan Review based on these Findings of Facts. J. Simons
seconded the motion. The vote was 5-0, unanimous in favor.
