Dear Sir :
In response to a request from Mr . Patrick Cone concerning the
subdivision plans of Gilman Lane, we have the following recommendations
to make :
We estimate the cost of a six inch ductile iron cement lined
water pipe , seal coated inside , tar coated outside on Gilman Lane
at $6,000.00. This is for 480 feet of six inch pipe installed fifteen
feet from the easterly property line with five feet of cover below the
'finish grade of the street . An Eddy breakflange hydrant to North
Andover specifications is to be installed at station 4 + 66. This
hydrant should be installed with a six inch Mueller or equal gate valve
( open left ) complying with AWWA specifications L500 52T with a sliding
type cast iron gate box marked WATER, a six inch Mueller or equal gate
valve ( open left) will be required at the intersection of Gilman Lane
and Farnum Street . ,
All of the above work must pass the leakage and pressure tests
performed in accordance with Section 13 of AWWA Standard C600 and
shall be chlorinated in accordance with AWWA C601 Standard Procedure
for Disinfecting Water Mains . Adequate public liability and property
damage insurance as well as a street opening bond in an amount satis-
factory to the Highway Surveyor will be required for the worlf on
Gilman Lane .

After careful review of the plans submitted to the
Fire Department , we are recommending the following
for the Fire Protection for this subdivision:
The placement of two hydrants on Gilman Lane.
One hydrant to be 250 feet from the entrance off
Farnum Street.
The second hydrant to be at the end of the cul-de-
sac on Gilman Lane.

Dear Mr. Hedstrom:
In regards to the proposed modifications on Gilman Lane, the Conservation
Cotnniission approves. The elimination of the access easement on Lot 25 will
allow changes in lot linos which will help protect a Wetland Area which en-
compasses all of .Lot 27 and parts of Lot 26. In effect, the lot changes will
allow the developer to move site construction on Lot 26 in a northerly direr--
tion » array from the Wetland areas on this site.
Enclosed is a copy of the Order of Conditions issued to the applicant regard-
ing the Gilman Lane subdivision. As you can, see, it reflects our desire to
protect these Wetlands. Before this Order was :issued, the applicant informed
us that the proposed modifications would be a possible gray of avoiding the
on-site Wetlands. Therefore, the Order of Conditions was written to accom-
odate these proposals should they meet approval with your board.
Lastly, the proposed modifications will insure the proper, location of drain
easements, thus helping to protect against flooding hazards. Lot 27 has been
offered to the Town, and is contiguous to the above referenced easements, thus
providing appropriate flood crater storage and aiding in the prevention of
flood damage and pollution. .
For further input, I will be at your. June 11 1981 public hearing.

Dear Mr. Hedstrom:
The purpose of this letter is to submit to you information relative to the
proposed changes in the subdivision plans for Gilman Lane, submitted by Mr.
Patrick S. Cone. We should first note that the changes in the subdivision
plan were proposed by Mr. Cone at the request of the North Andover Conser-
vation Commission in order -to protect the existing wetlands in Lots 26 and
27 of said plan. After reviewing the revised plan for this subdivision,
and conducting another site visit ( June 61 1981 ), we believe the shifting
of the lot line and the protection of the wetlands on these lots is in the
best interests of the Town of North Andover.
More specifically we would urge your approval of the revised subdivision plan
for the following reasons:
1. Shifting of the lot lines allows for construction of
the house and associated sewage disposal system on Lot
26-A with minimum filling of -the wetland on this lot.
2. Enlarging and shifting of the easement between Lots 26-A
and 2? would allow the developer to i-iiaintain the swale
between these two lots in its current, fully stabilized
condition. And,
3. Minimizing the work in and around I)ot 27 would preserve
this wetland area in its natural, condition and thus keep
its value as a flood detention and open space area.
Finally, we believe that the drainage easement through Lot 2? should follow
the course of the existing awale and ditch along the perimeter of this lot,
rather than diagonally across the lot. The "perimeter" easement is prefer-
able to the "diagonal" easement because-.
1. The perimeter swale would have a higher flood storage and
attenuation value than the diagonal swale.

2. Construction of the diagonal drain would involve signif-
icant work and damage in a Wetland. area.
3. Because of the runoff, onto Lot 2?, from wetland areas in
Lot 26 and from across Farnum Street through a drain un-
der the street, the perimeter swales would -probably need
to be kept in addition to the diagonal drain.
IF. The perimeter swale is fully stabil-ized and would require
a minimum of work as opposed to the construction of a
whole now diagonal- drain.
Although the perimeter drain may require some additional effort in maintenance
as compared to the diagonal.. drain, we firmly believe its benefits far outweigh
this minimal additional effort.
In sum, we believe the proposed revisions to the siabdivigion plan for Gilman
Lane -.result in a development that affords better protection. to the Town's
wetlands than the original. plan. The revised plan is in compliance with the
objectives and specifications of the North Andover Conservation Commission's
Order of Conditions issued on April 3, 1981. Therefore, we respectfully urge
your approval of the revised plan.

Dear Paul:
At the request of Pat Cone, T am submitting a
status report- on -this subdivision.
All wore, with the exception of finish grading
and clean up, has been completed. and approved.
There is still additional grading and seeding to
be done to blend. in 'the shoulders with the finish coat
of h.ottop and also around the entrance area.
There are 4 catch basins, which have to have
their sumps clean out.
I would recommend that $1.3,000.00 could be released,
at this time. This would leave a balance of $1,000.00,
to Finalize all other work and also to act as an assurance
that the grass and clean up will be in a satisfactory
condition and well started.
This balance could. be released by Sept. 15th of
this year, if the grass progresses well.

Dear Paul:
This letter is to make you aware that I made an
inspection on October 20th. There was no change or
improvements since the time of my last report, a
couple of mont-bs ago.
Items -to be completed:
1. Pinish grading and clean up.
2. Finish foaming and seeding.
3. Some large stone rip rap to be set on either
side of concrete headwall.
Seeding at this time, of the year is a gamble. I
would not recommend any release, at this time,
and. would
further .recommend a completion date of May I st. l981_j_.
If -it, is not comple-Led. by tbls time I would. recommend
acting on the bond money being held for this purpose.
