North Andover Affordable Housing Trust
Meeting Minutes
September 10, 2024
Present: Laurie Burzlaff, Richard Vaillancourt, Peter Koesterherm, Joan Fitzgibbons (arrived at
6:07), Robert Bernardin and Janice Phillips.
Meeting was called to order at 6:04PM in the Select Board Meeting Room at Town Hall.
Vote to elect chair
Due to a promotion that triggered a possible conflict of interest, Christopher Jee has stepped
down.
Laurie Burzlaff made a motion, seconded by Janice Phillips to appoint Richard Vaillancourt
as chair of the Trust. Motion approved 6-0.
Approve minutes of June 11, 2024
Peter Koesterherm made a motion, seconded by Robert Bernardin to approve the minutes of June
11, 2024 as presented. Motion approved 4-0-1. Ms. Phillips abstained.

Financials were distributed to the Committee. The current available balance does not include the
CPC money that was approved at Town Meeting or the $100,000 that was approved for the home
repair program. Rob will reach out to Habitat to get a status.
Bread and Roses/Brown Court Update
Families joined the meeting remotely. Demaris Frias from CAF was present at the meeting.
AnnMary explained that Bread and Roses determined they needed to merge in order to
strengthen their programs. They wanted to grow in the area of home ownership. Demaris
explained that CAF was started in 2006 in Lawrence and has an asset building department, they
do first time h
office for their consumer protection program. Walkiria stated the goal of the organization is to
provide assistant to low income families. They want to see more homeownership and also help
owners stay in their homes to help build generational wealth. The want to empower families
through workforce development and healthy homes. AnnMary stated that CAF will continue
with the projects at Brown Court and Levis Construction will stay on as contractor. She will be
applying for more grant funds for 20 Brown Court. CAF will take over 14-16 Brown Court.
Laurie Burzlaff will check with counsel to see what, if anything, is needed for the note and
mortgage. They will be going back to Zoning to move 20 Brown Court so there will be more
room for 14-16. This will result in six units instead of 5 total at Brown Court. They have a
purchase and sale for Brown Court. Just waiting for funds from CPC. In response to a question
from Peter, Annmary stated that Gabby Geller will be managing the financials for Brown Court.

Motion approved 7-0.
