P- r- ('� CO LO -.0 0) OJ 0) 04 4 I DOCUMENT 4 CONSTRUCTTON SEQUENCES & MTTTGATTNG MEASURES -34- CONSTRUCTION SEQUENCES & MITIGATING MEASURES A. Existing Conditions The site is located on a triangle formed by Massachusetts Avenue , Chickering Road and Andover Street . Osgood Street cuts across a portion of this triangle forming the Town Common . From Osgood Street itself , the proposed Cranberry Lane will be extended . The proposed roadway and subdivision runs westerly and roughly parallel to Old Village Road , another subdivision off of Osgood Street and South of the site . The site at one time was in agriculture as indicated by stone fences along both the northerly and southerly property lines . The land has lain dormant recently and has now been partially reforested . The easterly portion of the site is still in field or field with small shrubs . The back or west end of the site is dominated by a grove of tall white pine trees of up to 20" diameter . Beneath these white pines , along the southernly stone fence there are a few small Balsam Firs which apparently have been planted as they are not indigenous to the site , Between Lots 1 & 2 there is a large mountain laurel clump . At the border of the tree line , (Station 5 + 80+/-) , there is a column of white pines which give away to mixed hardwoods before being again dominated by the white pines . The northerly property line has a row of mixed Oak and Gray Birch which extend east toward Osgood Street . A portion of the field area has a ground cover of cranberries . This area extends into the wetland area as shown on the enclosed plan . The topography of the land is quite flat . There is a drainage divide on the site so approximately the westerly quarter of the site tends to drain towards Chickering Road and the easterly three quarters of the site drains towards Osgood Street and Massachusetts Avenue , In all cases , surface runoff is prevented from entering Osgood Street by a small low ridge of land surrounding the existing farmhouse and barns as 58 Osgood Street ( existing structures on Lot 6) . There is a small area of isolated wetlands which extend in a finger-like projection , easterly and westerly along the northerly border of the site . It appears that this isolated wetland has been caused by the shallow ridge on the easterly portion of the site and the berm which has formed along the northerly property line stone fence . -35- i B . pro 'ect Effects Approximately 750 feet of roadway will be constructed westerly from Osgood Street . Areas within the earthwork limits will be cleared of trees . Trees of suitable diameter will be cut into logs and brought to commercial mills . Brush will be burned if allowed by local codes and ordinances . Otherwise brush will be disposed of by chipping or removal to a suitable landfill . Prior to stumping the roadway , haybales or siltation fences shall be constructed downhill from the toe of embankment and therefore between the proposed roadway and the existing isolated wetland area . Very gentle terrain on the site will inhibit any substantial runoff from the site . Additionally , during construction , proposed catch basins at the low point in the roadway will be utilized as siltation basins to preclude any runoff from getting into the existing wetlands . Also the project involves the excavation of 3180 S .F . of isolated vegetative wetlands . This increased wetland area will be utilized for a storm water detention area . The increased area of the wetlands will be reestablished with indigenous wetland plants . Specifically , this refers to the Cranberry groundcover in the area . The proposed roadway section will include gravel base courses to be extended to the edge of the embankment in fill areas . Additionally , an under-drain system is proposed along the southerly edge of property in areas of cut . These two features compliment each other regarding frost protection and will inhibit potential frost heaves in the roadway pavement . The roadway is designed with very gentle slopes such that in all likelyhood salt should not be required for snow removal in the winter . However , these grades are steep enough to maintain adequate drainage of the roadway surface along with supplemental drainage swales at the roadway shoulders . The roadway has been aligned so the westerly two thirds of the road will be separated from adjacent property by a 20 foot wide buffer strip . This strip is already heavily vegetated and will remain so after construction thereby providing a good natural landscaped screen . All roadway slopes will be loamed' and seeded . The general slopes on the roadway are such that no erosion control stone should be required . All swales formed between the toe of embankment slopes and existing ground can be protected with turf . Runoff from residential areas to the south will flow along the shoulder swale to the proposed catch basin at the low point in the road at approximately Station 3 + 80+/- . Additionally , runoff from the roadway pavement itself will run along the berm formed at the roadway edge by the turf to catch basins placed along the roadway . The majority of this runoff will flow towards the enlarged wetland area . This wetland area will function as a stromwater detention area and also as an area to purify runoff from the site . These are natural functions of wetlands and are incorporated into the design . A small culvert will be installed to drain the low end of the wetlands into the Town ' s drainage system . The increase in the size of the wetlands has been designed to preclude any increase to peak runoff from the design 100 year storm . The wetland area has been designed so that it will not retain water but only detain water. Therefore, there will be no water ponded on site. The wetland areas will function as they do presently. -36- The majority of the existing vegetation on site will remain . The property line between Lots 1 and 2 has been designed so that the mountain laurel bush will be retained . It is in the developer ' s best interest to remove as few of the existing trees as possible in order to make the site more marketable . It is probable that some of the diseased or injured trees on site may be culled out to make the lots more attractive . Of course , trees will be cleared around proposed house lots such that the final appearance of the site will be very similar to the Old Village Road development just to the south . The two developments should compliment themselves . The entire site will be provided with sewers . Therefore , the existing soils and subsurface drainage conditions are not a major factor to site development . However , test pits have been conducted on site . The locations of those test pits are shown on the plan . As per the Highway Surveyor ' s request the drainage from the site will be piped off site to an existing ditch which flows northerly to Stevens Pond behind the homes on the easterly side of Osgood Street . The proposed piping will enter the ditch at an existing stone headwall . An exist 24" CIP drains into the ditch at this headwall . This pipe will be abandoned & replaced by a new 24" pipe . Siltation devices will be placed around the existing headwall & along the banks of the ditch (as shown on the plan ) to prevent any disturbance of the waters flowing in the ditch . C . Resource Areas The existing edge of vegetative wetlands was flagged by I . F .P . Inc . and the flags were located by a field survey . An area along the northerly side of the site was flagged . This area of wetlands is isolated . No streams flow in or out of this area . It appears that surface water collects in this depression and provides the wetness for the wetland ' s plants to grow . The depression , however , may hold 1/4 acre foot of water in an intense rainfall and thereby be subject to the act under isolated land subject to flooding . We have assumed this to be the case as a worst c as e scenario. At the outfall of the reconstructed drainage is a well defined stream . The banks of the stream are approximately 2 ' -4 ' in height . An existing stone headwall with a 24" CTP exists at the banking of this stream . The project constists of constructing a 750 ' roadway to service 5 additional lots . Regrading for the lots will occur up to 5 ' from the isolated vegetative wetland edge . Although this wetland is not a boardering vegetative wetland , the project proposes no filling of the isolated wetland area . A double row of Haybales will be placed along the edge of wetlands to prevent siltation into this area from exposed surfaces . For the purposes of not increasing the peak rate of runoff from the site , a portion of this isolated wetland (3180 S . F. ) will be excavated . Once excavated the area will be revegetated . This excavation will enhance the flood capacity of the depression & will increase the size of the wetland . The project also involves the replacement of an existing 24" drain line at an existing headwall at the bank of a stream flowing to Stevens Pond . The headwall will be extended in height and fill placed up against it . Staked hay bales are proposed at the top of the banks of the stream and around the headwall to prevent any siltation from entering the stream . A . Construction Sequencing 1 ) Prior to clearing the site hay bales shall be staked along the edge of wetlands in the rear of the proposed lots and along the existing stream behind Osgood Street as shown on the plan provided . 2 ) Grubbing and stripping of topsoil may commence after installation of the erosion control features . Stumps shall be removed and deposited in the area shown on plan provided . Topsoil shall be stock piled and reused in final grading operations . All topsoil shall be utilized , on site', unless approvals are obtained for removal in accordance with the Zoning By-Law . 3) The closed drainage system shall be constructed . This work shall include the off site drainage system . New catch basins shall be constructed to function as sedimentation traps until gravel base courses are laid . 4 ) The drainage detennion area shall be constructed as detailed on the drawings . The topsoil removed in the construction of the detension area shall be respread over the excavated areas . 5) The subgrade shall be fine graded and base courses laid including bituminous base . 6) Embankment & fill slopes shall be fine graded , and backfilled with loam from stockpiled sources . 7) Permanent seeding and mulching shall be established prior to final paving . -38-
