' September 19, 2024 North Andover Planning Board 1ZU Main Street North Andover, K4A0184S RE: Site Plan Review Waiver Request nat|onu|gr|d Pole Born Project 1101 Turnpike Street | | North Andover K4A / | Chair Eitan Goldberg and Planning Board Members, | On behalf of our client, I respectfully request a waiver of site plan review pursuant to North Andover Zoning Bylaw§ 195-8.11.D. in regard to the proposed construction of a "pole barn" (accessory structure) at National Grid's North Andover Electric Operations Center 1101 Turnpike Street. A "pole barn" is a three-sided, roofed structure.The purpose of the proposed pole barn is weather protection for existing � i electric service trucks which would reduce vehicle preparation response times during snow storms for electric service calls. The proposed pole barn would be located near the westerly property border over 700 ft away, and not visible, from Turnpike Street/Route 114 in an existing paved area where the trucks currently park when not on service calls. Existing mature trees provide a significant buffer for abutters. Please see attached reference plans and photos G1-1, G1'1, G2-1 and G2'2. There would be no change in use or operations at the site, which have been ongoing for over 25 years, resulting from the pole barn once constructed. Utility service vehicles would continue to circulate around the site in the same manner and park in the same location. The project should not have a significant impact within the site and in relation to adjacent properties and streets, on pedestrian and vehicular traffic, public services and infrastructure, environmental, unique and historic resources, abutting properties, and community needs, The project has been "permitted" through the North Andover Conservation Commission, which issued an Order of Conditions (MassDEP File # 242-1830) pursuant to the Massachusetts Wetlands Protection Act and North Andover Wetlands Protection 8y|ovv. Avariancn request application was submitted to the ZBA for rear setback and landscaping relief. A ZBA public hearing has been scheduled for 10/8/24.
